The Weld County Council met in regular session in full conformity with the Weld County
Home RUT@ Charter at the Johnstown Town Hall, 101 Charlotte Street, Johnstown, CO,
Tuesday, April 20, 1999, 7:30 p.m.
ROLL CALL: The meeting was called to order by President Dan Oster. Vice President
Al Roberts, Councilman Dwaine Kurtz, Councilman Rob Masden and Councilwoman
Joyce Smock were present constituting a quorum of the members. Also present: Weld
County Assessor Stan Sessions, Deputy County Assessor Chris Woodruff, Diana Seele
and daughter, Paul Shockley, and Council secretary Bev Thomas.
COLUMBINE HIGH SCHOOL TRAGEDY: The Council observed a minute of silent
prayer for the victims of the day's shooting in Littleton, CO. Vice President Al Roberts
requested that the Council send a letter of condolence to the Columbine School in
Littleton in response to the shooting tragedy that occurred there.
SPEAKER: Weld County Assessor Stan Sessions introduced his Deputy Assessor,
Chris Woodruff. Mr. Sessions explained that the State Legislator mandated that every
parcel of real property in Colorado had to be reappraised every other year. He related
the steps that the Weld Assessor's office has taken over the years to comply with the
state mandate.
Mr. Sessions noted that the official County records, as they relate to real property, are
the responsibility of the Assessor's office. He said that the data base is continually
being updated and streamlined. He expressed hope that the system would soon be
digitalized and more accessible to all. When the system becomes available to the
public via the Internet, the Assessor's office staff will be able to focus more on its
primary job: to create and update the data base. He emphasized the importance of
having a county-wide geographical information system (GIS) and described the
difficulties of operating without this modern system. He noted that the City of Greeley's
GIS contains 60% of Weld County's parcels.
Collecting taxes and setting mill levies are not functions of the Assessor's office but
rather, taxes are collected by the County Treasurer's office and mill levies are set by
taxing districts based on the appraised evaluations received from the Assessor's office.
APPROVAL OF REPORT TO THE PEOPLE: Councilman Dwaine Kurtz made a
motion, seconded by Councilwoman Joyce Smock, to approve the 1999 first quarter
Report to the People dated April 20, 1999. The motion carried unanimously.
