Action Pursuit Paintball brings water on site every business day. Four 5-gallon containers of fresh bottled water are provided along with disposable cups for personal use. Paintball is a very active sport that requires that a person stay well hydrated,especially in the summer months. Our American Paintball League(APL)guidelines require that water is available at all times and we have fully complied with those recommendations. As we are the only APL approved field in Northern Colorado,we take great pride in being the safest place to play paintball. Sincerely, ��2aj P/5/945Anthony Isf arro Date Special Review Ouestionaire I.) Proposed use of the property. 1 am operating an entertainment based business know as Paintball. I purchased the business in August of this year with an understanding that the land was zoned for this type of operation. Prior to purchase, this field had been in operation for 3 years under the name Central Colorado Competitive Paintball. I was notified on September 10th that I was not in compliance. I work during the week as a Registered Nurse at Monfort Children's Clinic. There is no building or structure placed on the land as I operate front a trailer that is brought on site for business operations. The area is well maintained with a full hour reserved at the end of the day for cleaning of equipment and trash detail. The paintralls that have been manufactured as of the mud-80's is water based paint which is made from vegetable products. 1'he shell is made of gelatin. These materials are biodegradable and breakdown in a matter or hours once used. The Bi-products being beneficial and not harmful to the land and animals if they encounter them. Current community programs include fundraisers for Partners program of Greeley,with preliminary plans for a fundraiser for Monfort Children's Clinic.This business would contribute to the Weld County tax base as well as providing a challenge for the youth of this city. As we all know youth with too much time and nothing to do end up costing the city much more than it likes to even think about. 2.)Since we have no intention of drilling for oil. maintaining large lots,or using the water in the area for agricultural use, I believe we are consistent with the intent of Weld County Comprehensive Plan. Policy 4.1.3 States: Availability of existing infrastructure and utilities. Since we use the dirt road and make no other use of utilities again I believe we are in compliance. 3.)Weld County Zoning Ordinance 31.4.3 covets recreational facilities and uses. I believe we arc in compliance. We arc similar to a shooting range except we shoot non-lethal projectiles from air guns with the intention of"marking"another active particilxtnt. Players sign up specifically for that purpose and give full consent to other player for that purpose. Though paintball is not specifically listed in the zoning ordinance, I believe that our operation would fit well within this ordinance. 4.) The area is surrounded by agricultural areas and some small commercial areas used for gravel mining and fuels management. Because the business is operated over 100 yards front the nearest road and surrounded by dense vegetation, I feel that most people would not even know we arc operating. Noise levels are not a problem. Since participants are signed up and playing no later than 11 a.m.,there is no increase in traffic on this road as all the participants have already parked and are enjoying and afternoon of paintball. 5.) A.)On average we have between 10-15 pla)crs a day operating from this site. If we have no reservations for a given Saturday or Sunday then we do not operate. This number can go as high as 40 for a special event but so far that has not been the case. 6.) B.) At this particular lime I have one part time employee that assists meat the site. Most of his duties actually take place back at my home where we maintain equipment,and clean equipment. He averages about 20 hours rn a 2-wk period. We have capacity for 6 additional staff to cover special events. 7.) C.)Our general hours of operation are Saturday and Sunday,with additional days prescheduled. Typically I ani on the field setting up for the day by 8 a.m.and I usually leave the field after clean up at about 6 p.m. Friday is always by appointment only 8.) D.)The area in question has several struetui es on site. They consist of small foxholes, sand bagged fort.wooden forts and mobile wooden structures. The location of these structures can be seen on our plat map. As I mentioned earlier I operated out of a trailer that is brought on the field only on days of operation. Structures on the site at the time of purchase consisted of a few holes about 1 or 2 feet deep by 3-4 feet wide in the ground and some wooden walls about 3 feet tall. These are there to(ride behind and in. There arc no structures on site meant to enclose. provide top cover,or store anything or anyone. 9.) E.)The area is zoned for agricultural use. The landowner has sheep,dogs,and goats that frequent the land from time to time. I however will not be bringing farm animals on the field. 10.)F.)As mentioned earlier this site will be used only 2-3 times a week. Vehicles permitted will of course be personal vehicles such as cars,trucks, I don't believe they would be over a ton or two for a car and not over 3 or 4 for a truck. I I.) G.)Greeley Fire Department would provide fire protection on site. However I doubt our water-based projectiles would pose such a fire hazard. Greeley Fire District Western Hills provides fire protection for the area. There office and the office of fire prevention were contacted to verify this information. They stated that the zoning/trimming office sends them information for review during the USR process. 12.) H.)Domestic water sources include 4 five-gallon containers of bottled water as well as cups for individual use.This is an adequate supply for the typical group sizes we can handle. Extra containers are always on hand. Ice and soft drinks are also provided free to our customers. Irrigation water to the best of my knowledge conies from the South Platte River. 13.)I.) Since this is a weekend operation and since the installation of a permanent sanitation system would both run me out of business as well as destroy the beauty of the area,we have opted to stick with the porta-potty system that is currently in place. This unit is serviced regularly by Accommodation Sanitation. As a Registered Nurse I work closely with the Weld County Health Department. 1 have a great deal of background in disease transmission and vectors of disease transmission. I have been informed that a porta-potty that is cleaned correctly on a regular basis is much less likely to be a safety issue than a permanent structure on site that can become a haven for insects and other vectors of disease transmission. A permanent structure would also because a target of opportunity for graffiti artist and other people who like to destroy public and private property. 14.) J.)No storage or warehousing of any kind will be located on site. 6. This area has open areas of brush to the west. As on walks toward the east,the grass gets very thick, from knee to waist high in some areas. There are many trees through out the area. Near the river there runs large areas of tall grass and reeds. At the far eastern end of the field the trees get very thick and the grass can get up to 6' tall. We will be looking at identification of the native plant life with plans for planting more vegetation on the western end of the field. The area does flood over during a month or two of the year so these actions will be planned around our off season and the wet season. 7.) Since we make a minimal impact on the land,reclamation procedures would merely involve the filling in of a fete foxholes, removal or sandbags, wooden fort would be removed,as well as tables,bathrooms, and rope boundaries. Since the paint is water based it does not last more than a few hours on a surface and the gelatin shells of the paintballs are gone in less than a week. 8.)The South Platte River naturally handles storm water drainage,which is our southern boundary. The large trees and other vegetation also help to hold the soil in place as well as absorbing moisture and in a sense becoming a natural reservoir themselves. Since this area does flood over at least once during a year. one can sec how pointless it would be to put in permanent septic tanks or bathroom structures as the sewage would rise with the water table and create a health hazard. 9.)Construction to the site in terms of forts, foxholes,barricades,will be left unchanged. We have one specdball arena on site with a second under construction. It will consist of wooden cable ends that will act as mobile barricades. This will make for an arena that can be quickly disassembled during the off season and will occupy an area of the field that is devoid of vegitation..Since the introduction of non-indigenous plant life to the region would also create a negative environmental impact,we again have no plans to introduce any additional plants to the area. 10.)On site we have 2 large 55-gallon drums that are used for temporary waste storage. As the end of each day we then package the waste and it is taken off site for disposal at the home of the owner Anthony Navarro. This waste consists of cardboard boxes in which the paintballs are stored,plastic Baggies.and aluminum cans,which arc recycled at the owner's home. Sanitary waste is again handled by Accommodation Sanitation of Greeley on a frequent basis. Hello
