WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter at the Weld County Centennial Center, 915 10th St.,
Greeley, CO, Wednesday, January 7, 1997, 7:30 p.m.
ROLL CALL: The meeting was called to order by Vice President Pam Malcom.
Councilwoman Judy Curtis, Councilman Ralph Campbell and Councilman Jim Gardner
were present, constituting a quorum of the members. President Stephanie Hayward
was excused. Also present were new Council members Dan Oster, Al Roberts; and
the Council secretary, Bev Thomas.
APPROVAL OF MINUTES: Councilwoman Judy Curtis made a motion to approve the
December 4, 1996 meeting minutes. Councilman Jim Gardner seconded the motion
and it carried unanimously.
APPROVAL OF THE QUARTER 1996 REPORT TO THE PEOPLE: Councilman Jim
Gardner made a motion to adopt the Report to the People for the fourth quarter of
1996. Councilwoman Judy Curtis seconded the motion, and it carried unanimously.
COORDINATOR REPORTS:
Restaurant Invitations
Councilman Jim Gardner reported that a restaurant invitation format had been
prepared. The invitation has been designed so it could be printed in color, and the
wording could be altered to fit each occasion. Councilman Gardner will deliver the
invitation form to the Council.
Virginia Scheel's Request
Vice President Pam Malcom reported that Ms. Scheel's questions had been answered
regarding the history of the Greeley "O" Street property where the juvenile detention
facility is being built.
UNFINISHED BUSINESS:
Coroner's Need for Secretarial Help
Council members reviewed information regarding the Council providing secretarial help
to the Coroner's office from its budgeted secretarial time. Vice President Pam Malcom
said that the Council would hear more about this matter if service to the public was
significantly effected due to the Coroner's need for secretarial help.

Departure of Former Council Members and Election of New Officers
Councilman Jim Gardner stated his appreciation for the opportunity to serve on the
County Council and Vice President Malcom thanked him for his service.
New Council members Dan Oster and Al Roberts were seated.
Vice President Pam Malcom asked for nominations for 1997 Council President.
Councilwoman Judy Curtis nominated Vice President Pam Malcom for Council
President. Councilman Ralph Campbell seconded the motion. Pam Malcom was
elected Council President unanimously.
President Pam Malcom nominated Councilwoman Judy Curtis for 1997 Council Vice
President. Councilman Ralph Campbell seconded the nomination, and Councilwoman
Judy Curtis was unanimously elected Vice President.
Councilman Ralph Campbell read proposed Resolution 113 into the record honoring
retiring Councilman Jim Gardner. Councilman Ralph Campbell made a motion that
Resolution 113 be adopted. Vice President Judy Curtis seconded the motion and it
carried unanimously.
President Pam Malcom read Resolution 112 into the record honoring Stephanie
Hayward for her service to Weld County. Councilwoman Judy Curtis made a motion
that Resolution 112 be adopted. Councilman Al Roberts seconded the motion.
Councilman Ralph Campbell made a motion to amend resolution 112 to read "elected
November 1994," and Councilwoman Judy Curtis seconded the motion to amend. The
Council voted unanimously to amend the motion. The amended motion carried
unanimously.
Councilman Ralph Campbell made a motion to amend the Resolution 113 to read
"elected November 1992." Councilwoman Judy Curtis seconded the motion and it
carried unanimously.
ADDITIONS TO THE AGENDA: There were no additions to the agenda.
APPOINTMENTS: Councilman Ralph Campbell and President Pam Malcom highly
recommended the new members attend the Elected Officials' meetings. Councilman
Dan Oster will attend the Jan 13, 1997 Elected Officials' meeting.
Councilman Al Roberts will be participate on the January 21 KFKA Coffee Break.
CORRESPONDENCE: The Council reviewed the correspondence.

NEW BUSINESS:
1997 Council Meeting Dates
Councilman Ralph Campbell made a motion that the Weld County Council meet on the
first Tuesday of the month. The motion died for lack of a second.
Councilman Ralph Campbell made a motion that the 1997 Weld County Council
meetings be held the third Tuesday of each month: six meetings in Greeley at 6:30
p.m., and six meetings at towns out of Greeley at 7:30 p.m. Councilman Dan J. Oster
seconded the motion and it carried unanimously.
Councilman Ralph Campbell made a motion that Council members have dinner
together before the out-of-town meetings. The Council would invite the local elected
officials to dine with the Council at their own expense. Councilwoman Judy Curtis
seconded the motion and it carried unanimously.
Councilman Dan Oster will put together ideas for a portable, tripod sign for use at
restaurants to invite citizens to visit with the Council.
The Council secretary will make reservations in town halls for the out -of -Greeley
Council meetings. The following schedule was suggested: Kersey in April, Briggsdale
in May, Frederick in June, Gilcrest in July, Mead in August, Evans in September, and
Ault in October.

Councilman Al Roberts -Department of Health Services

Councilwoman Judy Curtis -Department of Human Services
Payment of the Bills
Vice President Judy Curtis made a motion to pay the bills as listed: Councilman Ralph
Campbell seconded the motion and it carried unanimously.

Business Cards for Council Members
Vice President Judy Curtis made a motion to pay for 250 business cards for each
Council member wanting to order them. This will be paid from the printing line item of
the Council's budget. Councilman Dan Oster seconded the motion, and it carried
unanimously.
Secretarial Research Requests
President Pam Malcom explained to the new Council members the procedure for
secretarial research requests and the weekly mailings from the Council secretary.
ADJOURNMENT: The meeting was adjourned at 10:03 p.m.

CITIZENS SHARE CONCERNS AT WELD COUNTY COUNCIL MEETING
Citizens presented concerns and asked the Council to investigate them at the
February 19, 1997 Weld County Council meeting. Topics covered by citizens included:
the relationship between Weld County and The Weld County Finance Corporation,
authorization of additional inmates at The Villa in Greeley, and the jurisdiction of the
Sheriff in Weld County.
Councilman Al Roberts reported his research into a perceived conflict -of -interest
of a Planning Commission member regarding the MUD plan in south west Weld.
The Council adopted a resolution setting the following meeting times and places
for 1997:
