The purpose of this Public Hearing will be to review the request for the annexation of certain property and to advise the Board of Trustees of their findings, including the appropriate classification of zoning for the property. The legal description is attached hereto as "Exhibit A" and incorporated by reference herein. Any person may appear at the Public Hearing and be heard regarding the matters under consideration. In addition to the packets are numerous other documents associated with the annexation and required by the Town of Mead in the annexation process. Please see the attached Mead Western Meadows Preliminary Sketch Plan Map and supporting maps for the following information: 1)Present and proposed boundaries of the municipality in the vicinity of the proposed annexation. 2)The present streets,major trunk water mains, sewer interceptors and outfalls, other utility lines and ditches, and the proposed extension of such streets and utility lines in the vicinity of the proposed annexation. 3)The existing and proposed land use patterns in the areas to be annexed. B. The Town will forward a copy of the annexation agreement upon review. C. Several utility providers will be involved in providing services to the Mead Western Meadows Annexation: 1)United Power will provide electrical service 2)Little Thompson Water District will provide water service 3)US West will provide telephone service 4)Public Service will provide natural gas 5)The Town of Mead will provide sanitary sewer service and street maintenance 6)the Weld County Sheriff under contract with the Town of Mead will provide police protection, and 7)the area is served by the Mountain View Fire Protection District. Accordingly, the number of pupils anticipated to be generated is as follows:. Pupils Per Pupils to be Generated Grade Level Househoid Proposed Development Kindergarten through 5th Grade: .35 53 Grades6 - 8 .14 21 Grades 9 - 12 .17 26 In the Mead Western Meadows annexation process, the St. Vrain Valley School District will receive a referral from the Town. At that time the district will determine and report back on the degree of impact this development will have on the current enrollment capacity of the schools which will serve this development. Legal description of the property proposed for the land use change: Tracts of land located In the SE 1/4 of Section 9,Township 3N, Range 68W of the sixth principal meridian, County of Weld, State of Colorado. See Exhibit A, attached ,for Legal Description. 3. Proposed land use change located in Mead Performance District No. 1 . 4. Give a brief nonlegal description of the existing land use of the site and of the general character of the use of adjacent lands. The site of the proposed Mead Western Meadows is currently in agricultural use. The eastern perimeter borders the Town of Mead on 7th Street. The northern perimeter Is bordered by WCR 34 1/2 and beyond the road, North Creek Subdivision. The land beyond the western border is in agricultural use, as is the land beyond WCR 34, at the southern border. 5. Give a brief nonlegal description of the proposed land use change including the number of living units,type of home occupation proposed,the placement of a mobile home,etc. There are a total of 79.22 acres in this proposed annexation area. Approximately/9 % is expected to be dedicated to expand the road system within the development and connect the new development to the present Town of Mead. Approximately 16% is to be set aside for a park for the Town of Mead and a retention pond for any possible run-off from the proposed development. The remaining land,approximately65%Is proposed for covenant-controlled single-family residential homes. There are 150 homes in the proposed development of Mead Western Meadows,yielding an approximate average density of 4.9R homesites per acre. Provide a sketch plan of the proposed land use change,including a site analysis consisting of a map, plot plan or diagram showing the total acreage, abutting landowners and land uses, streets, highways, utilities that will service the proposed development;and major physical features,including drainage and the location of natural hazards. [attach additional sheets as necessary] The proposed annexation site is situated adjacent to the existing Town of Mead, bordering T^ Street. Thus the site is a natural extension of the Town of Mead. Furthermore, extension of utilities to service this area is simplified as water,electrical, phone and natural gas utilities border the site. The street system for this planned annexation will also be continuous with The Town of Meads' current street system. Access will flow from the following existing streets:Seventh Street, Dillingham Avenue,and Palmer Avenue. In addition,a street will connect the present Town of Mead and the proposed Mead Western Meadows with North Creek,the existing subdivision north of WCR 34. The site will be developed in controlled phases. This will enhance the appearance by the near completion of one contiguous area before opening another phase.
