RESOLUTIONS ON LTWD BUDGET FOR 1999 TO INCLUDE: (1)TO ADOPT THE
BUDGET,TO SET THE MILL LEVY FOR 1999, AND APPROPRIATION OF SUMS OF
MONEY FOR THE BUDGET.
BUDGET RESOLUTION
WHEREAS, the Board of Directors of the Little Thompson Water District has appointed
Richard H.H. Whittet, Secretary,to prepare and submit a proposed budget to said governing body
at the proper time,and :
WHEREAS, Richard H.H. Whittet, Secretary,has submitted a proposed budget to this
governing body on October 14, 1998, for its consideration,and;
WHEREAS,upon due and proper notice,published in accordance with the law,said
proposed budget was open for inspection by the public at a designated place,a public hearing
was held on November 5, 1998,and interested taxpayers were given the opportunity to file or
register any obligations to said proposed budget,and;
WHEREAS,whatever increases may have been[Wade in the expenditures, like increases
were added to the revenues so that the budget remains in balance, as required by law,and;
WHEREAS,Lithe Thompson Water District desires to establish an emergency reserve
for the year 1999 of one percent(I%)or more of fiscal year sending excluding bonded debt
service.
NOW,THEREFORE,be it resolved by the Board of Directors of the Little Thompson
Water District,Berthoud,Colorado;
SECTION I. That estimated expenditures for the general fund are as follows:

WHEREAS The Board of Directors of the Little Thompson Water District has adopted
the annual budget in accordance with the local government budget law on December 3 1998,and;
WHEREAS,the amount of money necessary to balance the budget is:

WHEREAS,the 1998 valuation for assessment for the Little Thompson Water District as
certified by the respective County Assessors is:

NOW THEREFORE,be it resolved by the Board of Directors of the Little Thompson
Water District, Berthoud,Colorado:
SECTION 1. That the purpose of meeting all expenses of the General
Fund(Current operating expense,capital outlay,and debt
service)of the Little Thompson Water District during the
1999. Budget year,there is hereby levied a tax of zero (-0-)
mills upon each dollar of the total valuation for assessment
of all taxable property within the District for the year 1999.
SECTION 2. That the Secretary is hereby authorized and directed to
immediately certify to the County Commissioners of
Larimer,Weld,and Boulder Counties,Colorado,the mill
levies for the Little Thompson Water District as herein
above determined and set.

RESOLUTIQN TO APPROPRIATE SUMS OF MONEY FOR THE 1999 BUDGET
WHEREAS,the Board of Directors has adopted the annual budget in accordance with the
local government law on December 3, 1998 and;
WHEREAS,the Board of Directors has made provision therein for revenues in an amount
equal to or greater than the total proposed expenditures as set forth in said budget,and;
WHEREAS, it is not only required by law, but also necessary to appropriate the revenues
provided in the budget to and for the purpose described below,so as not to impair the operations
of the District.
NOW THEREFORE, be it resolved by the Board of Directors of the Little Thompson
Water District, Berthoud, Colorado:
SECTION 1. That the following sums are hereby appropriated from the
revenue of each fund, to each fund,for the purposes stated:

NORTH KIOWA BIJOU GROUND WATER MANAGEMENT DISTRICT
The undersigned, Loyd Musgrave, being first duly sworn, upon oath, deposes and states:
That he is now and has been since March IS, 1967, the Secretary of the North Kiowa Bijou Ground
Water Management District, a governmental subdivision of the State of Colorado organized under
the provisions of Article 90, Chapter 37 of C.R.S., as amended.
That pursuant to the Resolution regularly made and adopted at a meeting of the Board held on
November 4, 1998, the following Resolution was had in regard to the budget to be made for and on
behalf of the District for the calendar year 1999; said Resolution as the same appears in the original
minutes of the meeting of the Board of Directors being as follows:
The President then brought to the attention of the Board the matter of the adoption of the budget for
the District for the year 1999. Notice of the proposed budget was published as required by law in the
Fort Morgan Times, Brighton Blade, Greeley Tribune and Tri-County Tribune. The President
reported there had been no objection to said proposed budget. Upon motion duly made, seconded
and unanimously carried, the following budget was unanimously adopted:

The Board considered the matter of the levy for taxes of the District for the calendar year 1999.
The President reported to the Board that he has received the necessary valuations for the respective
counties and upon motion duly made, seconded and unanimously carried, the following Resolution
was adopted:
"RESOLVED that the tax levy for the calendar year 1999 for ad valorem taxes to be
collected in the respective counties as follows is .0279 mills:

BE IT FURTHER RESOLVED that in addition to the mill levy as above set forth,
there shall be an additional well assessment in the sum of$10.00 for each well with
a rated capacity in excess of 200 gallons per minute".
BUDGET MESSAGE
In the adoption of its annual budget for the fiscal year 1999, the Board of Directors and
concerned parties have prepared the budget based on information regarding expected revenues and
expenditures of the District for the coming year.
The budget is prepared using the modified accrual basis of accounting and all revenue,
expenditures, cash receipts and cash disbursements are reported in accordance with this basis of
accounting. Management is cognizant of future projects and has made a provision for those
endeavors.
Revenues and administrative expenditures for 1999 are anticipated to closely approximate those
of 1998 and 1997.
The Directors noted that there would be a one time expenditure of approximately $20,000 to
be devoted to a joint monitoring project with U.S.G.S. in regard to the Metro Waste District's
disposal in the vicinity of Deer Trail. The Board further noted that an unspecified amount of funds
may be required in the year 1999 for legal and engineering in connection with a development known
as Antelope Hill, which has been proposed near Bennett, Colorado.

D-1009-08-98
COLLECTION OF CLASS D SPECIAL ASSESSMENTS
WHEREAS,the Board of Directors of Northern Colorado Water Conservancy District has heretofore
made Class "D" allotments of water,as provided by law, and such allotments are attached to certain
lands within the District; and
WHEREAS, the District Board has caused to be recorded in the counties in which said lands are
located, the petitions of the owners of the land and the attached Orders of the Board for the
allotments so made; and
WHEREAS,to levy and collect special assessments upon those lands having Class "D" allotments,
the Board of Directors of the District is required,on or before the first day of October of each year,
to certify to the County Assessors of the counties within the District in which such lands are located,
the amount of the annual installment to be collected on the tax roll as a flat special assessment
against the lands for which such water was petitioned and allotted; and
WHEREAS, the Board has certified to the County Assessors in each of the counties in which such
allotments have been made,a list of the lands and the amount of such annual installments in dollars
to be collected against said lands; and
WHEREAS,the District Board has computed the aggregate total of such installments to be collected
in each of the counties and such totals shall approximate but not exceed the following:
BOULDER $59,000.00
LARIMER $93,000.00
WELD $202,000.00
NOW, THEREFORE, BE IT RESOLVED, that under the provisions of the "Water Conservancy
Act," Chapter 37-45, C.P..S., all officers or bodies having authority to levy and collect special
assessments within their jurisdiction shall so levy in the year 1998 and collect such special
assessments in the year 1999 as are herein provided, in the time, form, and manner and with like
interest and penalties as special assessments are collected, and when collected, shall pay the same
to Northern Colorado Water Conservancy District.

AD VALOREM MILL LEVY
WHEREAS, it is the duty of the Board of Directors of Northern Colorado Water Conservancy
District, as provided by law, in each year to determine the amount of the money necessary to be
raised by ad valorem taxation,taking into consideration other sources of revenue of the District,and
to fix a rate of levy,which when levied upon every dollar of assessed valuation will raise the amount
required for the District to supply funds for paying the costs of all construction obligations; for
providing the cost of services required to conserve, allocate, and control the water supplies of the
District;for paying the expenses of administration,engineering,operation,maintenance,repair,and
replacement of the works, facilities, and properties of the District; and for paying the expenses of
such other business functions and activities as found by said Board to be necessary and convenient;
and
WHEREAS,the Repayment Contract between the District and the United States,Contract No.9-07-
70-W0020, was submitted to and approved by vote of the qualified electors of the District, which
contract states in part ". . .the District shall levy not less than one mill tax on property within the
District as authorized by the Water Conservancy Act of Colorado. . ." in order to operate and
maintain District functions and facilities; and
WHEREAS, Chapter 37-45-122, C.R.S. limits the rate of levy to one mill on the dollar of assessed
valuation of property within the District after delivery of water from the works of the District and
the District is not increasing the levy above one mill,which levy was in existence for years prior to
November 4, 1992; and
WHEREAS, Chapter 29-1-301, C.R.S. as amended, does not apply to a conservancy district if the
property tax revenue increase results from a contractual obligation which has been approved by a
majority of the qualified electors of the taxing authority; and
WHEREAS, the Board of Directors found and determined that water has been delivered; is being
delivered; and will continue to be delivered from the works of said District;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of said District does now
estimate the amount of money to be raised by ad valorem taxation for the year of 1998, to be
collected in the calendar year of 1999, is approximately Five Million, Nine Hundred Eighty-Three
Thousand, Three Hundred Ten Dollars ($5,983,310); and said Board of Directors does hereby fix
the rate of levy of one mill to be levied upon every dollar of assessed valuation of property,both real
and personal, within Northern Colorado Water Conservancy District for the year 1998; and

BE IT FURTHER RESOLVED,that the Board of Directors of said District does now certify to the
Board of County Commissioners of Boulder, Larimer, Weld, Morgan, Washington, Logan, and
Sedgwick Counties,in the State of Colorado,said rate of one mill,so fixed for said purposes of said
District to be levied upon every dollar of assessed value on all property within said District in said
counties as aforesaid, and does now direct that at the time and in the manner required by law for
levying of taxes for county purposes,said Board of County Commissioners shall levy said tax of one
mill upon each dollar of assessed valuation of all property, real or personal, within the District, in
their respective counties, in addition to such other taxes as may be levied by such Board of County
Commissioners; and
BE IT FURTHER RESOLVED, that all officers having authority to ievy aid collect such taxes
within each said county, levy and collect such taxes in the form and manner as county taxes are
collected and when collected to pay same to Northern Colorado Water Conservancy District, all as
provided by the Water Conservancy Act of Colorado, Chapter 37-45, C.R.S.

The attached General Fund Budget for the District includes these important features:

A RESOLUTION LEVYING GENERAL PROPERTY TAXED FOR THE YEAR 1999,
TO HELP DEFRAY THE COSTS OF GOVERNMENT FOR THE WEST GREELEY
SOIL CONSERVATION DISTRICT, IN THE COUNTY OF WELD, STATE OF
COLORADO, FOR THE 1999 BUDGET YEAR.
WHEREAS, the Board of Supervisors of the West Greeley Soil Conservation District has
adopted the annual budget in accordance with the Local Government Budget Law on December
15, 1998, and;
WHEREAS, the amount of money necessary to balance the budget for general operating
expenses is $109,571 and;
WHEREAS, the 1998 valuation for assessment for the West Greeley Soil Conservation
District as certified by the County Assessor is $264,665,400 and;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF
THE WEST GREELEY SOIL CONSERVATION DISTRICT, OF THE COUNTY OF
WELD, STATE OF COLORADO:

Section 2. That for the purpose of meeting all bonds and interest of the West Greeley Soil
Conservation District during the 1999 budget year, there is hereby levied a tax of.414 mills
upon each dollar of the total valuation for the assessment of all real property within the
boundaries of West Greeley Soil Conservation District for the year 1998.
Section 3. That for the purpose of meeting all the Division of Local Government approved
capital expenditures of the West Greeley Soil Conservation District during the 1999 budget year,
there is hereby levied a tax of.414 mills upon each dollar of the total valuation for assessment of
all real property within the boundaries of the West Greeley Soil Conservation District for the
year 1998.
Section 4. That the Secretary/Treasurer is hereby authorized and directed to immediately
certify to the County Commissioners of Weld County, Colorado, the mill levies for the West
Greeley Soil Conservation District as herein above determined and set.

A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUES FOR EACH
FUND AND ADOPTING A BUDGET FOR THE WEST GREELEY SOIL
CONSERVATION DISTRICT, COLORADO, FOR THE CALENDAR YEAR
BEGINNING ON THE FIRST DAY OF JANUARY, 1999, AND ENDING ON THE LAST
DAY OF DECEMBER, 1999.
WHEREAS, the Board of Supervisors of the West Greeley Soil Conservation District has
appointed Stanley D. Cass, Secretary/Treasurer, to prepare and submit a proposed budget to
said governing body at the proper time, and;
WHEREAS, Stanley D. Cass, Secretary/Treasurer, has submitted a proposed budget to this
governing body on December 15, 1998 for its consideration, and;
WHEREAS, upon due and proper notice, published or posted in accordance with the law,
said proposed budget was open for inspection by the public at a designated place, a public
hearing was held on December 15, 1998 and interested taxpayers were given the opportunity
to file or register any objections to said proposed budget, and;
WHEREAS, whatever increases may have been made in the expenditures, like increases
were added to the revenues so that the budget remains in balance, as required by law.

A RESOLUTION APPROPRIATING SUMS OF MONEY TO THE VARIOUS FUNDS
AND SPENDING AGENCIES, IN THE AMOUNT AND FOR THE PURPOSE SET
FORTH BELOW,FOR THE WEST GREELEY SOIL CONSERVATION DISTRICT,
COLORADO, FOR THE 1999 BUDGET YEAR.
WHEREAS, the West Greeley Soil Conservation District Board of Supervisors has adopted the
annual budget in accordance with the Local Government Budget Law on December 15, 1998,
and;
WHEREAS, the West Greeley Soil Conservation District Board of Supervisors has made
provision therein for revenues in an amount equal to or greater than the total proposed
expenditures as set forth in said budget, and;
WHEREAS, it is not only required by law, but also necessary to appropriate the revenues
provided in the budget to and for the purpose described below so as not to impair the operations
of the district.

The Board of Directors of the Henrylyn Irrigation District does
hereby certify to your Board as follows, towit:
The total number of acres of land subject to assessment for the year
1999 as shown by the tax rolls in the office of the County Assessor of
Weld County, Colorado, is 32,784.46 acres, all in Weld County, Colorado.
The Board of Directors of the Henrylyn Irrigation District, at a
regular meeting of said Board, held in Hudson, Colorado on the 6th day of
October, 1998, did determine the amount of money required to meet the
maintenance, operating and current expenses for the calendar year 1999 to
be the sum of $458,982.44. That a levy of Fourteen Dollars and No Cents
($14.00) per acre, which amount includes the 15% required by law for
delinquencies, on the lands of the District, payable in the year 1999,
will provide sufficient funds for the operation of the District for the
calendar year 1999.

A RESOLUTION SETTING THE ASSESSMENT FOR THE YEAR 1999 TO HELP DEFRAY THE
COSTS OF OPERATING THE HENRYLYN IRRIGATION DISTRICT, WELD COUNTY,
COLORADO, FOR THE 1999 BUDGET YEAR.
WHEREAS, the Board of Directors of the Henrylyn Irrigation District
has adopted the annual budget in accordance with the Local Government
Budget Law, on October 6, 1998, and;
WHEREAS, the amount of money necessary to balance the Budget for
general operating purposes is $551,514.00, and of that amount $458,982.44
will be assessed by the Weld County Assessor, and;
WHEREAS, the total number of acres within the Henrylyn Irrigation
District, Weld County, Colorado, to be certified to the Weld County
Commissioners for the 1999 Budget Year is 32,784.46 acres;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
HENRYLYN IRRIGATION DISTRICT, WELD COUNTY, COLORADO:
Section 1. That for the purpose of meeting allgeneral operating
expenses of the Henrylyn Irrigation District during the 1999 Budget Year,
there is hereby levied an assessment of $14.00 per acre upon lands within
the Henrylyn Irrigation District for the year 1999.
Section 2. That the Board of Directors is hereby authorized and
directed to immediately certify to the County Commissioners of Weld
County, Colorado, the number of acres within the Henrylyn Irrigation
District, Weld County, Colorado, and to assessment thereon as hereinabove
determined and set.

The annual meeting of the Bogelder Drainage Ditch District
met Friday Sept. 25, 1998 .
Everitt Kissler presided as Herman Sitzman, president is
hospitalized with pneumonia. Frank Embree was also pres—
ent.
Minutes of last year' s meetirvwere read and approved.
The bank balance is '} 2340.61.
Last year' s minutes stipulated there would be a special
meeting with F .R.I .Co personnel concerning maintenance
and repairs to Boxelder D.D. D. and any damage to lands
adjoining the right of way to the ditch. Presently,
F.R.I . Co . uses their heavy equipment to maintain the
ditch which has been ample for the time being. A spec-
ial meeting is to be planned.
The secretary will take care of sending flowers to
Herman.
