COLORADO March 28, 1995 Mr. Roy Moser 2611 23rd Avenue #21 Greeley, Colorado 80631 Dear Mr. Moser: OFFICE OF BOARD OF COUNTY COMMISSIONERS PHONE (303) 356-4000. EXT. 420E FAX (303) 352-0242 P.O. BOX 758 GREELEY. COLORADO 80632 In response to your recent letter concerning the jail I would like to offer the following. You are correct in that with the vote in 1989 regarding the offices in downtown Greeley it was decided to expand the jail space and move the administrative offices to the Weld County Business Park. The jail expansion increased the capacity to 308 beds of which 98 were for work release. It was hoped that the expansion would meet the county's jail needs through the year 2000, and then the next jail expansion would be at the Weld County Business Park. Unfortunately with the demand for more incarceration of criminals, longer sentences, mandatory jail time for drunk drivers, and people driving without insurance the jail population has grown at a tremendous rate in recent years. This problem is made worse by the backlog of state inmates due to over crowded state prisons and the legislature's failure to build more prisons. As a result the Commissioners and Sheriff find themselves in the position of having to build a new jail 5-10 years sooner than anticipated. There is no additional space near the Courthouse, so no alternative exists but to build the new jail in the Weld County Business Park. We will continue to operate the jail next to the Courthouse for pre-trial and maximum security inmates. The new jail facility will be medium to minimum security and primarily sentenced inmates. As a former County Commissioner you are well aware of the fact there are limited resources available to provide county services, and that a new jail would be built by the County Commissioners only after all other alternatives have been explored. 950712 1 11 I appreciate your input and hope this letter answers your questions. If you have other questions please do not hesitate to contact me or Don Warden at 356-4000. Sincerely, ale K. Hall, Chairman Board of Weld County Commissioners 950712 Hello
