RE: APPROVE WASTE TIRE CLEAN-UP AND RECYCLING PROJECT GRANT
APPLICATION TO THE COLORADO DEPARTMENT OF PUBLIC HEALTH AND
ENVIRONMENT AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Waste Tire Clean -Up and Recycling
Project Grant Application from the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Weld County Health Department, to
the Colorado Department of Public Health and Environment, with terms and conditions being as
stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Waste Tire Clean -Up and Recycling Project Grant Application
from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Health Department, to the
Colorado Department of Public Health and Environment be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of February, A.D., 1996.

Grant Application
Agency information.
Introduction. The Environmental Protection Services Division of the Weld County Health
Department has a comprehensive Solid and Hazardous Waste Management Program. The
Environmental Protection Services Strategic Program Plan provides for local monitoring and
enforcement activities at waste facilities. The Division is also actively involved in regional solid
waste planning through the North Front Range Solid Waste Action Group composed of
participants from Boulder, Weld, Larimer and northeastern counties. The Division also has a
commitment to the development of recycling markets in Weld County as one of its waste
diversion activities.
Mission Statement. The mission of the Weld County Health Department is to preserve,
promote and protect a healthy life and safe environment for the residents of Weld County.
Goal(s). The Environmental Protection Services Division will minimize the negative
environmental impacts from waste disposal.
Objective(s). The Environmental Protection Services Division has the following
objectives to reach its goal of minimizing impacts from waste disposal. The objectives in bold
type are those which would be directly effected by the Weld County Waste Tire Project.
• The total tons of diverted household hazardous waste per capita will be greater than 60
tons per 100,000 people in Weld County by Year 2000.
• By the Year 2000, more than 150 people per 100,000 Weld County residents will use the
Household Hazardous Waste facility per year.
• The percentage of facilities with critical violations will not exceed 5 percent by the
Year 2000.
• The tons of solid waste per capita disposed in Weld County will be less than 1,000 tons
per 1,000 population by the Year 2000.
• Weld County will divert 50% of 1994 levels of waste from disposal in landfills by Year
2000.
• Eighty percent of all Weld County collectors and haulers will implement fee structures
that encourage waste reduction by the generators by Year 2000 (pay as you throw).
• Eighty percent of all Weld County collectors and haulers will provide composting or
recycling options for customers by Year 2000.
• Weld County will encourage recycling, recovery and re -manufacturing facilities and
technologies within its borders.

Purpose of grant.
Funds from the Waste Tire Recycling and Cleanup Fund would empower the Division
would serve two purposes consistent with Division objectives:
1. Clean up an existing illegal tire disposal site in Weld County.
2. Assist the Division in its efforts to develop a re -use technology for waste tires that
would be generally applicable in our solid waste region and all of Colorado.
The McMill Landfill located near Eaton, Colorado is the site of approximately 70,000 illegally
disposed tires. The facility is closed but the tires have been temporarily secured on site until they
can be properly disposed or recycled. The current owner does not have the resources to facilitate
a large-scale clean-up. The Division would use the fund to remove these tires and complete
proper closure of the landfill. The majority of the tires would be removed to Tire Mountain, an
approved tire disposal and recycling facility located in Hudson, Colorado. However, a portion of
the tires would be diverted to re -use in an experimental individual sewage disposal system
(ISDS). In the second phase of the project, the Division proposes to use a portion of the award to
subsidize a pilot project introducing the use of waste tires as a substitute for aggregate in
absorption fields for individual sewage disposal systems. The fund would be used to construct
and monitor one experimental ISDS using chipped waste tires. This technology has had success
in Vermont and appears to have applications for Colorado. A successful demonstration of this
use for waste tires could lead to a wider use of this technology subsequently providing a viable
alternative to disposal. The estimated cost for the clean-up of McMill Landfill and the pilot
project is $116,500. Weld County personnel from the Health, Engineering, and Public Works
Departments would be utilized in the project. A private contractor, Tire Mountain, also would be
used to assist with the removal of the tires. Staff from the Colorado Department of Public Health
and Environmental would be used to assist with the monitoring and evaluation of the
experimental ISDS.

April 1, 1997 through September 30, 1997. The Division will coordinate the removal of the
waste tires from the McMill Landfill.
April 1, 1997 through June 30, 1997. The Division will complete a standard design for the
experimental system in collaboration with the Water Quality Control Division of the
Colorado Department of Public Health and Environment.
July 1, 1997 through July 31, 1998. The Division will construct and monitor the
experimental ISDS.
August 1, 1998 through December 31, 1998. The Division will evaluate and report on the
results of the monitoring of the ISDS. The Division will explore and outline strategies
to promote the general use of this technology in Colorado if successful.

Evaluation.
The Division will evaluate the project using the following strategies:
1. The tires will be removed from the McMill Landfill and disposed at an approved
legal disposal or recycling facility.
2. The effluent in the ISDS will be monitored monthly for one year to measure the
impact of the tires on the quality of effluent after treatment.
3. The ISDS will be inspected monthly for one year for signs of failure.
4. Monthly reports outlining the activities and progress of the project will be
submitted to the Colorado Department of Local Affairs.

Statement of Certification
The Weld County Board of County Commissioners hereby certifies that the McMill Landfill,
located at Eaton, Colorado, is the site of illegally disposed tires. The tires will be removed to a
state or county -approved legal disposal or recycling facility. All contracting and bidding
procedures for implementing the project will be conducted in accordance with state and county
law and bidding and contracting procedures. Monthly activity reports will be submitted to the
Colorado Department of Local Affairs.
