RE: APPROVE EXPENDITURE AUTHORIZATION REQUEST AND AUTHORIZE CHAIR
TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Expenditure Authorization Request
from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, Weld County
Employment Services, to the Governor's Job Training Office, commencing July 1, 1999, and
ending June 30, 20J0, with further terms and conditions being as stated in said request, and
WHEREAS, after review, the Board deems it advisable to approve said request, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Expenditure Authorization Request from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, Weld County Employment Services, to the
Governor's Job Training Office be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said request.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 26th day of July, A.D., 1999.

III. PROGRAM/PROJECT NAME:
Weld County Tittle III Economic Dislocation and Worker Adjustment Assistance Act(EDWAA)
IV. SCOPE OF WORK:
A. Purpose and Goal
Weld County will use the award of $50,793.67 of PY 99 Title III (EDWAA) 40%
Discretionary Funds to enhance the Dislocated Worker Program. The Weld County
SDA will provide Re-employment Activities to 27 individuals. Services will include
Basic Readjustment,Retraining,activities as well as Supportive Services needed by
individuals to participate in activities or search for employment.
B. Additional Services to be Provided
Weld County does not anticipate additional services being provided other than those
discussed in A. above.
C. Projected Number of Participants to be Served
As stated earlier,Weld County plans to serve an additional 28 individuals under the
EDWAA Program utilizing the 40% Discretionary Funds.
D. Expected Outcomes
Weld County's planned outcomes for the 28 participants are as follows. Total
Terminations 22; Number Entered Employment 17; Entered Employment Rate 77%;
Cost per Participant$1,814.06;Cost per Entered Employment$2,987.86;Employment
Rate at Follow-up 80%.
V. BUDGET INFCRMATION SUMMARY (BIS) AND NARRATIVE
The $50,793.67 will be used to provide re-employment services to eligible participants.
Activities will include Basic Readjustment and Retraining Services.Administrative costs will
not exceed$5,079.36 or 10%of the total funds. The Budget Information Summary is located
as Attachment 1.

COLORADO SUBJECT: PY 99 40% EDWAA Discretionary Funds
Enclosed for Board approval is an Expenditure Authorization requesting a total of
$50,793.67 of PY 99 40% EDWAA Discretionary Funds.
These funds came to Weld County based upon a reallocation of the State's 40%
EDWAA funds. These funds will be used to provide services to individuals who have
lost their job due to plant closures or permanent layoffs. Services provided to these
individuals will include Basic Readjustment and Retraining services to assist them in
locating and securing employment.
The period of performance will be July 1, 1999 through June 30, 2000.
