Dear Barbara,
We are writing in opposition to Case No. Z-521. We object to the change from an Agricultural
Zone to a R-4 Mu1li-Family lot. We realize we cannot stop growth,but we would like quality
growth in our area.
The building in question was built in the late 60's and designed as a health care facility. The
developer proposes to change the building to an 18 unit apartment complex and add 4 homes. If
you will look at the building, you can see there is no way to convert it to "patio apartments"
without major structural changes. The developer is already in the sheet rock stage. It appears that
he is not going to do any structural changes. How did he obtain his building permit without the
zone change?
The Weld. County Comprehensive Plan states that affordable housing should be located within
reasonable walking distance to shopping, schools, and parks, or have access to public
transportation. This project puts 18 apartments and 5 houses on 9 acres. If the project has ample
parking, there will be no room for the residents to have any outside activities other than strolling
around the open sewer. The only way the residents can enjoy any outdoor activities is to trespass
on private property or use county road 32, which is heavily traveled by truck traffic to the St.
Vrain Sugar Beet Station.
The Weld County Comprehensive Plan states that affordable housing developments should not
be located in undesirable places such as near railroad lines, industrial uses, or other potential
nuisance areas unless design factors are included to buffer the development from incompatible
uses. I have a private airstrip. We are concerned that the residents will be attracted to the
airstrip for bike riding. We are concerned with the residents walking through the hanger and
exploring the pesticide mixing and loading facility.
The applicant is making his case for the proposed zoning change because there is a sewer
permitted on the property. The sewer was permitted in 1988 because the nursing home was

polluting Lake Thomas. The original permit design specified a small treatment pond now
claimed to be the sewer,plus 3 settling ponds, which are on the area that the applicant now
proposes to become 4 estate lots. The Sekich family and I originally opposed the 3 settling
ponds. A compromise of a small treatment pond was reached thus enabling the continued
operation of the nursing home. We are concerned that the small sewer pond will not adequately
treat the waste generated by 18 apartments and 5 houses.
What will happen if the sewage treatment facility does not adequately treat the sewage? Will
Weld County be forced to maintain the sewer, and at whose expense? What will happen to the
quality of the water in Lake Thomas? Why would anyone want to live near an open sewer? If
the sewer fails, is there a back-up plan or room for septic systems?
We are not opposed to growth. The area is becoming developed with 2 to 5 acre lots and we are
not opposed to the development of 4 estate lots on the 9 acres. The property in question has a
beautiful view of Lake Thomas and a quiet country setting. We are opposed to adding an
apartment complex to a beautiful rural setting. The property is not within the Urban Growth
Boundary of Mead or the I-25 MUD. An apartment complex is an urban structure and should
not be in a rural area.
A clean sheet of paper on an overhead projector, in a hearing room, does not adequately
represent the project or the area to be affected. We would appreciate the entire Board of
Commissioners locking over the property. We feel that if the entire board views the project, our
concerns will be better understood.
The nursing home was condemned by the Weld County Health Department and Mt. View Fire
District because, it was not fit for habitation. If the building wasn't already there, no one would
propose building an apartment complex in this rural setting.
Please vote against this change from an Agricultural zone to an R-4 Multi-Family lot.

I'm Gene Waoy the neighbor on the west side of the applicant
William Harper. When rte came over and ;alked with my wife and I he
talked to us about what he was proposing to do with the property.
But when we realized wnat 4 homes and then 18 rental units
would mean to us right nexl door we changed our thinking.
What will happen when Chris Wagner spreads tons of cow
manure on the 300 acres + property on the south side of 22 family
dwellings?

The amount of young kids that this will bring playing and riding
bicycles on the paved road will only bring tradgedies when beet hauling
season starts.
The project has been presented as an up scale development,
