BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
July 14, 1999, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Dale K. Hall, Chair
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter - EXCUSED
Commissioner M. J. Geile
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Geile moved to approve the minutes of the Board of County
Commissioners meeting of July 12, 1999, as printed. Commissioner Kirkmeyer
seconded the motion, and it carried unanimously.
ADDITIONS TO
AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Geile moved to approve the consent agenda as printed.
Commissioner Vaad seconded the motion, and it carried unanimously.
PRESENTATIONS: RECOGNITION OF SERVICES,WELD COUNTY DEPARTMENT OF SOCIAL
SERVICES - ELIZABETH BRAUN: Chair Hall read the certificate recognizing
Elizabeth Braun, who was not present, for her 23 years of service in the Weld
County Department of Social Services into the record. Judy Griego, Director of
Social Services, accepted the certificate and pin on behalf of Ms. Braun.
RECOGNITION OF SERVICES, WORKFORCE DEVELOPMENT BOARD -
ROBERTA MILLER, MANFRED DIECK,AND BILL ARGO: Chair Hall read the
certificates into the record recognizing Roberta Miller for eight years of service,
Manfred Dieck for one year of service, and Bill Argo for six years of service on
the Workforce Development Board. These members were not present.

RECOGNITION OF SERVICES,WELD COUNTY PLANNING COMMISSION -
MARIE KOOLSTRA: Chair Hall read the Certificate into the record recognizing
Marie Koolstra, who was not present, for her six years of dedicated service on
the Weld County Planning Commission.

COORDINATOR
REPORTS: There were no Commissioner Coordinator Reports.
PUBLIC INPUT: There was no public input.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following
warrants for approval by the Board:
All Funds $210,698.48
Commissioner Kirkmeyer moved to approve the warrants as presented by Mr.
Warden. Commissioner Geile seconded the motion,which carried unanimously.
BIDS: PRESENT AND APPROVE RE-ROOFING FOR JAIL AND COMPLEX BID -
FINANCE DEPARTMENT: Pat Persichino, Director of General Services,
presented the three bids received and recommended approval of the low bid
from Front Range Roofing Systems, in the amount of$174,690. Mr. Persichino
requested the bid be approved on an emergency basis due to the three to five
week delay for ordering supplies and possible weather conditions which would
delay the project. In response to Commissioner Geile, Mr. Persichino stated the
last engineer's estimate was done fifteen years ago in the amount of$250,000
and this bid is substantially lower. Commissioner Geile moved to approve said
bid on an emergency basis. Seconded by Commissioner Vaad, the motion
carried unanimously.
PRESENT PLACEMENT OF SIDEWALK FOR HUMAN SERVICES AND
BUILDINGS AND GROUNDS BID -FINANCE DEPARTMENT: Mr. Persichino
presented the sole bid received from G.L. Hoff Company. Said bids will be
presented for approval on Wednesday, July 28, 1999.
BUSINESS:
NEW: CONSIDER RENEWAL APPLICATION FOR HOTEL/RESTAURANT LIQUOR
LICENSE AND AUTHORIZE CHAIR TO SIGN - SCOTT PYLE, LLC, DBA
SCOTTS ON 66: Bruce Barker, County Attorney, stated Deputy Mark Profitt
indicates he has not concerns with the application. Commissioner Kirkmeyer
moved to approve said application and authorize the Chair to sign. Seconded
by Commissioner Geile, the motion carried unanimously.
CONSIDER TEMPORARY ROAD CLOSURE - WELD COUNTY ROAD 51
BETWEEN WELD COUNTY ROADS 72 AND 74: Commissioner Vaad moved
to approve said temporary closure. Seconded by Commissioner Geile, the
motion carried unanimously.

RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda.
No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
