To amend and replace Table 5: Land Use Plan Distribution; 3. To make language changes. be recommended favorably to the Board of County Commissioners for the following reasons: Request#1: To amend and replace the 1-25 Mixed Use Development Area Structural Plan, Map 2.1 Structural Land Use Map The Planning Commission recommends that this request be approved for the following reasons: Page 1-2 of the Comprehensive Plan, Item 2, Weld County Ordinance 147-O: A. Comprehensive plan amendment proposals shall he considered bi-annually with a public hearing process beginning in November or May of each year. The application was received September 29, 1998. The public hearing process began October 29, 1998. B. The petitioner shall pay for the cost of legal publication of the proposed amendment and all land use application fees. There is no fee associated with amending the MUD Map. There are fees associated with publication that the applicant is aware of. C. A typewritten original and eleven (11)copies of the proposed Comprehensive Plan amendment must be submitted to the Department of Planning Services no later than October 1 or April 1 of each year to be considered for review and public hearings. The following items shall be submitted as part of the proposed amendment: (1) A statement describing why the comprehensive plan is in need of revision. The applicant stated that the Weld Comprehensive Plan does not reflect the City of Longmont's ownership and plans to develop a 300+/- acre regional park and open space corridor on the property known as Sandstone Ranch. This parcel of land is located east of County Line Road and south of SH 119 and is currently designated as Mixed Use Development. The MUD Structural land Use Map identifies three conceptual land uses on this site: Employment Center (High Intensity), Residential (Mixed Intensity), and Limiting Site Factors(lowest Intensity). In order to be consistent with the land use designations in the MUD Structural Map, Longmont is requesting that the Map be amended to show a Regional Park land use designation for Sandstone Ranch. (2) A statement describing how the proposed amendment will be consistent with existing and future goals, policies, and needs of the County. The applicants stated that the establishment of the Sandstone Ranch park and open space will assure an attractive working and living environment for residents (MUD Goal 6), provide additional recreational opportunities, and allow for the preservation or development of wildlife habitat and other critical ecosystems (W.Goal 1, O.Goals 4,6,7,8,9). Currently, there is only one other regional park, Barbour Ponds State Recreation Area, within the MUD area and it is heavily utilized. This amendment would also be consistent with the Urban Growth Boundaries, Goals and Policies that speaks to the value of coordinated "land use planning in urban growth boundary areas, including . . . Open space, public infrastructure and other matters affecting orderly development" (UGB.Goal 3). This recommendation is based, in part, upon a review of the application materials submitted by the applicant, other relevant information regarding the request, and responses from referral entities. Communities were sent a letter by certified mail and provided an opportunity in this letter to update their boundaries. The following communities responded to the request for changes: Broomfield, Eaton, Evans, Greeley, Grover, Keenesburg, Longmont, Milliken and Windsor.
