BOX A GREELEY, COLORADO 80632 Administration and Public Assistance (970) 352-1551 Child Support (970) 352-6933 Protective and Youth Services (970) 352-1923 Food Stamps (970) 356-3850 Fax (970) 353-5215 MAY 2 8 1997 In response to Kenneth Littlefield and Jay Littlefield (Children's Ark), I am submitting the following comments generated by the Weld County Department of Social Services Child Welfare Supervisory staff; and those of the Weld County Placement Alternatives Commission: • Jay Littlefield (applicant) is recognized as a successful child care provider and operator of the Children's ARC RCCF in Sterling and in Green Mountain Falls. • The capacity of eight residents is preferable for a small RCCF. • The program administration would be handled by the ARC in Sterling, Colorado. • How will special education needs be met? • Concerns about two "double -wide modulars" being used to house the residents; • damage, • safety concerns, • and youth not caring for the property. Is a permanent structure planned? • Supervision of residents needs to be located in each of the proposed residences. • Medical response time is a concern due to the isolation of the facility. 971848 EXHIBIT Ct USO_ -t1 So Page 2 SHANI EASTIN/Applicant/Case No. USR-1150 • Isolation of facility could also be a strength since it may deter run away behavior and there would be less neighbors to disturb. • Concerns about educational benefits and options available to the youth in residence at the facility; • Due to psycho/social behaviors expected of residents, is the school able to offer needed services? • Will expected behavioral problems of students be accepted by the community? • Weld County Social Services would likely use this facility if it becomes operational, but would not expect more than four to five Weld youth in placement. Health Department CASE NUMBER: USR-1150 NAME: Littlefield, Kenneth & Jay Environmental Protection Services has reviewed this proposal; the following conditions are recommended to be part of any approval: 1. All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. 3. Wastes materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. The E.P.S Division of the W.C. Health Department was unable to locate a septic permit for the septic system which is currently serving the existing residence (referred to as house #1 on the submitted materials). The septic system serving this structure must be permitted. Prior to permitting, the Health Department or a Registered Professional Engineer must conduct an I.S.D.S. evaluation of the system to determine the systems ability to handle the proposed hydraulic load. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current Weld County I.S.D.S. Regulations. In addition, individual sewage disposed systems shall be required for the proposed additional structures (indicated as house #2 and #3 on the submitted materials. 5. Fugitive dust shall be controlled on this site. 6. The maximum permissible noise level shall not exceed the residential limit of 55 db (A) as measured according to 25-12-102. Colorado Revised Statutes. 7. If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado Department of Public Health & Environment, Water Quality Control Division. 8. In the event the facility reaches 25 or more year-round residents (staff/children/family) which rely on groundwater as the source of water, the facility shall submit a plan review to the Drinking Water Section of the Colorado Department of Public Health & Environment. 971848 Littlefield, Kenneth & Jay USR-1150 Page 2 The water system shall comply with the requirements for a community water system as defined in the Primary Drinking Water Regulations (5 CCR 1003-1). 9) The facility shall comply with the Rules and Regulations governing the Sanitation of Child Care Centers in the State of Colorado (authorized by 25-1-107(m), 25-1-108(1)(c)(I), and 25-5-508, C.R.S. as amended) and all Rules and Regulations as administered by the Weld County Department of Social Services.
