WHEREAS, C. M. Harmon, Milliken, Colorado, has requested
permission for expansion of a feedlot operation on the following described
property, to -wit:
A parcel of land located in the South Half of the Southeast Quarter
(S+SE4) of Section Three (3), Township Four (4) North, Range
Sixty-seven (67) West of the 6th P.M., and in the Southeast
Quarter of the Southwest Quarter (SE+SW+) of Section Three (3),
Township Four (4) North, Range Sixty-seven (67) West of the
6th P. M. , and in the Northeast Quarter of the Northeast Quarter
(NEB -NEB'-) of Section Ten (10), Township Four (4) North, Range
Sixty-seven (67) West of the 6th P.M., all in Weld County, Colo-
rado, containing 10 acres, more or less, and
WHEREAS, the said requested expansion of an existing feedlot
operation is located in an agricultural zone as set forth by the Weld
County Zoning Resolution, and
WHEREAS, according to Section 3. 3 (3) (c) of the Zoning Resolu-
tion of Weld County, said feedlot operation or any expansion thereof may be
authorized on the approval of the Board of County Commissioners of
Weld County, and
WHEREAS, the Weld County Planning Commission by Resolution
dated October 7, 1969, has recommended that expansion of this feedlot
operation be approved;
NOW, THEREFORE, BE IT RESOLVED that C. M. Harmon,
Milliken, Colorado, is hereby authorized to expand an existing feedlot
operation on the following described property, to -wit:
A parcel of land located in the South Half of the Southeast Quarter
(qSE-4-41of Section Three (3), Township Four (4) North, Range
Sixty-seven (67) West of the 6th P.M., and in the Southeast
Quarter of the Southwest Quarter (SE+SWI-) of Section Three (3),
Township Four (4) North, Range Sixty-seven (67) West of the 6th
P. M. , and in the Northeast Quarter of the Northeast Quarter
(NEjNE-) of Section Ten (10), Township Four (4) North, Range
Sixty-seven (67) West of the 6th P.M. , all in Weld County,
Colorado, containing 10 acres, more or less, and
as provided by Section 3. 3 (3) (c) of the Zoning Resolution of Weld County,

approval from the Town of Milliken and the Town of Johnstown. Motion
by Mr. Watson, second by Mr. LePere. A unanimous vote of "Aye".
Motion carried.
DISCUSSION: Mr. Carpenter stated the area had been replatted into smaller
lots. The collector street has been widened to 80'. There are 131
on 134 gross acres. Aspen street would provide a natural drainage
for the area. Percolation tests will be made next week. Mr. Paul
stated there would have to be tests on each lot. He felt the State
Health Department would want a central sewer system. Mr. Carpenter
stated water would be supplied by the Left Hand Water District.
MOTION: By Mr. Bowles to table the matter until information on percolation
tests and a letter from the mater company and the ditch company are
received. Second by Mr. LePore. A unanimous vote of "Aye". Motion
carried.

DISCUSSION: Mr. Nix informed Mr. Knox. of the duties expected of a Planner
and the problems facing the county. Mr. Bowles stated someone is
needed that can carry on with the "701" Comprehensive Plan. Mr. Knox
is presently assistant planning director for Pueblo Regional Plan—
ning Comnission. Stated he would expect a salary in the $15,000.00
range.

DISCUSSION: Mr. _Olhausen presented a map showing the different zone cbenges
Shows beffer areas are shown between the different zones. Density
for the MH park would be about 5. There would be protective coven—
ances and areas designated for children and those without, etc. Mr.
Hogan stated this would be more of a planned unit development. The
"H" zone would be used for apartments, duplexes etc. Mr. Bowles
stated they would have more control over a park than a subdivision.
Mr. Olhausen stated this, is to be a park. Lots will accomodate the
double wide mobile homes. Mr. Conners of Continental Homes stated
they manufacture only the double wides any more. Mr. Bowles called
this review closed. A meeting with the City Planning Commission wiJ
be set to discuss this further.

by Mr: Watson, second by Mr. LePore. A unanimous vote of "Aye".

Mr. Opdyke stated they might withdraw the zone change for the
Mobile Home part and change it to "R".
Mr. Nix called the hearing to a close.
RESOLUTION:
Be it therefore resolved to .recommend to the board of County
Commissioners that the zone changes be denied. Motion by Mr.
Bowles, second by Mr. Bartels.- A unanimous vote of "Aye". Motion
carried.

pending sale to a Bob Ehrlich and
Research indicates an application was received by the Planning Commission
in 1969. The Board of County Commissioners approved an expansion on
November 5, 1969. Attached is a copy of the approved layout with the approved
area darkened and cross -hatched.
This area is displayed as 1890' by 500'. One 300' by 500' portion has been
constructed as of 1969. Effectively, the remaining area available is
1590' by 500' or 800,000 square feet more or less.
At this time that area is approved to be constructed as shown on the attached
plans. Any building permits or electrical permits must be obtained via the
Building Department. Please be advised that any other expansions of the
herein described feedlot will require application and approval of a Special
Use Permit prior to construction.

our file for the Colorado Alfalfa Products feed
lot expansion. The plans in the file as well as
the legal description are quite vague. However,
the County Commissioners' resolution granting
the expansion states that the area involved con-
tains ten acres more or less.

ATTENTION: Mr. Harmon
It is the decision of the Milliken Planning Commission to refuse
to support your plans for expansion of the feedlots west of
Milliken until the board is presented with a satisfactory plan
to reduce the amount of odor emitted from the expanded feedlot
to a level below that emitted from the present feedlot.
The flood plain and the river are beautiful and valued assets of
the community. We question the wisdom of locating a feedlot of
any size on the flood plain and especially near the river where
seepage from the feedlot may pollute the river.
