Lupton City Hall, 130 S. McKinley, Ft. Lupton, CO, August 2, 1995 at 7:30 p.m. ROLL CALL: The meeting was called to order by President Jim Gardner, and the following members were present constituting a quorum of the members thereof: Councilwoman Judy Curtis, Councilwoman Pam Malcom, and Councilman Ralph Campbell. Vice President Stephanie Hayward was excused. Also present were: Weld County Clerk and Recorder Suki Tsukamoto, Chief Deputy Steve Moreno, Bill Hall, Gene Reynolds, Chuck Callaway, Jerry. Pineau, Editor of The Ft. Lupton Press Brad Worrell, Brad's intern Stuart McCorkle, and the Council secretary. PUBLIC COMMENTS: President Jim Gardner introduced guest speaker Weld County Clerk and Recorder Suki Tsukamoto. She spoke about the improvements she had initiated at the Greeley Office of Motor Vehicles. They included: the buddy system that allows for more clerks available to the public, bilingual staff, a fast renewal line, more telephones available to staff, direction signs added both interior and exterior, and computer improvements. Ms. Tsukamoto was asked by the Council President about the possibility of having a "How Are We Doing?" form available in her office. She stated that she thought that such a form could be implemented. She said that the office had received good press and many positive compliments during 1995. President Jim Gardner also asked the Clerk and Recorder if her office could prepare a check list for citizens involved in referendums or initiatives within the County. It was pointed out that in recent months/years there has been confusion regarding these procedures. Suki Tsukamoto said that she would look into it. Councilman Ralph Campbell pointed out that this type of check list would be of benefit to the Office of the Clerk and Recorder. It could potentially eliminate charges that the office staff did not cooperate in providing information to citizens. APPROVAL OF DOCUMENTATION: Corrections to the minutes included changing "was" to "is" on line two, page two under' "Speaker at Ft. Lupton"; and additions to the list of people in attendance at the July 1995 meeting. Councilwoman Pam Malcom made a motion to approve the July 5, 1995 meeting minutes as corrected. The motion was seconded by Councilman Ralph Campbell, and the motion passed. 952146 County Council Minutes August 2, 1995 - Page 2 ADDITIONS TO THE AGENDA: The Council President noted that the Ft. Lupton City Administrator, Jerry Pineau, wanted to speak to the Council during this meeting. Councilwoman Pam Malcom added under "Coordinator Reports" a report about her attendance at the State of Colorado Public Forum regarding the juvenile detention facility. APPOINTMENTS: The August 14, 1995 Elected Officials' Meeting had been rescheduled from 10 a.m. to 1:30 p.m. President Jim Gardner and Councilwoman Pam Malcom planned to attend the meeting. The Weld County Picnic was discussed. It was determined that the Council would be represented by fourteen people (Council members and their family members). The secretary will RSVP for the Council by the August 11, 1995 deadline. CORRESPONDENCE: The letter from Gary McCabe was discussed. It was determined that Councilwoman Pam Malcom would ask Mr. McCabe to speak at the September Weld Council meeting in Pierce, CO. The receipt of the Council's copies of Senate Bill 205 was verified: one for the office and one to be checked out as needed. The various advertisements received by the Council regarding business -related workshops were discussed. Councilwoman Judy Curtis suggested that the Council get on mailing lists for workshops offered through the University of Northern Colorado or other local networks. A memo from the Weld County Comptroller regarding training for the new on-line accounting and payroll system was discussed. As the County Council's computer is not on-line, President Jim Gardner will discuss this matter with the Comptroller. Councilman Ralph Campbell was asked by the President to fill out a questionnaire from the Personnel Office regarding its service. It was decided that the Council would order a weekly 1996 calendar for the President and the secretary and a Plan -A -Month wall calendar for the Council office. COORDINATOR REPORTS: Councilwoman Pam Malcom reported on the State's Open Forum with the County Commissioners on July 11, 1995 regarding the juvenile facility. The state had asked for a donation of property near "O" Street for the state County Council Minutes August 2, 1995 - Page 3 juvenile facility. Once the land was donated to the state, the state facilities override any local land use laws such as original PUDs. President Jim Gardner reported a citizen's complaint about the Comprehensive Plan. He also referenced hearings on brine ponds, and the ahead -of -schedule closing of the Milliken Land Fill. OLD BUSINESS: Grover Rodeo - Sheriff Councilwoman Judy Curtis expressed concern about the way the Council had handled citizens' complaints regarding the Grover Rodeo. She was concerned about the communication between Council members in handling citizens' complaints. Other Council members agreed with a need for improved communication in this area. Councilman Ralph Campbell reported on the July 17. 1995 Commissioner's Regional Meeting in Grover. The Grover Rodeo problems were discussed at this meeting, and Councilman Ralph Campbell felt that much was accomplished there that clarified many concerns. He mentioned many positive results of the meeting. He also addressed items that he felt needed to be looked into including the letter the Council had received from Sheriff Jordan. Sheriff Jordan's letter was a matter of concern to all of the Council members. Council members referred to the Home Rule Charter to clarify their understanding of the Council's role in relation to other elected officials. It was decided that President Jim Gardner would speak directly with Sheriff Jordan. Ft. Lupton City Administrator Jerry Pineau, Ft. Lupton City Administrator, introduced himself to the Weld County Council, and welcomed the Council to Ft. Lupton. "How Are We Doing?" Forms It was determined that the Council would discuss the "How Are We Doing?" forms for each County office at the next meeting. NEW BUSINESS: County Council Minutes August 2, 1995 - Page 4 NEW BUSINESS: Payment of the Bills Mileage for Councilwoman Pam Malcom ($11.25), Councilwoman Judy Curtis ($64.00), President Jim Gardner ($7.50) were presented for payment. Also presented were batteries and mileage for Beverly Thomas ($12.56), mileage and meals for Councilman Ralph Campbell ($105.00), The New News ($15.00), and The Windsor Beacon ($5.69). Councilman Ralph Campbell made a motion to pay the bills as presented. Councilwoman Pam Malcom seconded the motion and it passed. Secretarial Research Requests Information regarding the twentieth anniversary of the Weld County Council will be discussed at the September meeting. The secretary is to verify whether vendor forms received by Council members in July need to be turned in to Purchasing For the next meeting the secretary is to get a copy of "How Are We Doing?" forms from each County Department. Council projects on the agenda include: "How We Are Doing?" forms for County offices, a referendum/initiative checklist, and the Council's 20th Anniversary. BOX 758 GREELEY, CO 80632 356-4000, EXT. 4780 PRESS RELEASE September 20, 1995 September 6, 1995 the Weld County Council held its monthly meeting at Pierce Town Hall Guest speakers were Gary McCabe, Director of Weld County Ambulance Service, and Mr. John Pickle, Director of Weld County Health Department. Mr. McCabe gave an overview of the history of the Weld County Ambulance Service, and the direction the Service is currently taking. He explained mutual aid agreements, the status of the ambulance stations, and the basis for ambulance fees. Mr Pickle described the breadth of the Health Departments responsibilities. Mr. Pickle emphasized the trend in public health toward prevention and promotion rather than enforcement. He shared the Department's focus in coming along side local communities and groups to aid them in solving their own problems. The Council also discussed "How Are We Doing?" forms available in County offices and communication between the Council and the Sheriff. Hello
