At your request and in accordance with S.B. 35 this office has
reviewed the materials submitted for the above PUD and conducted a
site inspection of the property on May 23, 1995. The planned
development is the subdivision of a square parcel of land into 4
lots. A new slightly elevated access road exists from the frontage
road into the proposed subdivision. Lot 1 contains a fairly new
Flatiron office building and parking lot. The other 3 lots are
currently vacant.
From a geologic hazard perspective this office finds no land
use restraints that would prevent the proposed development as
planned. A potential shallow ground water problem will be
minimized by the fill pads recommended in the drainage report. If
you have any questions please contact this office.

We have reviewed the current Quinlan Construction submittal for
change of zoning for Flatiron Structures from commercial to PUD,
and offer the following comments:
RIGHT-OF-WAY The information provided you by fax on March 30,
1995, addressing the right-of-way (ROW) need as a result of
future realignment of I-25, presents all known information.
The full future realignment has not yet been determined. I
will provide that information to ynu when it becomes
available.
ACCESS The narrative states correctly that the Department has
determined and agreed that it is not appropriate to require
auxiliary lanes be added to the frontage road until that
frontage road is under construction by the Department. At
-such time as the frontage road is re -aligned this
development will be responsible for the addition of those
-auxiliary lanes.
DRAINAGE The drainage study addresses the five year historic
need. The drainage plans shows two 12" PVC from the
drainage ponds adjacent to the ROW with outlets near the
existing ROW line. Be advised that, at such time as
additional ROW is needed and required, the outlet ends of
those culverts shall be outside of state highway ROW.
WETLANDS I do not find a specific address of the wetland issue
which was to be covered with the Department of the Army
Corps of Engineers. I assume that the County has taken a
responsible position in requiring investigation of that
wetland mitigation.

Flatiron Structures
LANDSCAPING The landscaping plan shows trees and shrubs planted
near the frontage road. No trees should be allowed within
the portion of existing private property which will become
state highway ROW with re -alignment of the frontage road.
All plantings should be planned with these -alignment in
mind. We will allow landscaping within the state highway
12OW provided that it is maintained by the adjacent private
property owner, does not impair site distance at any highway
access, and does not present a safety hazard.
UTILITIES If new utility lines or connections are necessary
within the state highway ROW, a utility permit will be
required. Prior to such utility work, Mr. Henry Rangel of
the Department should be contacted at (97O)350-2111.
Pl-ease note that my March 23, 1995, review stated that a
temporary State Highway Access Permit must be obtained from this
-office in order to -document the temporary condition which allows
-an increase in traffic without the addition of auxiliary lanes.
P1 -ease track development of this site in order to confirm that
the proper access permit has been obtained.
Our comments are based upon the submittal as received April 27,
1995. I apologize for not meeting your May 12th deadline and
hope that the timing of these comments has not posed a problem
for your planning process. I believe that these remarks
duplicate my voice -mail message to you of this date.

I am providing to you a copy of Quinlan Construction's June 7,
1995, letter regarding the issues of future right-of-way need
adjacent to their site. I have also forwarded the letter to the
design engineer in Denver who is working on the se -alignment of
the frontage road. That construction project is to begin in 1997
and design is anticipated to be complete in 1996. Mr. Charlie
Chou of Staff Design has met with representatives from Flatiron
Structures on the site and is aware of the issues -described in
Quinlan's letter. I spoke wit₹> him this -morning. He will make
every effort to accommodate their needs and will respond with
information as soon as it can be determined.

Quinlan Construction Inc. would like -to respond to your comments written -to Gloria
Dunn with the Weld County Planning Department, regarding -the future right-of-way
for the above -referenced project. We areobjecting to the ROW increase. We would
like to give our input on the ROW running 72'east of the east edge of the existing
frontage -road. Thisfuture encroachment on -the new Flatiron Structures building will
be detrimental for -their business. I have attached a sketch showing how this
encroachment will appear.
Approximatelysix (6) weeks ago, Quinlan Construction Inc. completed a 81D0 SF
+/- building for Flatiron Structures, who spent over$90/SF to build. They#eel this
building will be inoperable to conduct a business within it with the large amount of
right-of-way CDOT is wanting to add. This only will leave them approximately 10'
of space between theirfrontdoor and -the future ROW. If you -have a-highwayor a
fence that close to their frontxloor, they feel they have wasted their'$90/SF for this
beautiful building recently built.
Some concerns :are -as follows:
1) Noise Buffer -Zone:
Flatiron Structures will have no noise buffer zone with the potential of -a
highway being 1D' from their front door. The building wasliot designed, nor
built -to toleratea noise level of the extreme -that this would entail.

2) RetentionPond:
Existing on the west sideofFlatiron Structures is a large retention pond for
unexpected amounts of water. There is no room to relocate that retention
pond nor should we disrupt the proper flow, as indicatedonthe drainage plan.
3) Drainage Ditch:
Also existing is a drainage -ditch approximately 10' wide just east of the
existing frontage road. Thatditchwill need tote relocated and that could be
means for potential hazards with it being so close to the front door of Flatiron
Structures Company.
If this ROW could start -north of -the existing flatiron Structures tuilding, then the
building and its-employeeswouldnot be effected so severelyty the future highway
construction. North of flatiron Structures are no existing businesses. This "open"
land can be tolerated more effectively -than an existing business can.
We would liketomeet with you to furtherxliscuss this matter. Weare in the middle
of the PJ JD approval and must come to an agreement of the ROW prior -to us
continuing with theprocess. We have very tight deadlines and would not like to
disruptour planned schedule. Please contact me as soon as possible to schedule
a meeting. Thank you.

RE: Quinlan Construction, Inc. - Change of Zone from C-3 to PUD, Z-495
Dear Gloria:
I have reviewed the requested "zone change" for the Quinlan Construction, Inc., for Lot 2 of RE -
1201, referred to the Town of Mead. This change in zoning from C-3 to PUD is compatible with
our comprehensive plan for this area. However, we are concerned that the development is taking
place in an unincorporated area of the County. This requires additional services by the County
that would be more appropriately provided by a municipality.
The Town does not have an objection to a granting of the proposed zoning change. Thank you
for the opportunity to comment on the proposed division. If there are any questions, I may be
