The Commission approved the above captioned applications
subject to the following qualifications:
1. Due to the nature of the activity proposed,
particularly equipment storage, and the proximity
to future development, the landscaping should be
increased to provide maximum screening and equivalent
at least to that required by any other private
applicant.
2. Development of this location adds responsibility
to the three local police jurisdictions. Minimal
access restriction in the form of entrance fencing
and lockable gates would seem reasonable and rational.
Since Highway 52 has become a relatively active commuter
route, we would appreciate a copy of the Department of
Transportation report or recommendation. The establishment
of some left turn control may be reasonable and relatively
inexpensive.

Environmental Protection Services has reviewed this proposal; the following
conditions are recommended to be part of any approval:
1. All liquid and solid wastes shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. An individual sewage disposal system, is required for the proposed
facility and shall be installed according to the Weld County Individual
Sewage Disposal Regulations. The septic system is required to be designed
by a Colorado Registered Professional Engineer.

Weld County Motor Grader and Household Hazardous
Materials Storage Facility
Dear Mr. Cunliffe:
I have reviewed the submitted materials for compliance with the adopted
codes and standards of the Fire District. The project is within the boundaries
of the Fire District and will be served by the District. The Fire District has no
objections to the project, if the requirements of the Fire District can be met.
Prior to the finalization of any plans or determination of code requirements
for the building, it will be important to establish the classification and
maximum allowable quantities of flammable and combustible liquids, and
hazardous materials, since the exact code requirements will follow this
determination. The person in the Weld County government who will have the
day-to-day responsibility for operating the hazardous materials storage,
should contact me to work out the code details. Based on my review, I have
the following comments:
1. The building appears to be about 3200 square feet of Type II -N
construction. The required fire flow for a building of that size and
construction type will be 1,500 gallons per minute at 20 pounds per
square inch. This presumes that the quantity of flammable and
combustible liquid, and hazardous material storage does not exceed
the exempt amount listed in the Uniform Fire Code. If the quantity of
flammable and combustible liquids, or hazardous materials exceed the
exempt amounts, then the required fire flow will be 2,000 gallons per
minute at 20 psi. Provide information from the water supply provider
that the required fire flow is available.

2. A required fire flow of 1,500 gallons per minute at 20 pounds per
square inch will require that one fire hydrant be installed, and located
so that all parts of the outside walls of the building are within 450 feet
of the hydrant by line of fire apparatus travel. If an existing hydrant
does not meet this requirement, then an additional hydrant may be
needed. If the required fire flow is 2,000 gallons per minute at 20
pounds per square inch, then two hydrants are required, located as
described above.
3. The parking lot needs to be increased in width in the north/south
direction to 70 feet to provide an adequate turn around for fire
apparatus. The west twenty feet of the parking lot needs to be marked
as a "No Parking" area to maintain adequate fire apparatus access.
4. Provide a clearly legible address for the building. I have included a
copy of the Fire District access standards for your review. If you would
prefer to have the address on a sign at the entrance to the building on
WCR 13, that is fine. If there is another location that you would prefer,
please contact me.
5. The installation of the waste oil tank will need to comply with Article
79, Division V of the Uniform Fire Code. Prior to beginning
installation of the tank, please submit at least two sets of plans to the
Fire District for approval.
6. Prior to beginning construction of the building, submit at least two
sets of the building plans to the Fire District for approval. The
hazardous materials storage portions of the building will need to
comply with Articles 79 and 80 of the Uniform Fire Code.

ADDRESSING
4.01 Address and Premise Identification
4.01-1. Approved address numbers shall be placed on all new
and remodeled buildings, including one and two family
dwellings, in such a position as to be plainly visible and
legible from the road or street fronting the property
Note: Address assignments are made by the city or county of
construction.

4.01-2. Address numbers or letters on the front of buildings
shall be a minimum two (2) inches high and shall contrast
with their background and must be visible from the street.
The principal stroke of address numbers shall be at least
three-quarter (3/4) inch.
When address numbers are located on clear glazing such as
doors and windows the numbers shall achieve contrast during
all lighting conditions.
When the building is more than fifty (50) feet from the road,
the height of each address number shall be a minimum of four
(4) inches high and shall be increased one-half (1/2) inch
for each ten (10) feet the building or complex of buildings
is located from the municipal road or street fronting the
property to a maximum of twelve (12) inches.
4.01-3. Where the building is not visible from the street or
more than one building is on a site, such as one on a long
driveway or private roadway, provision shall be made to
clearly identify which driveway or roadway serves the
appropriate address.
4.01-4. Address numbers at least three (3) inches high and
having a principal stroke of three-quarter (3/4) inch shall
be prominently displayed on rear entrance or access doors
when required by the Fire Chief or his designate.
4.01-5. Exterior access doors of individual dwelling,
housekeeping, living units or commercial tenant spaces also
shall be clearly marked. Numbers and/or letters of such
units shall be at least three (3) inches high and shall nave
a principal stroke of three-quarter (3/4) inch.
4.01-6. Doors opening onto interior corridors in multi-
family dwelling or commercial tenant spaces shall have
letters and/or numbers at least one -and -one-half (1 1/2)
inches high and shall contrast to their background.

The Building Inspection Staff is responding to the application for the motor grader shed and
household hazardous waste collection facility. This facility will be classified as a B-2 and a B-1
occupancy if the quantities of hazardous materials do not exceed those amounts exempted in
Table 9-C of the Uniform Building Code. In addition welding will not be allowed in the grader
shed side of the facility.
