RE: APPROVE 1999 WELD COUNTY HOUSING AUTHORITY BUDGET
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 1999 Housing Authority Budget for
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Weld County Housing Authority, and
WHEREAS, after review, the Board deems it advisable to approve said budget, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex-officio Housing Authority Board, that the 1999 Housing Authority Budget
for the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Weld County Housing Authority, and be, and hereby is,
approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of December, A.D., 1998.

RE: 1999 Weld County Housing Authority Budget

Enclosed for Board approval is the 1999 Weld County Housing Authority Budget. The total
budget projection for 1999 is $2,634,610. For 1998, the budget was $2,472,358.
The major elements of the budget include:
1. A CDBG/HOME Contract from the State, anticipated approval of the amount of
$220,000 for the single family owner occupied program. Of that amount $31,000 is
contracted to Greeley Urban Renewal Authority for conducting work write-ups.
2. A Housing Preservation Program grant of$39,100 and $13,750 from the Down Payment
Program Income.
3. Approximately $2,500 will remain outstanding for the Catholic Charities Northern Farm
Worker Housing Project at the end of 1998, and is included in the budget. Based on the
Agreement with Catholic Charities, they will reimburse us for costs that were allowed
through Catholic Charities permanent financing.
4. The amount for administration is $247,778. Indirect costs charged to the housing
authority are $30,000.
5. Salary costs reflect the cost of living increase of 4% or $103,950.
Much of the budget costs is based on actual expenses for 1998, unless factors required a budget
adjustment. Section 8 program costs continue to increase due to higher rents. The budget
reflects $181,700 in investments that are available for new affordable housing projects that the
Board may consider.
