RE: RECEIVE PUBLIC INPUT REGARDING WELD COUNTY'S PARTICIPATION IN THE
NORTHWEST PARKWAY PUBLIC HIGHWAY AUTHORITY; APPROVE ESTABLISHING
CONTRACT; AND APPOINT MEMBERS TO SAID BOARD
A public hearing was conducted on June 2, 1999, at 9:00 a.m., with the following present:
Commissioner Dale K. Hall, Chair
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter
Commissioner M. J. Geile
Commissioner Glenn Vaad
Also present:
Acting Clerk to the Board, Carol Harding
County Attorney, Bruce Barker
Assistant County Attorney, Cyndy Giauque
The following business was transacted:
I hereby certify that pursuant to a notice dated May 19, 1999, and duly published May 22, 1999,
in the Fort Lupton Press, a public hearing was conducted to receive public input regarding Weld
County's proposed participation in the Northwest Parkway Public Highway Authority. Bruce Barker,
County Attorney, made this a matter of record. Cyndy Giauque, Assistant County Attorney, briefly
reviewed the proposed authority, which would be created among the Cities of Broomfield and
Lafayette, and Weld County. Steve Hogan, Northwest Parkway Project, stated Broomfield
approved its contract on June 1, 1999, and Lafayette has held a public hearing and is scheduled
to vote on the contract on June 15, 1999. There being no public testimony offered concerning this
matter, Commissioner Kirkmeyer stated this is a definite positive impact for Weld County and
moved to approve the establishing contract and authorize the Chair to sign. The motion was
seconded by Commissioner Baxter and carried unanimously. Commissioner Baxter moved to
appoint Commissioner Kirkmeyer as director and Commissioner Vaad as alternate director to the
Northwest Parkway Public Highway Authority Board. Seconded by Commissioner Geile,the motion
carried unanimously.

Pursuant to i? 43-4-504(3), C.R.S., the County of Weld will conduct a public hearing
immediately following the regular Board of County Commissioner's Meeting at 9:00 a.m. on
June 2, 1999, in the First Floor Meeting Room, Weld County Centennial Center, 915 10th Street,
Greeley, Colorado. The purpose of the hearing is to receive public input regarding Weld
County's proposed participation in the Northwest Parkway Public Highway Authority.
A draft copy of the proposed Establishing Contract for the Northwest Parkway Public
Highway Authority among the County of Weld and the Cities of Broomfield and Lafayette may
be examined in the office of the Clerk to the Board, 915 10'" Street, Greeley, Colorado 80631.
Written comments are also welcome and must be received prior to June 2, 1999, in the office of
the Clerk to the Board, P. O. Box 758, Greeley, Colorado 80632. To ensure inclusion of E-Mail
