RESOLUTION
RE: APPROVE MEMORANDUM OF UNDERSTANDING WITH OFFICE OF THE GOVERNOR,
COLORADO WORKFORCE COORDINATING COUNCIL, FOR ONE -STOP CAREER
CENTER PLANNING AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Understanding for
One -Stop Career Center Planning between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Weld County Division of
Human Services, and the Office of the Governor, Colorado Workforce Coordinating Council,
commencing September 15, 1995, and ending January 15, 1996, with further terms and conditions
being as stated in said memorandum, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Memorandum of Understanding for One -Stop Career Center Planning
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Division of Human Services, and
the Office of the Governor, Colorado Workforce Coordinating Council, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized
to sign said memorandum.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 18th day of September, A.D., 1995, nunc pro tunc September 15, 1995.

MEMORANDUM OF UNDERSTANDING

WHEREAS, authority exists in the Law and funds have been budgeted,
appropriated or otherwise made available and a sufficient
unencumbered balance thereof remains available for payment through
the 1995 One -Stop Career Center Planning Grant; and
WHEREAS, required approval, clearance and coordination have been
accomplished from and with appropriate agencies; and
WHEREAS, it is in the interest of the state to develop a system of
one -stop career centers that implement employment and training
programs to meet community needs; and
WHEREAS, the Workforce Coordinating Council (WCC), under the
auspices of the Governor's Office, is designing a system of one -
stop career centers; and
WHEREAS, the state received a grant from the U.S. Department of
Labor for the planning and development of a system of one -stop
career centers; and
WHEREAS, the funds which are involved in this contract are
custodial in nature; and
WHEREAS, the One -Stop Career Center Planning Process is a
collaborative effort involving the Governor's Office, WCC, and
other organizations and agencies involved in workforce training.
NOW THEREFORE, it is hereby agreed that:
1. The Workforce Coordinating Council shall grant $18,028 to the
Weld County Board of Commissioners to fiscally administer, in
compliance with the U.S. Department of Labor One -Stop Career
Center Planning and Development Grant, the planning and design
of a one -stop career center model.
2. The funds awarded by this grant are intended to be obligated
by and before September 15, 1995 and liquidated by and before
December 31, 1995. Any funds not liquidated by December 31,
1995 shall revert back to the WCC.

3. The Weld County Board of Commissioners shall:
A. Provide a qualified staff person to coordinate this
project.
B. Provide for the involvement of a broad range of
organizations and agencies in the local planning process.
C. Provide the WCC with a brief, interim progress report,
including program and budget information, to be due
November 15, 1995.
D. Provide the WCC with a final report to be due on January
15, 1996. The report should include a final accounting
for the funds awarded; and a design for a one -stop career
center, including the following program information:
(1) common customer intake process;
(2) description of core and optional service for
assessment, training, and job placement;
(3) local governance structure;
(4) electronic -based information system;
(5) timeline for implementation;
(6) specific steps necessary to transition from current
structure to one -stop center;
(7) measurable performance -based outcomes, including
customer satisfaction;
(8) case management system for eligible customers;
(9) plans for introducing the Center to the community
establishing its credibility to employers and
residents;
(10) personnel, including description of
duties/responsibilities;
(11) location of center, including description of space
and approximate rent;
(12) estimate of annual operating budget;
(13) estimate of cost savings due to consolidation of
services; and
(14) estimate of the locally defined return -on -
investment.
4. The funds awarded in the grant shall not be used for rental
payments or equipment expenditures.
5. To the extent that this contract involves the expenditure of
100 percent federal funds, payment of funds pursuant to this
contract is contingent upon continuing availability of federal
funds. If federal funds are not available, WCC shall not be
obligated to provide funds to the Weld County Board of
Commissioners.
6. The Weld County Board of Commissioners shall perform and
administer the objectives set forth under the supervision of
Karen Sandstead, Assistant Director, WCC (or Project Director,
One -stop Career Center Planning and Development Grant.)
7. The Weld County Board of Commissioners agrees to submit to the
WCC all fiscal and programmatic information required to comply
with the laws and regulations of the U.S. Department of Labor.
8. Any funds not expended in compliance with the U.S. Department
of Labor shall be returned to the WCC within five days of
notification of such non-compliance by the WCC.
9. All written documents and performance under this Memorandum of
Understanding (MOU) shall be coordinated with and approved by
the Governor's Office. Any funds not expended or coordinated
with approval by the Governor's Office are subject to being
returned to the WCC within five days of written notification
if such non-compliance by the WCC.
10. All materials produced under this MOU shall be the property of
the State for use by the public.
11. This Memorandum of Understanding shall be effective September
15, 1995 and shall terminate January 15, 1996.

Enclosed for your approval and signature is the Weld County One -Stop Career
Center Contract.
Weld County has been selected to receive funding for the planning and development
of a system of one -stop career centers. This effort will focus on planning for
employment and training programs to meet community needs on a state-wide basis.
Total Planning Grant funds requested are $18,028.00.
