Webster 950591 FI0020 PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING Docket No. 95-24 The County of Weld plans to submit a Community Development Block Grant (CDBG) application to the State of Colorado, Department of Local Affairs. CDBG funds are intended to provide decent housing, suitable living environments and economic opportunities, principally for low and moderate income persons through rehabilitation and preservation, economic/job development and public facility improvements. It is estimated that $8,265,000 will be available statewide for "Small Cities" CDBG program projects. The application being considered would request $500,000 for construction of a 13,000 square foot building to provide space for three separate agencies that offer persons in Weld County a continuum of health, respite and bereavement services. The three agencies are Eldergarden Adult Day Program, RVNA, and Hospice of Northern Colorado. It is estimated that approximately 66% of the funds would benefit low and moderate income persons. Permanent, involuntary displacement of neighborhood persons or businesses is not anticipated. Should it later become necessary to consider such displacement, alternatives will be examined to minimize the displacement. If no feasible alternatives exist, required/reasonable benefits will be provided to those displaced to mitigate adverse effects and hardships. Any low and moderate income housing which is demolished or converted will be replaced. A public hearing will be held at 9:00 a.m. on Wednesday, March 29, 1995, in the First Floor hearing room, Weld County Centennial Complex, 915 10th Street, Greeley, Colorado, to obtain citizen views and to respond to proposals and questions related to: • The proposed CDBG application for construction of a new facility for three separate agencies that offer persons in Weld County a continuum of health, respite and bereavement services. He noted approximately 66 percent of the funds would benefit low- and moderate -income persons and, due to the proposed location in the Weld County Business Park, permanent, involuntary displacement of neighborhood persons or businesses is not anticipated. There was no public testimony offered concerning this matter. In response to Commissioner Harbert, Mr. Warden stated the site it just south of the Island Grove Treatment Center and the road will have to be opened another 100 or 150 foot. Commissioner Harbert moved to approve the application to the State of Colorado, Department of Local Affairs, and authorize the Chairman to sign. Why is the project needed? What are the specific goals of the project? At some point in time, every family must provide care to an aged parent or family member, provide assistance to a family member recovering from an illness, hospital stay or dealing with a chronic condition, or cope with the death of a loved one. The goal of this project is to provide citizens of Weld County a place where they can receive assistance for each of these situations when the time comes. The Need for Adult Day Care As life expectancy Increases and the number of older adults living into their eighth and ninth decades grows, family members must cope with the responsibility of providing care and oversight to aged adults. Older adults needing caregiving assistance suffer from physical and mental impairments that render them unable to take care of their daily needs. These physical and mental limitations may also greatly limit their opportunities for socialization, stimulation and physical activity. Because of the constant supervision and physical demands of caregiving, • caregivers frequently experience tremendous amounts of stress, fatigue, and frustration. In addition,•caregivers often feel trapped because they are unable to leave an older adult unattended so they can run errands, have some time to themselves, or work outside of the home. Overburdened family members no longer able to care for the older adult. may end up prematurely placing a loved one In a nursing home. Adult day care offers caregivers a break from the mental and physical stress of caregiving. The participant attends a socially stimulating, safe • environment away from home that encourages maximum independence. The demand for adult day care services In Weld County has increased over the last 5 years. Facilities are needed to accommodate the increase in the number of participants, as well as the need for additional services requested by caregivers. In the present location, the Eldergarden Adult Day Program Is unable to offer secured areas that allow persons with dementia to wander safely, accessible bathrooms capable of accommodating 20 or more participants, and a shower to assist participants who are incontinent. Securing home health care services is especially important for persons with chronic conditions, disabilities and persons with low incomes who cannot afford non -acute care services. Home health care exists to help bridge the gap between long term care needs and an acute care health system that is poorly equipped to deal with chronic care needs. It is a critical service within the health care system' because it makes. it possible for individuals with chronic illnesses and disabilities to remain living in their own homes and communities. Home health care offers a wide range of services from the "high-tech" medical to personal care services. For individuals recently discharged from the hospital, HI -IC can assist with blood transfusions, pain management, home chemotherapy, and rehabilitation. Oftentimes its not the high tech medical services that are needed to enable a person to live independently, but rather, it is personal care services that are critical to independent living. Services such as bathing, shampooing, foot care, assistance with medication management, assistance' with.laundry, housework, and errands are what is needed to live independently with a sense of dignity.. 'New program space will allow RVNA to meet the increased need for outpiet training nrehabilitation well aasprovide personal care provider assistance to participants In the Eldergarden Program. An outpatient rehabilitation therapy room is needed because traditional in - home rehabilitation maybe less effective since therapists do not have access to equipment that will enhanca.a patient's rehabilitation process. An outpatient rehabilitation room will have equipment not available in homes, such as parallel bars and mat tables, giving the patient an opportunity to use therapeutic technologies. Furthermore, it Is estimated that the need for skilled in -home help will increase 50% by the year, 2005. As this demand increases, recruitment. and training of homemakers and personal care providers becomes increasingly important. The new facility wilt provide space to adequately educate and train homemakers and personal care providers in the skills needed to provide quality in -home health care services. The Need for Bereavement Services We dread the day when we must cope with the death of a loved one or find ourselves or a loved one dying from a terminal illness. It is during these difficult times that physical, emotional and spiritual support from trained professionals are needed. People who are grieving the loss of a loved one may experience depression, anxiety, guilt, confusion and a change in physical health. In the months after the death of a loved one they may • wonder of these are normal reactions, if they are taking• "too long" to adjust to a loss, or why they feel so guilty. In addition, children may. not be•able to understand or articulate the pain, sorrow or confusion they feel after the death of.a loved one. As result, children may be especially hard hit by the loss of a loved one, and the grief may manifest itself in behavioral problems at school, at home and with friends. Support services that provide grief education and assistance in adjusting to the changes that occur after the death of a loved one are needed for persons of all ages. • Hospice of Northern Colorado provides holistic care to persons with weeks or months to live. By addressing the physical, emotional and spiritual needs of the dying and their families. Hospice assists in a comfortable, dignified transition from this life. Hospice care is provided by a team of professionals • specifically trained to meet the unique needs of the dying. Supportive services to patients, their families and significant others, 24 hours a "day, 7 days a week both in the home and In facilities are provided. Because of the significant growth in the program, Hospice in presently . unable to accommodate the privacy and training needs of their staff. In . addition, more room is needed for the many support groups conducted, especially those for children. D8. Needs assessment was conducted Indicating the need for weekend, overnight, and services to persons with Alzheimer's Disease who need a secured, safe environment.
