HomeMy WebLinkAbout972349.tiffRESOLUTION RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR CONSIDERATION AND INVESTIGATION OF THE HYPOCHLORITE GENERATION SYSTEM BID - FINANCE DEPARTMENT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting period for the bid for the Hypochlorite Generation System for the Department of Finance, Bid Request No. 9700247, due to the Town of Wattenburg being under State order to upgrade to improve water quality, and WHEREAS, the Board of County Commissioners deems it advisable to waive the ten- day waiting period for said bid. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the ten-day waiting period for the bid for the Hypochlorite Generation System for the Department of Finance, Bid Request No. 9700247 be, and hereby is, waived. BE IT FURTHER RESOLVED by the Board that the bid for Goble Sampson Associates listed on Bid Request No. 9700247 be, and hereby is, approved. O. Box 758 Greeley, CO 80632 Re: Wattenburg Improvement Assn. Dear Mr. Warden: I have reviewed both chlorination systems and am very familiar with the Chlor-Tech unit. I know how to start it up and train the operator to run it. I have several concerns with the Miox system: (1) in order to install it, the town will need to provide a drain line to the sewer to eliminate the Miox waste stream, which has a pH of 12 and is approximately 40 gallons per hour, I expect the cost of handling the waste stream to be prohibitive to the town of Wattenburg, since there are no facilities available or planned to accommodate this waste stream. The Chlor-Tech system has no liquid waste stream but will passively vent hydrogen gas to the atmosphere. (2) The mixed oxidant generator tank produces 9.4 gallons/hour which is 225.6 gallons of oxidant per day, yet the supplier of the Miox system has a day holding tank of only 55 gallons. This would indicate a detention time of 6 hours which means that an operator would have only 6 hours to attend to an emergency. While the Chlor-Tech system allows in excess of 24 hours to respond to any situation. We should look at the cost of Miox supplying a day tank equal in capacity to that of the Chlor-Tech tank. (3) The Chlor-Tech system requires a periodic cleansing of the cell pack using a dilute acid solution. The Miox unit requires a factory exchange of the reactor membrane and therefore it becomes prudent to store a spare on site which is not included in their bid. (4) The Miox system requires a 220 outlet compared to the 120 of the Chlor-Tech system which would be an added installation cost, since we priced the electrical outlets to be 120. I would recommend that we go with the Chlor-Tech system, as I am more familiar with it and the installed price is lower. ( I am referring to #1 about the drain line.) I believe that the $250 difference will be more than compensated by the lower installation and maintenance of the Chlor- Tech system. I think that most of the replacement costs for pumps, motors, tanks, electrical and reactor components are significantly cheaper for the Chlor-Tech system.
