GREELEY,COLORADO 80632 lig COLORADO March 14, 1996 Terrie McKellar Jerry Alldredge Misty Lees Chris Thomas Chuck Olmstead Dear Members of the 1994-95 Weld County Solid Waste Ad Hoc Committee: The Weld County Board of Commissioners received your letter dated February 8. You inquired on the status of the solid waste policy as it is affected by your efforts on the Solid Waste Ad Hoc Committee. Your continued interest is appreciated,and we are pleased to respond. You asked about the solid waste subsection of the environmental quality section of the Comprehensive Plan that you drafted in 1994 to 1995. Much of the philosophy of the original draft is contained in the current Environmental Section Draft Proposal. This latest draft reflects much collaboration and compromise on wording. The Planning Commission and Board of County Commissioners will review it. It will go through the normal hearing process this spring for adoption into the Weld County Comprehensive Plan. The Board intends to revise the environmental section of the Comprehensive Plan. Many of your recommendations will be used as they are applicable to land use issues. In addition,the Health Department is currently drafting an Environmental Health Plan(EHP). The Weld County Health Department surveyed members of the Planning Commission and the Board of Health as well as its own staff for ideas on environmental issues. The EHP will address those responses in addition to the recommendations from the Solid Waste Ad Hoc Committee. The Health Department expects to complete a draft for public review by the end of March. The EHP will outline the goals,objectives,and strategies for environmental quality and consumer protection. It will serve as a guide for policy decisions involving environmental matters. Strategies will be considered and implemented as they conform with the EHP,Comprehensive Plan,and are determined to be feasible. Meanwhile,Weld County is proud to have provided leadership in the following three areas in particular: • Formation of a solid waste regional network with a mission to increase pro-active solid waste management in the northeastern Front Range region of Colorado. This group is electing a formal board and will seek funding from the State of Colorado through the Office of Energy Conservation. Two subcommittees have already begun collaboration on end-markets for waste and education. • Membership in a regional group that collaborates on household hazardous waste(HHW)pricing, processing,education and general networking. • Review of land use plans by County staff(Environmental Protection Services and Planning Department). Staff analyzes new uses or changes in existing facilities(Use by Special Review). They watch for potential local or regional impact on solid and hazardous waste management. Additional initiatives such as green waste bans and pay-as-you throw policy will be considered after the EHP is completed. Weld County has been very aggressive in adding new responsibilities and projects in the area of solid waste. The board is hesitant to commit to any new projects or policies before it decides their appropriateness and compatibility with long range plans for the county.
