There is an existing mobile home located just south of the lake which accesses on to WCR 22. It
is being used as a piece of residential rental property. Does this need to be addressed within the USR
or SE/RE?

Enclosed is an application from Don and Linda Owens for a Site Specific Development Plan and Special
Review Permit for an Agricultural Service Establishment(Equestrian Center and Ranch) in the A(Agricultural)
District. The parcel of land is described as part of the SE4 of Section 9, T2N, 67W of the 6th P.M., Weld
County, Colorado. The location of the parcel of land for which this application has been submitted is north
of and adjacent to Weld County Road 22;west of and adjacent to Weld County Road 19. For a more precise
location, see legal.
The application is submitted to your for review and recommendation. Any comments or recommendation you
consider relevant to this request would be appreciated. Your prompt reply will help to facilitate the processing
of the application. Please reply by July 8, 1996, so that we may give full consideration to your
•recommendation. The failure of any agency to respond within 21 days may be deemed to be a favorable

• We have reviewed this USR application. However, the
map attached to the application does not adequately
clarify the existing or future building uses. We need a map
which describes what the existing building uses are, what
the future buildings uses are, which buildings are currently
served by septic systems, and which buildings are proposed
to be served by septic systems. This information is
necessary in order to determine if the site will comply with
the Weld County I.S.D.S. Regulations.
This information is necessary prior to submitting a

Environmental Protection Services has reviewed this proposal; the following
conditions are recommended to be part of any approval:
1. The applicant shall remove, handle, and stockpile manure from the
livestock area in a manner that will prevent nuisance conditions. The
manure piles shall not be allowed to exist or deteriorate to a condition
that facilitates excessive odors, flies, insect pests, or pollutant
runoff. The manure storage site shall have a water-tight surface which
does not permit seepage or percolation of manure pollutants into the
ground.
2. The facility shall be in compliance with the confined Animal Feeding
Operation Regulations (6CCR 1002-19) and Weld County Zoning Ordinance,
Section 47, prior to final approval of the proposed use.
3. All liquid and solid wastes shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
4. No permanent disposal of wastes shall be permitted at this site.
5. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, blowing debris, and other potential nuisance
conditions.
6. Fugitive dust shall be controlled on this site.
7. The maximum permissible noise level shall not exceed the commercial limit
of 60 db(A) , as measured according to 25-12-102, Colorado Revised Statutes
8. The septic system which will serve the indoor arena be designed by a
Colorado Registered Professional Engineer according to the Weld County
Individual Sewage Disposal Regulations.
