Staff believes that this addition will not constitute a substantial change from the plans or Standards as shown in the file for USR-776 (A site specific development plan and a Special Review Permit for a self-supporting radio communication tower). It is our understanding that the addition of the three whip antennas wi': not change the height of the tower nor will it cause any structural changes. The Department of Planning Staff approves your request to make the additions conditional to following the specifications outlined in your letter and the plans that were submitted to our department on October 27, 1998. However. any additional changes or upgrades to the towers in the future will not necessarily be approved by the Department of Planning Services. The tower bolts and guy anchor • attachments have been checked and the tower was plumbed and tensioned by our firm the summer of 1996. This structure was a well fabricated and installed structure and is in excellent condition in relation to maintenance end repair. . You have upgraded a formal listing of all existing antennas and a lietiog of some proposed additional antennas of Western Wireless and two paging companies. You had directed us to analyze the tower to determine if the proposed antennas could be located from the 100'to 370' elevation on this structure. Our specific guidelines were to make appropriate recommendations to maintain a structure capable of meeting the ANSLTIA\EIA 222-F Standard for a 70 mph basic wind speed rating. This rating is the rating the structure was improved to from its condition at the time of your initial purchase. • In order to maintain a 70 mph basic wind speed rating with additional antennas, improvements in feed line distributions on the towel were found necessary. By bundling and relocating feed lines to be directly in front of tower angle legs;reductions in overall wind loading could be achieved. Details concerning our analysis end recommended feed arrangements are contained in my 3-27-98 Tower Analysis Report.
