HomeMy WebLinkAbout970676.tiffn MINUTES WELD COUNTY COUNCIL February 18, 1997 Tapes#63AB97, #64AB97, #65A97 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Weld County Centennial Center, 915 10th St., Greeley, Colorado, Wednesday, February 18, 1997, 6:30 p.m.. ROLL CALL: The meeting was called to order by President Pam Malcom. Councilwoman Judy Curtis, Councilman Ralph Campbell, Councilman Dan Oster and Councilman Al Roberts were present, constituting a quorum of the members. Also present: Kay Stehle, Paul Halkin, Sharon Hopper, Artie Elmquist, Nickey Jean Wilson, Janet Meisinger, Jim Meisinger, Kerry Jarvis, Marilyn Gardner, Bud Hopper, Terry Sisson, Virginia Scheel, and Council secretary, Bev Thomas. APPROVAL OF DOCUMENTATION: Councilman Dan Oster made a motion to approve the January 7, 1997 meeting minutes. Councilman Al Roberts seconded the motion and it was approved unanimously. Vice President Judy Curtis made a motion to adopt Resolution 114 setting the times and places of the Weld County Council's 1997 meetings. Councilman Al Roberts seconded the motion and it carried unanimously. APPOINTMENTS: President Pam Malcom and Councilman Al Roberts voiced their intent to attend the March 10, 1997 Elected Officials' Meeting. Councilman Al Roberts said that he would appear on the March 18, 1997 KFKA Coffee Break. CORRESPONDENCE: The Council reviewed the correspondence. Councilman Ralph Campbell explained the history of the Council's radio that is itemized on the Council's Radio and Cellular Phone Inventory. Councilman Dan Oster now has the Council's radio. COORDINATOR REPORTS: Conflict of Interest Councilman Al Roberts explained that he had received a perceived conflict -of -interest complaint from Mr. Wesley Johnson. The complaint involved Shirley Camenisch's vote on the percent of open space in the Del Camino MUD plan. Councilman Roberts had talked to Commissioner Connie Harbert and received a legal opinion from Assistant County Attorney Lee Morrison on the subject. Councilman Roberts shared his letter of response to Mr. Wesley Johnson with the Council. He will send the letter to Mr. Johnson and include the listing of the MUD and Comprehensive Plan public meetings as well as Mr. Morrison's legal opinion. 05/24frii 970676 Weld County Council Minutes February 18, 1986 - Page 2 PUBLIC COMMENT: Weld County citizens shared their concerns with the Weld County Council. Topics covered included: The relationship between Weld County and the Weld County Finance Corporation; the Sheriff Department's jurisdiction within Weld County, and the authorization process of a new program at the Villa in Greeley. The Council decided that the first contacts to be made on the citizens' concerns would be with the appropriate Weld County employees. President Pam Malcom will talk to Don Warden regarding citizens' concerns about Weld County's relationship with The Weld County Finance Corporation. President Malcom will also contact the Community Corrections office regarding the new program at The Villa. Councilman Dan Oster will speak to Sheriff Jordan regarding the jurisdiction of the Sheriffs Department in Weld County. The Council asked the Council secretary to type out all of the citizens' questions from the recording of the Council meeting. UNFINISHED BUSINESS: Restaurant Invitations and Sign President Pam Malcom put restaurant invitations on the March agenda. Councilman Dan Oster presented proposed wording for a Restaurant Tripod Sign. At the March meeting Councilman Al Roberts will present a computer -printed format of text incorporating Council members' suggestions for the tripod sign. NEW BUSINESS: Payment of the Bills Councilman Dan Oster made a motion to pay the following bills: Mileage for Councilman Ralph Campbell $11.88 Mileage for Vice President Judy Curtis $23.22 Mileage for Councilman Dan Oster $22.68 Mileage for Councilman Al Roberts $28.08 Councilman Roberts seconded the motion and it carried unanimously. Secretarial Research Requests CCI Legislative Reports will be mailed weekly to Council members on a rotating basis. Board of County Commissioners' work session agendas and notes will be copied for the Council Member assigned as Coordinator of the relevant topic. Councilman Al Roberts will discuss the Council's computer needs with the Council secretary, Bev Thomas.
