There will be a Public Hearing before the Weld County Planning Commission on Tuesday, October 6, 1998,
at 1:30 p.m., in Room 104, Weld County Centennial Center, 915 10th Street, Greeley, Colorado concerning
the request of:
NAME: Western Mobile, Inc.
FOR: A Site Specific Development Plan and Use by Special Review Permit for an Open Gravel Mining
Operation to combine USR-397, USR-809 and USR-1132, as well as adding 98 acres not included
in prior permits.
LEGAL DESCRIPTION: Part of Section 4, T2N, R68W and Part of Section 9, T2N, R68W of the 6th P.M.,
Weld County, Colorado.
LOCATION: West of Weld County Road 7 and south and north of Highway 119.
Your property is within five-hundred (500) feet of the property on which this request has been made or you
may have an interest in the minerals located under the property. For additional information write or telephone

Subject: Adam and Heaton parcels at the Hamm Pit
Dear Ms.Daniels-Mika,
We have the following comments on the application for an USR for the subject properties.
1. Application cover letter makes mention of three additional properties. We assume this
must mean the Adam parcel and Heaton parcel[s] areas C-I and C-2.
2. The same letter mentions future commercial use of portions of the property even
though it is in the flood plain. We again bring your attention the possibility that raising
land above the flood plain for development will change the data on which the flood plain
study was based. This may generate a problem of flooding for other properties resulting
from a change in anticipated velocity of stream flow, run off and the potential for
increasing the flooded area when a flood occurs. We do not suggest that the land
proposed in this application or the land at the northwest corner of CR7 and SH119 also in
the flood plain, previously proposed by the applicant for development, will alone present a
flooding problem. However, there seems to be, regularly, attempts by applicants to
develope lands in the flood plain which, if approved in a substantial amount, may have the
above undesirable result.
3. Sufficient land should be dedicated to the County by the applicants to provide for future
ROW needs to expand CR7. Future traffic loads resulting from development permitted in
the MUD will necessitate additional traffic lanes being added to this road.
4. In concert with CDOT, the County should require that additional turn and acceleration
lanes be provided by the applicants at the intersection of CR7 and SH119 to diminish the
danger of slow moving haul trucks turning onto a major highway with a 65MPH speed
limit. At the present time this is already a hazardous situation, whether accident records
reveal it or not.
