SPECIAL REVIEW QUESTIONNAIRE
1. Explain,in detail,the proposed use of the property.
This property is currently being used as our place of residence. Our proposal is to
produce Team Roping Events and possibly other horse related events, such as,
Barrel Racing and Team Penning. Of course, outdoor events, such as these are
seasonal, so usage would be late Spring, Summer, and early Fall. The dates for our
events would include weekends and possibly one week day evening. The frequency
of events would be one or two per month during the seasons listed above.
2. Explain how this proposal is consistent with the intent of the Weld County
Comprehensive Plan.
This property is dryland. This property contains no water rights and no irrigation
for fanning. Therefore,there is not any farmland being taken out of production.
This meets Agriculture Goal 1/Policy 1 and Goal 2/Policy 2 in the
Comprehensive Plan. Our property is less than 80 acres. This meets Agriculture
Goal 9 of the Comprehensive Plan.
3. Explain how this proposal is consistent with the Weld County Zoning
Ordinance and the zone district in which it is located.
It is listed as a Use by Special Review in the Agriculture District according to
31.4 of the Zoning Ordinance.
4. What type of uses surround the site? Explain how the proposed use is
consistent and compatible with surrounding land uses.
The uses that surround us are small residential acreages, and some farming. Most
of the residences in our area have horses for recreational purposes.
S. Describe, in detail,the following:
a. How many people will use this site?
We estimate that approximately 40-60 contestants per event,
b. How many employees are proposed to be employed at this site?
Three part-time employees would be employed during our events only, besides
ourselves.
c. What are the hours of operation?
Weekend days and evenings,which would start at 9 am until finished. We estimate
no later than midnight in any circumstance. And possibly one week day evening
from 6 p.m, to 10 p.m..
d.What type and how many structures will be erected(built)on this site?
For the proposed area there will be:
1) Two outdoor roping arenas; these will be constructed of portable steel
panels and wood posts. We also will be erecting lights on wooden poles
around the arenas, since these events will run into the evening. The lights
will be positioned to shine directly down to the arena floor. This combined
with the distance from the County road to the arenas,would assure no
problem of glare for the County Road traffic.
2) Announcers Stand; this will be approximately 30 x 30, and constructed
of a wood frame and steel siding. There will be no water or plumbing
fixtures in the announcers stand. There will however,be electrical outlets in
the announcers stand.
3) There will also be a reasonable number of portable toilets on site. Future
plans may include permanent restroom facilities.
e. What type and how many animals, if any,will be on this site?
For the production of the event there would be 100 -270 head of roping steers.
(250 head of roping steers are currently being feed and kept on property.) Several
Horses will also be used in the production of the event. We currently have 7 horses
on this property. Also,depending on the participation of the Contestants,the
number of horses(for the event only) could range from 40-60 homes. Since we
have no way of accurately knowing what our participation level will be per event,
these numbers are estimates only.
f. What kind (type, size,weight)of vehicles will access this site and how
often?
Vehicles pulling horse trailers, which would be pick-ups, light trucks, and other
vehicles used to pull horse trailers. These vehicles would access this site for
scheduled events only, as stated above, one to two times per month.
g. Who will provide fire protection to the site?

The Platteville Fire Department will provide the fire protection.
h.What is the water source on the property?(Both domestic and irrigation)
The domestic water source is CWCWD - water tap. We have no irrigation water
on this property.
i. What is the sewage disposal system on the property?( Existing and
proposed).
Our residence has a septic system. Our residence would not be accessed during
these events by the contestants or people associated with the events. We are
proposing to use portable toilets for our events.
j. If storage or warehousing is proposed,what type of items will be stored?
This question is not applicable. There will be no items to store for these events.
6. Explain the proposed landscaping for the site. The landscaping shall be
separately submitted as a landscape plan map as part of the application
submittal.
The current contours of the land are sufficient for our needs. No land leveling will
be necessary since there exists a level area for both arenas and parking. It is
possible that we may plant trees as wind breaks in certain areas.
7. Explain any proposed reclamation procedures when termination of the Use
by Special Review activity occurs.
At termination of the proposed use,the arenas and announcers stand would be
dismantled, and the property under the special use would be planted into dryland
grasses.
8. Explain how the storm water drainage will be handled on the site.
This property is positioned at a higher elevation than surrounding properties. The
natural water shed from the proposed site, allows runoff to the east,to drain
ditches and culverts contained along WCR 53.
9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin.
Conduction will take 2 weeks, and is scheduled to begin upon the approval of this
Use by Special Review Application.
10. Explain where storage and!or stockpile of wastes will occur on this site.
The only waste would be possible litter from contestants which would be picked
up immediately after each event. A sufficient amount of garbage receptacles will
be present to minimize such litter. Current residential waste services are being
provided by BR on a weekly basis.
