HomeMy WebLinkAbout991291.tiff WELD COUNTY COUNCIL?? o f April 20, 1999 Tapes 128AB99 & 129A99 'it cc,ti The Weld County Council met in regular session in full conformity with the Weld County Home RUT@ Charter at the Johnstown Town Hall, 101 Charlotte Street, Johnstown, CO, Tuesday, April 20, 1999, 7:30 p.m. ROLL CALL: The meeting was called to order by President Dan Oster. Vice President Al Roberts, Councilman Dwaine Kurtz, Councilman Rob Masden and Councilwoman Joyce Smock were present constituting a quorum of the members. Also present: Weld County Assessor Stan Sessions, Deputy County Assessor Chris Woodruff, Diana Seele and daughter, Paul Shockley, and Council secretary Bev Thomas. COLUMBINE HIGH SCHOOL TRAGEDY: The Council observed a minute of silent prayer for the victims of the day's shooting in Littleton, CO. Vice President Al Roberts requested that the Council send a letter of condolence to the Columbine School in Littleton in response to the shooting tragedy that occurred there. SPEAKER: Weld County Assessor Stan Sessions introduced his Deputy Assessor, Chris Woodruff. Mr. Sessions explained that the State Legislator mandated that every parcel of real property in Colorado had to be reappraised every other year. He related the steps that the Weld Assessor's office has taken over the years to comply with the state mandate. Mr. Sessions noted that the official County records, as they relate to real property, are the responsibility of the Assessor's office. He said that the data base is continually being updated and streamlined. He expressed hope that the system would soon be digitalized and more accessible to all. When the system becomes available to the public via the Internet, the Assessor's office staff will be able to focus more on its primary job: to create and update the data base. He emphasized the importance of having a county-wide geographical information system (GIS) and described the difficulties of operating without this modern system. He noted that the City of Greeley's GIS contains 60% of Weld County's parcels. Collecting taxes and setting mill levies are not functions of the Assessor's office but rather, taxes are collected by the County Treasurer's office and mill levies are set by taxing districts based on the appraised evaluations received from the Assessor's office. APPROVAL OF REPORT TO THE PEOPLE: Councilman Dwaine Kurtz made a motion, seconded by Councilwoman Joyce Smock, to approve the 1999 first quarter Report to the People dated April 20, 1999. The motion carried unanimously. t\ IVi C "�� �,O 991291 , Weld County Council Minutes April 20, 1999 Page 2 of 3 APPROVAL OF MINUTES: Councilwoman Joyce Smock made a motion, seconded by Councilman Rob Masden, to approve the March 16, 1999 Council minutes. The motion carried unanimously. APPOINTMENTS: Councilman Roberts and Councilman Rob Masden and Councilman Dwaine Kurtz will try to attend the May 10 elected officials meeting. Councilman Dwaine Kurtz and President Dan Oster are planning to attend the National Day of Prayer Observance on May 6, 1999. UNFINISHED BUSINESS: Council Meeting Locations and Programs Councilman Rob Masden reported that Don Sandoval would not be able to speak at the May Council meeting. Councilman Dwaine Kurtz will request a speaker from Weld County's Information Services for the May meeting. Councilman Rob Masden reported that the June Council meeting is scheduled at the Lochbuie Town Hall with dinner at 6:00 p.m. before the meeting at Pearl's Restaurant. Councilwoman Joyce Smock reported that the August 17 Weld County Council meeting would be at the New Raymer Town Hall. Councilman Dwaine Kurtz will check about a speaker from Human Services for a future Council meeting. Councilman Roberts will contact Mr. Willis regarding a meeting about parliamentary procedure. Procedures RE: Conflict of Interest Questions Council members received information from County Attorney Bruce Barker regarding procedures to use when considering questions of conflict of interest. The Council decided to review the information and ask Mr. Barker to meet with them at the May Council meeting if necessary. NEW BUSINESS: July 4 Stampede Parade Councilman Rob Masden made a motion that the Council not participate in the July 4, 1999 Stampede Parade. Councilman Roberts seconded the motion and it carried. Payment of the Bills Councilman Dwaine Kurtz made a motion seconded by Joyce Smock to approve the following payments: Mileage for President Dan Oster $ 18.90 Meals Reimbursement for Dan Oster $ 69.69 Mileage for Vice President Al Roberts $ 15.93 Mileage for Rob Masden $ 16.40 Mileage for Joyce Smock $ 41.50 Weld County Council Minutes April20, 1999 Page 3 of 3 Mileage for Bev Thomas $ 9.45 Greeley Tribune Subscription $102.00 Ft. Lupton Press for Legal Notice $ 4.55 Secretarial Research Requests Councilman Roberts requested notebook updates and dividers. Councilman Kurtz will write a thank you note to the Johnstown Inn thanking them for returning an overpayment. ADJOURNMENT: The meeting was adjourned at 9:55 p.m..
