It would seem that everyone is a professional "Pass the Buck Artist." As the City of Ft. Lupton and Weld County cannot seem to control building expansion and encourage additional businesses to locate, it would seem that either or both would also attempt to control the additional unsafe and fast traffic caused by the increased population. Myself and many concerned residents along Denver Avenue would hope that you and the other persons involved solve the problem and not pass it on to someone else. Box 758 GREELEY, COLORADO 80632 This is in response to you letter regarding heavy truck traffic and speeding on WCR 27 south of Fort Lupton. The only way to restrict truck traffic is to place a weight limit on a road low enough to eliminate truck traffic. Weight restrictions cannot be placed on selected vehicles such as feedlot trucks. Given that WCR 27 is a major artery carrying over 3,000 vehicles a day, Weld County will not restrict truck traffic on WCR 27. Sec. 2B-10 Speed Limit Sign, of the manual on "Uniform Traffic Control Devices", which is adopted as Colorado State Law, requires six factors be considered in establishing speed limits. They are, road surface characteristics, 85th percentile speed, roadside development, hazardous locations, parking and pedestrian activity, and reported accident history. We have performed traffic and speed counts, a visual inventory and researched accident records. In examining all the evidence, we find the 40 mph speed zone is reasonable. The 25 mph speed zone posted in Fort Lupton begins at the high school and is an appropriate reduction in a school zone. Therefore, this department cannot recommend to the commissioners lowering the speed limit. However, in our investigation I think we have found the worse problem. Over a 24 -hour period, 98% of the vehicles exceeded the posted 40 mph speed limit. The problem is obvious and lowering the speed limit to 25 mph is not appropriate. Only consistent law enforcement will resolve this problem. The Weld County Sheriff's Department has been previously notified and will be provided a copy of this letter. As of this date, I have received no response tomy letter. This is not acceptable to me. My views are a major safety concern and you, as elected county officials, have an obligation to fulfill the needs of Weld County and its residents. Due to the time lapse, this leads me to believe the Weld County Commissioners are not concerned with the people's needs; the citizens who have voted you into office. If I do not receive a response by April 15th, 1993, I can assure you that I will pursue other avenues. I would welcome a visit by the commissioner who repre- sents my district. Very truly yours, Robert Hedglin 804 South Denver Avenue Fort Lupton, Colorado 80621 PH: 857=2609 p January 20, 1993 County Commissioners Weld County 915 10th Street Greeley, CO 80631 Dear Commissioners: I reside at 8014 South Denver Avenue, about a mile out of the city limits of Fort Lupton. Of major concern to me, as well as some of my neighbors, is the extremely heavy truck traffic going both north and south on Denver Avenue. With Highway 85 constructed to handle heavy and fast traffic, I feel that these trucks should be routed along Highway 52 to Highway 85. The majority of traffic is coming west on Highway 52 and turning left onto Denver Avenue (going south). This would drastically cut down the semi -truck congestion in making turns as well as eliminating many safety hazards caused by the excessive speed these trucks use, for both the schools and residential areas along Denver Avenue. I realize that there are some trucking firms within this area that must utilize this route, but I am referring mostly to the feed trucks going to and from the Horton Feed Lots and the MTA Truck Driving School. The MTA training company have inexperienced drivers driving in the residential and school areas, while there are ample roads throughout the County for them to train their drivers. The feed trucks begin passing my house in the early mornings, about 4:30 A.M. and sometimes there are up to four or more together at one time. The trucks are loud, changing gears, revving their engines and going more than the psted 441Y1PH s eed limit. This goes on seven days per week. The drivers seem to havee no regard for the residents along our street. If they used Highway 85, they could access Road 8 to the feed lot and not disturb local residents as well as making the roadway much safer for students and residents. The Colorado State Patrol has contacted the Horton Feed Lot numerous times but the trucks keep on speeding and making the early mornings to sound like a war zone with tanks passing by, a very definite environmental noise pollution. I drive a local school bus and have noted many times safety being disregarded _ in lieu of trucks wanting to get to their destinations as fast as possible. The Colorado State Patrol has been called and they are very responsive but with CB radios in the trucks, stakeouts are not much use. If the trucks cannot be rerouted, I would like to see the speed limit reduced from the existing 140 MPH to at least 25 MPH from the city limits, south on Denver Avenue to WCR 8.
