A regular meeting of the Weld County Planning Commission was held Augusta%x1995, in the County
Commissioners' Hearing Room, (Room #101), Weld County Centennial Buildirjg, 1.540th-Street, Greeley,
Colorado. The meeting was called to order by the Chairman, Richard Kimmel at 130 pan.^

CASE NUMBER: USR-1090
APPLICANT: Preston Christian Ranch, c/o Ellen C. Korthuis
REQUEST: A Site Specific Development Plan and a Special Review permit for a private school, church
and multiple dwelling units in the A (Agricultural) zone district.
LEGAL DESCRIPTION: The SE4 SW4 of Section 17, the E2 NW4 of Section 20, T2N, R62W of the 6th P.M.,
Weld County, Colorado.
LOCATION: West of and adjacent to Weld County Road 75-1/2; approximately 1/2 mile north of Weld
County Road 18.
Shani Eastin explained this application needs to be continued until Thursday, September 7, 1995, due to lack
of referral responses that guide the Department of Planning Services in generating a recommendation.
The Chairman asked if there was anyone in the audience who -wished to speak for or against this application.
No one wished to -speak.
Ron Sommer moved Case Number USR-1090, Preston Christian Ranch, c/o Ellen C. Korthuis, be continued
until Thursday, September 7, 1995. Jack Epple seconded the motion.
The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Ron

Kimmel - yes. Motion carried unanimously.

APPLICANT: Meadow Vale Farms, Inc.
REQUEST: A Planned Unit Development Sketch Plan.
LEGAL DESCRIPTION: Part of the SW4 of Section 4 and part of the SE4 of Section 5, all in T2N, R68W of the
6th P.M., Weld County, Colorado.
LOCATION: North of and adjacent to State Highway 119; approximately 1.5 mile west of I-25.
Todd Hodges explained the applicant needs more time because they are workingwiththe water district to show
proof of water to the property.
The Chairman asked if there was anyone in the audience who wished to speak for or against this application.
No one wished to speak.
Ron SommermovedCase Number S-379, Meadow Vale Farms, Inc., be continued until Tuesday, September
19, 1995, to allow the applicant to work with Left Hand Water District to provide proof that water existsonthe
property. Jack Epple seconded the motion.
The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Ron
Sommer - yes; Jack Epple - yes; Curt Moore - yes; Shirley Camenisch - yes; Marie Koolstra - yes; Richard
Kimmel - yes. Motion carried unanimously.
Consider proposed amendments to Sections 50 and 51 of the Weld County Zoning Ordinance. The
amendments will clarify airport elevation, reference point, and the transitional zone of the A -P (Airport) Overlay
District.
Monica Daniels -Mika, explained the request is for new expansion to amend the configuration of the Airport
Overlay District. They will add north/south runwaysandwill need to look at changing the approach area.

Ron Sommer moved the proposed amendments to Sections 50 and 51 of the Weld County Zoning Ordinance
(with the inclusion of two maps) be forwarded to the Board of County Commissioners with the Planning
Commission's recommendation for approval.

Consider proposed amendments to Sections, 1.3, 2.13, 3, 4, 5, 6, 7, 10 and 11 of the Weld County Subdivision
Ordinance. The amendments will clarify the statement of purpose, manufactured home definition, major
subdivision process, minor subdivisions, major subdivisions, and the rules and regulations for exemptions.
Monica explained these changes would correspond with the changes being made to the Comprehensive Plan.
She went through the each proposed change and explained these changes would clean up our regulatory
documents. The commission members had concerns about the minor subdivision and the recorded exemption
changes.
Jack Epple moved the Planning Commission approved Sections 1.3 through 11.10 of the Weld County
Subdivision Ordinance, except Section 11.8.8. Curt Moore seconded the motion. The Chairman asked the
secretary to poll the members of the Planning Commission for their decision. Ron Sommer - no; Jack Epple -
yes; Curt Moore - yes; Shirley Camenisch - yes; Marie Koolstra - yes; Richard Kimmel - yes. Motion carried.
Ron Sommer moved Section 11.8.8 be changed from 10 years to 5 years. Shirley Camenisch seconded the
motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decision.

Kimmel - yes. Motion tied, Motion failed.
Jack Epple moved Section 11.8.8 be forwarded to the Board of County Commissioners with the Planning
