It should be noted that only the part of the PUD that is north of WCR 22 is within the Mountain View Fire Protection District. Therefore, I have evaluated only that part. The south part is within the Frederick Area Fire Protection District. Based on my review, I have the following comments: 1. The road system in the PUD must comply with the standards of the Fire District. Del Camino Parkway, as shown on the final plat map, exceeds the allowable dead end of 750 feet. Secondary access is required. The RV park and storage area must be provided with access meeting the standards of the Fire District. If the project is phased, then the access must meet the standards of the Fire District through all of the phases. Prior to final approval of a plat, the District will need to be provided with an access plan that does meet the standards of the Fire District. (Fire Protection Development Standards Chapter 3) 2. The required fire flow will be 2,500 to 3,500 gallons per minute at 20 pounds per square inch. There is not sufficient information in the submitted materials to determine more accurately the required fire flow for the subdivision. When it is possible to more accurately determine the planned uses to be allowed in the business/industrial/commercial areas, the required fire flow can be more accurately determined. If the developer totally restricts through covenants or other means the development to seniors only then the district would reevaluate the student yield. Typically, any housing classified as housing for older persons, pursuant to the Federal Fair Housing Act is exempt from cash-in-lieu requirements in the School District Intergovernmental agreements. If there are to be students living in this subdivision, they would attend Frederick Elementary School, and Frederick Middle/Senior High School under the present school boundaries. This development, if students are allowed, would impact both the elementary and the middle/senior high school capacities. Typically the District would oppose a development creating impacts to the schools unless there was participation in a cash-in-lieu agreement. If covenants are put in place permanently restricting school age children from being residents of this development, then the District would not oppose this development. The revegitation plan is said to be ongoing for a block by block review. There are no guideline grass species in the plan for review. In November of 1996 we suggested that the Natural Resources Conservation Service be contacted to help with a revegitation plan. To date we can not see that this has been done. REQUIREMENTS: NCR 22: The applicant has indicated two inches of asphalt over 8 inches of base course material. Item 3 of The Road Improvements and Maintenance Agreement states that improvements to the asphalt road will be three inches thick with 10 inches of aggregate base course, Class 6. This does not match the typical cross section. The pavement and base thickness should be designed in accordance with the Standard Paving Design Procedure, taking into consideration traffic and existing soils. The Mixed Use Development Plan has designated WCR 22 as a 2-lane collector road,with a painted median. On the PUD final plat map (sheet one of two) under the typical cross section design, local streets. (businesses/industrial), the applicant has indicated a 22-foot wide driving lane with four feet of gravel shoulders. These cross sections should reflect The Local Employment and Residential cross sections in the Mixed Use Development Plan. These cross sections reflect curb and gutter and concrete pedestrian ways, along with 60 feet of dedicated right-of-way_ Please refer to Figure 210 of the Roadway Cross Sections of the Mixed Use Development Plan. WCR 22 has been annexed by the Town of Firestone_ All the Mixed Use Development Plans should be continuous to full build out In the typical cross section for Del Camino Parkway (sheet two of ten), the applicant has identified 110 feet of right-of-way throughout the PUD. A road improvements agreement regarding collateral, with Exhibits A and B, should accompany each phase or AZ block that is being developed. This agreement should cover the internal road system and the Del Camino Parkway —section as each block or phase is completed with a final plat. The Public Works Department will review the need for widening to a four lane full build out section. Once the need for the full four lane section is obvious, this section will be built in accordance with the cross section identified on Sheet 2 of 10.
