NELSON, HALEY, PATTERSON AND QUIRK, INC.`'
WHEREAS, it is apparent to the Board of County Commissioners,
Weld County, Colorado,, that there is an urgent need for a comprehensive',
feasibility study for the creation of a data bank in the office of the Weld' '
County Assessor, and
WHEREAS, Nelson, Haley,; Patterson and Quirk, Inc ;' after; a
thorough investigation as tothe needs of the assessor's office,i has i q t

agreed to provide a detailed feasibility study of said assessor's office,
and
WHEREAS, Nelson, Haley, Patterson and Quirk, Inc, ,I has sub-
mitted a proposed agreement to make such detailed study of the assessor's
office, and

'WHEREAS, the Board believes it to be in the best interest of the
County to enter into such an agreement on the basis recited therein.
NOW, THEREFORE,' BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, ; that said agreement with
Nelson, Haley, Patterson and Quirk, Inc. providing a stud of the

feasibility of creating a data bank in the office of the Weld County Assessor,
copy of which is attached hereto and made a part hereof by reference,
and it hereby is' approved.
BE IT FURTHER RESOLVED, that the Board be, and it hereby is
authorized to execute the agreement as submitted and to make the same

ive forthwith,

In accordance with the many conferences that have recently been held between
County officials and representatives of this office, we are pleased to present
a proposal for a detailed mapping and drafting service for Weld County. This
proposal is the result of a considerable effort on the part of Mr. George
Barber, the County Assessor, Mr. Mike Loustalet, the County Treasurer, Mr.
Bartels from the County Planning Commission, and several other County officials.
To these gentlemen we are sincerely grateful for their advice and counsel on
this important subject.
The purpose of this proposal is to define, in specific terms, a program to be
performed by Nelson, Haley, Patterson, and Quirk, Inc. that will result in
Weld County being furnished with detailed aerial maps of the entire County,
upon which has been plotted certain specific information of importance to the
various County officials. While it is recognized that this program will be
of primary benefit to the County Assessor, simultaneous additional work will
be performed so that the resultant maps are of value to the County Treasurer,
the County Planning Commission, the County Clerk, Road Maintenance Foreman,
and other departments of Weld County. With certain minor additions, the maps
can be made to have considerable value to the local abstract companies,
attorneys, and realtors.
SCOPE
The scope of this program anticipates the aerial photography and mapping of
all of Weld County, From the aerial photographs, permanent photographic maps
will be printed on 30" x 36" heavy mylar sheets. The maps shall vary in scale,
dependent upon the requirements of the County officials for each particular
area. All aerial photographic information shall be printed on the reverse
side of each sheet so that all necessary drafting work can be done on the
front side without destroying the photographic features. All photographic
and drafting work shall conform to the highest professional standards and
shall be accomplished only by qualified draftsmen and technicians working
under the direct supervision of a principal engineer of this office.

MAP DESCRIPTION
All maps shall be produced on 30" x 36" standard mylar sheets with appropriate
title blocks, index numbers, North arrow, scale dimension, revision block, and
legend. On each sheet, a key map of the entire County will be shown, along
with a township, section, and/or quarter -section sketch which will clearly
identify the exact area within the County represented by the map.
Map Scales
It is proposed that four basic maps be produced, dependent upon the number of
property owners and the manner in which the property is subdivided.

4. Quarter -Section Maps

Township or "Four -Section" Maps will be used only where very large parcels of
land are recorded under a limited mumber of ownerships. Section Maps will
normally be used except where there are more than 150 land parcels within the
section. Quarter -Section Haps will be used in urban areas or to show resi-
dential subdivisions, or in any other area where there would be more than 150
parcels within the section. The actual scale to be used in mapping a given
area shall be a decision of the County officials.
Information To Be Plotted
The Township Macswill be line drawings without photographic background. These
maps shall be produced from U.S.G.S. maps, existing aerial photographs, and a
study of available four -section maps. The "Four -Section" Maps will be produced
by enlarging aerial negatives prepared by the Soil Conservation Service. The
photo negatives of the S.C.S. shall be obtained and furnished by the County.
The Section Maps and Quarter -Section Maps shall be produced from new aerial
photographs to is furnished by NHPQ. On all of the above maps, the following
information will be plotted from data furnished by the County.
1. All railroad rights -of -way -
2. All State highway rights -of -way
3. All County roads and subdivision streets
4. All rivers, streams, canals, and ditches
5. Fences indicating discrepancies in land descriptions IQuarter-Section

6. All subdivisions by name and number
7. The boundaries and lot layout of all subdivided land
8. All recorded dimensions of metes and bounds parcels
9. The apparent and accepted boundaries of land parcels described by segments
of a section (Southeast Quarter of the Northeast Quarter, etc.)
10. Actual land boundaries with phantom lot boundaries shown where property
line does not correspond with lot line
11. Land parcel numbers by ownership in accordance with State numbering system
shall be assigned by the County.
12. Street names on all subdivisions
Information Not Included
It has been mutually agreed that the following information is not absolutely
necessary for the primary purpose of the maps. Such information could be of
considerable value to abstract companies, attorneys, and other public and
private entities, and may be added at some future date for an additional fee.
1. Precise subdivision lot dimensions
2. Bearings and exact dimensions of metes and bounds properties
3. Areas of land parcels
4. Utility easements and other private rights -of -way
SOURCES OF DATA

It is understood and agreed that Weld County shall obtain and furnish from
their records and other public sources all of the following information:
1. Legal description of individual land parcels
2. All recorded subdivision plats
3. Ownership statements showing description of lots or parcels to be
combined under one ownership
4. Railroad rights -of -way descriptions
5. Highway rights -of -way descriptions
6. Irrigation company maps and rights -of -way descriptions

7. Pertinent information from the State Land Office
8. Pertinent Federal Government survey information (U.S.G.S., U.S.B.R.,
U.S.B.L.M., etc.)
9. Negatives of "Four -Section" Maps from U. S. Soil Conservation Service
All of the above materials shall remain the property of the County and will be
returned to the County after the information has been incorporated into the
new maps. This information shall be furnished in a systematic order and shall
be coordinated with the maps requested during any one period.
DISCREPANCIES IN DATA FURNISHED
In several sample areas which have been checked in order to develop this
program, several discrepancies in legal descriptions and other basic data
have been discovered. Nelson, Haley, Patterson, and Quirk, Inc. will identify
these areas where discrepancies are found on preliminary prints of the maps
so that the County can render a decision on the proper disposal of these
discrepancies. In these cases, two copies of each preliminary map will be
furnished to the County with the discrepancies clearly noted. Upon the
decision of the County officials as to the proper disposal of the discrepan-
cies, NHPQ will correct the original map without charge. It is understood
and agreed that, although every effort will be made to plot all data accurately
and precisely, NHPQ cannot be responsible for discrepancies or conflicts con-
tained in the legal descriptions and other furnished information.
OWNERSHIP AND STORAGE OF MAPS
As a part of this proposal, Weld County will be supplied with two prints of
each completed map. It is understood and agreed that the original tracings
will remain the property of Weld County, but will be retained in the files of
NHPQ so that they are readily available for correction or updating as may be
subsequently required by the County officials. All original maps will be
filed in fire-resistant metal:files and will be fully insured against damage
or loss by a "valuable papers" insurance policy, the premium for which will
be paid by NHPQ.
It is further understood and agreed that Weld County shall have the sole
authority over the dispersal of prints of the completed maps. This office
will run prints only on the order of Weld County officials. The County may
order as many prints as they may require for their own purposes, or even to
sell to other public and private agencies. NHPQ will furnish all ordered
prints to the County for a fixed charge of S0.75 per print. No charge will
be made for the two preliminary prints or the two working prints of the
completed map described above.

TIME SCHEDULE FOR MAPPING AND DRAFTING
It is proposed that the entire mapping and drafting services be accomplished
over a three to four year period, as dictated by Weld County. This will allow
the County to budget funds and schedule the work in accordance with their own
requirements. Nelson, Haley, Patterson, and Quirk, Inc. is prepared to per-
form the mapping and drafting services in as little as a two year period,
should this be desirable. It must be remembered that all aerial photography
must be done during periods of defoliation in order to secure the best photo-
graphic interpretation of the physical features. Except for the "Four -Section"
Maps, which are developed from data furnished by the County, generally no maps
shall be delivered which are based upon aerial photography over eight months'
old at the time of delivery.
SELECTION OF AREAS TO BE MAPPED, -
It is understood and agreed that Weld County officials shall select the areas
to be mapped and the priority under which the work will be performed. It is
further understood and agreed that the Weld County officials shall designate
the scale of the map to be used for any given area, provided that the basic
assignments comply with the map scale criteria described above. It is further
agreed that Weld County will select and authorize NHPQ to proceed with work
in one contiguous area consisting of a minimum of fifty maps.
PROJECT MANAGEMENT
Nelson, Haley, Patterson, and Quirk, Inc. agrees to assign Willard R. Quirk
as the Principal Engineer in charge of this project. It is anticipated that
the County will appoint one representative as a liaison man for proper project
management. All correspondence, discussions, conferences, and transmittals
should be carried out through the designated representatives. This is not to
say that the various County officials will relinquish their authority over
the control of the project to another County official, but it will insure a
consistent and acceptable liaison between Weld County and NHPQ.
COSTS
Cost of Original Maps
Nelson, Haley, Patterson, and Quirk, Inc. agrees to prepare and furnish the
above described maps of all authorized areas of Weld County for the unit price
per map shown below. These unit prices shall include all aerial photography,
photographic printing, drafting, plotting, and coordinating of the work,
including all miscellaneous tools, equipment, and labor. The unit prices shall
include the furnishing of two preliminary prints where required and two prints
of each completed map.

Cost of Updating Maps
Nelson, Haley, Patterson, and Quirk, Inc. agrees to update original maps as
properties are divided or joined, or in some other way changed. When directed
to perform this work by Weld County officials, charges for this service will
be $1.00 per parcel, or $0.50 per lot for subdivisions of twenty lots or less.
In subdivisions containing more than twenty lots, each additional lot will be
plotted for an added cost of $0.25 per lot. All legal descriptions, sub-
division plats, and other data needed to make changes in the original maps
will be furnished by the County. New prints will be furnished to the County
at the unit price of $0.75 per print.
Where, in the opinion of the Weld County officials, it is desirable to update
the mapping program by having quarter -section maps made in areas where
previous section maps have been prepared, this work will be performed at the
same unit price shown above for original mapping, provided no additional
aerial photographs need be obtained. Where additional aerial photographs
are required, actual costs for flying and photographing will be charged to
the County.
The above charges are subject to renegotiation to reflect actual costs after
a three year period.
BILLING PROCEDURES
Quarterly billings will be made by Nelson, Haley, Patterson, and Quirk, Inc.
at the end of each quarter for maps completed and delivered during that
quarter. In the event preliminary maps are delivered to the County with
discrepancies noted during a given quarter, such maps shall be charged for
as completed work. NHPQ will make th,e subsequent corrections, as directed
by the County, without additional charge.
After the original maps have been completed, NHPQ agrees to furnish all prints
ordered by the County at the stipulated unit price, but will bill for printing
services on a monthly basis. An itemized statement of the number and descrip-
tion of each printed map will be furnished with the monthly billing.

If the above described proposal meets with the approval of the appropriate
Weld County officials, a resolution of the County Commissioners accepting
this proposal will be considered our authority to proceed with the work, as
directed by the County liaison representative. We are confident that this
proposal describes a project that will be of immense value to the various
officials of Weld County, and we are grateful for the opportunity of working
with the County on this new and important project.
