This access point has been upgraded and paved with adequate radiuses; it falls under the jurisdiction of the Colorado Department of Transportation (CDOT). This site has previously been evaluated. As each lot is developed, it will go through the review process. Stormwater Drainage: In July of 1994, the applicant submitted the urban stormwater drainage plan for the six acres at the Flatiron Structures' facility. This report covered the historic and developed run-off from the site and will be directed by on -site swales to detention ponds located within the development. These developed ponds have been sized to retain the 100 -year run-off and release at the five-year historic run-off rate. The run-off from the ponds will be directed to the pond located adjacent to the frontage road and released through two 12 inch PVC pipes into the borrow pit ditch along the I-25 Frontage Road. The applicant has submitted drainage calculations and the site drainage and grading plan for the development. This has been certified and stamped by a professional engineer. We have reviewed the calculations and have no conflict with the drainage. Commercial Access: The applicant has submitted a typical cross section for the access drive identifying the width of the drive at 27 feet with six inches of asphalt per the soils engineer specification. The cross section shows a compacted subgrade per the soils report, with 4:1 grassline slopes. Off -Street Parking: The applicant has adequately addressed the off-street parking and the accommodating handicap areas. Any future expansion to the existing facility has been addressed on the plans. The calculations are based on square footage of office buildings. Improvements Agreement: The Improvements Agreement is in regards to the collateral for improvements for private road maintenance. The applicant has supplied Exhibit A, which identifies improvements unit price in construction costs for Flatiron PUD. In Exhibit B for the time of construction, the applicant has indicated that these items will be complete upon issuance of the first building permit. See attached. The two required easements have been acquired/dedicated as part of the Lot 2 development in 1995. - Perhaps this work should be included in your Improvements Agreement. The estimated cost is: 400' @ $16.00 = $6,400 1 Manhole 600 Total $7,000 - This District needs to approve its design prior to construction. The manhole cover should be flush with the paved access road. The manhole would connect to existing District Manhole D-21-5 and terminate at new District Manhole D-21-5-1. Based on the information provided, this office has determined that the work can be verified by the Department of the Army Nationwide Permit found at 33 CFR Part 330 Appendix A, (B)(26). Enclosed is a fact sheet which describes this Nationwide Permit and lists the General Conditions and Section 404 Only Conditions which must be followed in order for this verification to remain valid. This Nationwide permit verification is valid until February 12, 1999. The enclosed certification form (blue sheet) must be signed and sent back to this office within 30 days after completion of the authorized work. This permit verification does not eliminate the requirement that other applicable federal, state, tribal, or local permits be obtained if needed. Please be aware that changes from the original plans and specifications of your project could require additional authorization from this office. That permit mentioned the addition of auxiliary lanes along the frontage road to accommodate traffic at this access. In 1994 when we discussed this access, we determined that it was reasonable to delay the addition of turn lanes until the new east frontage road is constructed under a CDOT project. We also made it clear at that time that the Permittee shall bear all the costs for design and construction of auxiliary lanes which are necessary to accommodate traffic in and out of this access. It is now time for the Permittee to plan those auxiliary lane improvements. The Permittee or Applicant should contact me to begin that coordination effort. The auxiliary lanes must be constructed in a single phase along with the new frontage road. The Permittee must obtain a new access permit. Their application shall include detailed plans for construction of those improvements. We request the County's cooperation in seeing that these lane improvements are authorized prior to further development of this site. The CDOT construction project will begin in the near future so the Permittee should begin coordination efforts with us immediately. Please have them call me at (970) 350-2163.
