Weld County Centennial Center First Floor Assembly Room The Weld County Board of Health met May 27, 1997, at 9:00 a.m. in the First Floor Assembly Room of the Weld County Centennial Center. Those present included: Board Members: Ben Slater, Chair; Constantin Skoumbourdis, Melvin Brown, Nancy Fichter, and Frank Torsleff. Others: John S. Pickle, Director of Weld County Health Department; Jeffery L. Stoll, Director, Environmental Protection Services, Weld County Health Department. APPROVAL OF AGENDA A motion was made by Constantin Skoumbourdis to approve the agenda as presented. Nancy Fichter seconded the motion, and the motion was carried unanimously. APPROVAL OF MINUTES A motion was made by Constantin Skoumbourdis to approve the April 22, 1997, minutes as submitted. Nancy Fichter seconded the motion, and the motion was carried unanimously. ADMINISTRATIVE REPORT John Pickle, Director of Weld County Health Department, informed the board of new board members and gave a brief report of APEX. Jeff Stoll gave a report regarding the I.S.D.S. regulations. NEW BUSINESS SLUDGE APPLICATIONS McDonald Farms SS -950001 and SS -960001 were presented by Jeff Stoll, Environmental Health Specialist. Randy McDonald represented McDonald Farms. There was public opposition from Mr. Stewart. A motion was made by Melvin Brown to approve the Sludge Applications as presented with staff's recommendations. Nancy Fichter seconded the motion, and the motion was carried unanimously. Staff's recommendations are as follows: 1. If Weld County roads are damaged beyond normal wear and tear by the sludge hauling equipment of the applicant or the applicants' contractor, the applicant will repair the road damage to the satisfaction of The Department of Public Works. The Department of Public Works will be the one to determine when this is warranted. 2. Upon notification by Weld County, the applicant will cease hauling operations, or direct his contractor to cease hauling operations, until the roads are repaired to the satisfaction of The Department of Public Works. Hauling operations will not be allowed to resume until the condition of the road allows heavy hauling without damage being done to the roads. Wes Moser & Sons DS -900002 - D5900004 & D5900006 were presented by Jeff Stoll, Environmental Health Specialist. Mr. Martin represented Wes Moser & Sons. There was no public opposition. A motion was made by Constantin Skoumbourdis to Board of Health Minutes Page 2 approve the Sludge Applications as presented with staff's recommendations. Nancy Fichter seconded the motion, and the motion was carried unanimously. Staff's recommendations are as follows: 1. A motion was made by Constantin Skoumbourdis to approve the Sludge Applications as presented with staff's recommendations. Nancy Fichter seconded the motion, and the motion was carried unanimously. Liquid Waste Management DS -940004, DS940015, DS950001-DS950005, DS950007- DS950009 and DS960005 were presented by Jeff Stoll, Environmental Health Specialist. Dave Harris represented Liquid Waste Management. There was no public opposition. A motion was made by Constantin Skoumbourdis to approve the Sludge Applications as presented with staff's recommendations. Melvin Brown seconded the motion, and the motion was carried unanimously. Staff's recommendations are as follows: 1. If Weld County roads are damaged beyond normal wear and tear by the sludge hauling equipment of the applicant or the applicants' contractor, the applicant will repair the road damage to the satisfaction of The Department of Public Works. Frank Torsleff seconded the motion, the motion was carried unanimously.
