HomeMy WebLinkAbout990636.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR DOMESTIC VIOLENCE GRANT APPLICATION AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding for the Domestic Violence Grant Application among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the 19th Judicial District, Weld County Sheriff's Office, Weld County Probation; the State Courts; the City of Greeley, Colorado, on behalf of the Greeley Police Department; the City of Evans, Colorado, on behalf of the Evans Police Department; the Domestic Violence Treatment Certification Board; the Domestic Violence Coalition; A Woman's Place; the C.A.R.E. Program; the ARC Counseling Center; the Island Grove Community Counseling; and Individual and Group Therapy Services, with terms and conditions being as stated in said memorandum of understanding, and WHEREAS, after review, the Board deems it advisable to approve said memorandum of understanding, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding for the Domestic Violence Grant Application among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the 19th Judicial District, Weld County Sheriff's Office, Weld County Probation; the State Courts; the City of Greeley, Colorado, on behalf of the Greeley Police Department; the City of Evans, Colorado, on behalf of the Evans Police Department; the Domestic Violence Treatment Certification Board; the Domestic Violence Coalition; A Woman's Place; the C.A.R.E. This local collaboration extends to all criminal justice agencies,other governmental entities, as well as,not for profit organizations. We support the State Court Administrator's Application to develop and implement: • A dedicated family violence court redesigned structurally and procedurally to meet the safety needs of victims and children witnessing violence,while,at the same time, addressing the treatment and containment needs of the offender; • Improved investigation in domestic violence through the employment of a vertical prosecution and collaboration between law enforcement,the District Attorney's Office,victims' services and the courts; • A pre-trial supervision team responsible for pre-trial assessment and supervision of domestic violence offenders; • Graduated supervision and sanctions for domestic violence offenders; • Improved access to services for victims and children witnessing violence. The courts,the District Attorney's Office, law enforcement,probation, domestic violence treatment providers,non-governmental service providers, victims' services programs and health care providers are all active in the Weld County Coalition Against Domestic Violence,which has been in existence for nine years. Additionally,the Weld County Criminal Justice Advisory Committee meets quarterly, addressing domestic violence and victim safety issues,among other things. This Committee, which has been in existence for two years,will be directly involved as a local advisory board for the project. All of the undersigned entities were actively involved in preparing this grant application by participating on the Planning and Development Team designed to develop this proposal. The Team met two times then elected to divide into subcommittees charged with developing the specifics on separate topic areas. The subcommittees are broken down as follows: court and prosecution;victims' issues;offender supervision and community outreach. The subcommittees met multiple times within the month allocated to prepare the application to develop the proposal. In the event that Weld County is awarded the grant,project staff will be assigned to each of the subcommittees and will ensure communication among each of the subcommittees.
