HomeMy WebLinkAbout961257.tiff RESOLUTION RE: APPROVE 1996 APPLICATION FOR COLORADO DIVISION OF HOUSING REHAB PROGRAM ASSISTANCE AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented withthe 1996 Application for the Colorado Division of Housing Rehab Program Assistance between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Housing Authority, and the Colorado Division of Housing Loan/Grant Programs, with terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Housing Authority Board, that the 1996 Application for the Colorado Division of Housing Rehab Program Assistance between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Housing Authority, and the Colorado Division of Housing Loan/Grant Programs be, and hereby is, approved. Weld County has utilized a censustract approach,targeting homes in Census Tracts CT 10, 17, 18, 19.01, 19.02, 20, 21, 22.01, 22.02 and 25,02. In addition, out targeted area inludes municipalities of Dacono, Eaton, Evans, Firestone, Fort Lupton, Gilcrest, Hudson, Johnstown, La Salle, Milliken, Platteville and Windsor. (See Project Location Map ---Attachment A) Only applicants having income of less than the moderate guidelines, as established by HUD, will be eligible for the program. CDBG/HOME funds will be leveraged with Housing Authority Loan Funds, and Larimer County's Weatherization Program funds to maximize usage. Rehabilitation activities will address code violations and health and safety hazards prevalent in targeted units. All units rehabbed will meet the Minimum Property Standards of the Weld County Housing Authority. Through the single family owner ocuupied program, variable low interest loans will be provided to eligible homeowners. The amount of the loan will be base on the total cost of the completed project. Weld County is requesting 5190,000 for the single family owner occupied housing rehabilitation program. This figure is based on a total project cost average of approximately 515,000 per unit. The Weld County Housing Authority is also committing 835,000 in revolving loan funds as a match. Based on 1990 census information, over 420 units in Weld County were identified as substandard units. We currently have nine applications for next year's housing rehabilitation which are ready for approval. Although the conversion of our housing rehabilitation program, from a loan program with a provision for foregiveness for very low income applicants to a non-forgivable loan program, has contributed to fewer very low income applicants,the overall interest in the program during recent months has increased. We have continued to maintain a provision in our program for the deferral of loans for the elderly disabled and the handicapped under certain circumstances. Weld County will continue to market the single family owner occupied housing rehabilitation program and the rental rehabilitions programs through the local media and through local outreach efforts including: 1. door to door outreach; 2. public presentations to local organizations; and 3. referrals from the target communitites, the Weld County Health Department and Weld County Building Inspections Department Weld County has continued to accept applications and build upon our waiting list in order to meet the housing needs of it's citizens, as well as to develop a planning strategy for the program. Weld County has entered into an agreement which contracts housing rehabilitationtion functions to the Greeley Urban Renewal Authority. This agreement has been attached. (3) it is following a detailed citizen participation plan which: (i) provides for and encourages citizen participation with particular emphasis on participation by persons of low and moderate income who are residents of areas which Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Housing Development Grant (HDG) and Revolving Loan Fund (RLF) funds are proposed to be used; (ii) provides citizens with reasonable and timely access to local meetings, information, and records relating to its proposed and actual use of CDBG, HOME, HDG and RLF funds; (iii) provides for technical assistance to groups representative of persons of low and moderate income that request such assistance in developing proposals with the level and type of assistance to be determined by the applicant; (iv) provides for public hearings to obtain citizen views and to respond to proposals and questions at all stages of the community development program, including at least the development of needs, the review of proposed activities, and review of program performance, which hearings shall be held after adequate notice at times and locations convenient to potential or actual beneficiaries, and with accommodation for the handicapped; (v) provides for a timely answer to written complaints and grievances, within 15 working days where practicable; and (vi) identifies how the needs of non-English speaking residents will be met in the case of public hearings where a significant number of non-English speaking residents can be reasonably expected to participate. (4) has provided for and encouraged citizen participation, with particular emphasis on participation by persons of low and moderate income who are residents of areas in which CDBG, HOME, HDG and RLF funds are proposed to be used; by: (i) furnishing citizens information concerning the amount of funds available for proposed and housing activities and the range of activities that may be undertaken, including the estimated amount proposed to be used for activities that will benefit persons of low and moderate income. Kikmeyer, Chair, Board of County Commissioners FROM: Judy Griego, Director, Department of Social Services a { SUBJECT: 1996 Housing Rehabilitation Application DATE: July 17, 1996 As discussed at the Housing Authority Work Session of July 15, 1996, the 1996 Housing Rehabilitation Project will incorporate two elements: 1. Rehabilitation of Single Family Owner Occupied Housing 2. Replacement Housing for units which have been identified as beyond rehabilitation. The program anticipates the execution of the Inter-Governmental Agreement with Greeley Urban Renewal Authority (GURA) which contracts the housing rehabilitation administrative functions, to GURA. Single Family Owner Occupied Program For 1996, we are recommending a program encompassing the rehabilitation of 15 units at an average cost of$15,000 per unit.. Total HOME program funds requested would be $190,000. $35,000 will be provided through our program revenue generated from past loans. Combined cost of the 1996 Rehabilitation Program is being budgeted at $225,000. Replacement Housing Two units have been identified in Milliken and Johnstown which have been determined to be beyond rehabilitation due to the extent of rehabilitation. The criteria used to determine feasibility for rehabilitation is that the costs of rehabilitation is greater than fifty per cent of the value of the 961257 home. It is anticipated that manufactured housing will be placed at the current location of the unit. Total cost of the replacement housing units is budgeted at $100,000 with $80,000 requested from the State Division of Housing and $20,000 provided from program revenue. The interest rate provided to eligible borrowers is variable depending on their income level. The term can be adjusted based on the ability of the family to re-pay. Loans may be deferred, if necessary for the elderly, disabled, or handicapped. Staff is recommending approval of the 1996 Housing Rehabilitation Application.
