HomeMy WebLinkAbout961527.tiff MINUTES WELD COUNTY COUNCIL Ci July 3, 1996 Tapes #50 AB96, #51AB96 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Mead Town Hall, Mead, Colorado, Wednesday, July 3, 1996, 7:30 p.m. ROLL CALL: The meeting was called to order by President Stephanie Hayward. The following members were present, constituting a quorum of the members thereof: Vice President Pam Malcom, Councilman Ralph Campbell, Councilwoman Judy Curtis, and Councilman Jim Gardner. Also present: John Martin, Susan Darmofal, Lisa Brown, Anthony Howlen, Richard Hein, Richard Macomber, Flo Lutz, Manny Gonzales, and the Council secretary. APPROVAL OF MINUTES: Vice President Pam Malcom made a motion, seconded by Councilman Ralph Campbell, to approve the June 5, 1996 meeting minutes. The motion carried with Councilman Jim Gardner not voting. ADDITIONS TO THE AGENDA: Bills for mileage and a Council meal were added to the agenda under "Payment of the Bills." GUEST SPEAKER AND PUBLIC COMMENTS: Guest speaker John Martin spoke about the patterns of town growth in Weld County using the history of Ft. Lupton's economical evolution as an example. Comparison between the tax base of bedroom communities and communities with a commercial/industrial tax base was made. The public discussion about town growth centered on the challenges of balancing industry, commerce, better jobs, and a desirable living environment. Sewer needs of housing developments and industries and the protection of drinking water was also discussed. President Stephanie Hayward asked what the Weld County could do to help economic development in the County. Mr. Martin said that he believed there were incidents of small business ventures squelched due to County zoning restrictions. He felt that, at times, there should be a way for a small industry to get an exemption from costly zoning fees that prohibit the start of cottage industries. Mr. Richard Hein expressed concern about the treatment of oil/gas dump water and its potential for polluting drinking water. President Stephanie Hayward suggested that the Council connect Mr. Hein with the Weld County Health Department. That department could answer questions regarding safeguards to County drinking water. President Hayward further suggested that a meeting be arranged between Department of �JPlanning head, Monica Daniels-Mika, Commissioner Barbara Kirkmeyer, and the Mead 74" 961527 County Council Minutes July 3, 1996-Page 2 Town Council. At such a meeting the growth and planning concerns expressed to the Weld County Council could be adequately addressed. President Hayward instructed the Council secretary to send Flo Lutz and the Mead Town Council copies of the Weld County government phone book. APPOINTMENTS: The Council decided that it would not participate in the LaSalle Days parade on July 6, 1996. The Council secretary is to cancel the Council entry. President Stephanie Hayward will participate in the KFKA "Coffee Break" July 16, 1996. The possibility of the Weld County Council having an open house was discussed. The purpose of an August open house would be to encourage citizens to seek the Council seats that are up for reelection in November 1996. CORRESPONDENCE: The Council reviewed the correspondence. COORDINATOR REPORTS: Councilwoman Judy Curtis reported that no stipends were paid to the Weld County Commissioners for boards on which the Commissioners serve. UNFINISHED BUSINESS: Setting Commissioners' Salaries President Stephanie Hayward asked for discussion on Councilman Ralph Campbell's tabled motion that the Weld County Commissioners salaries be $48,000 for the years 1999 and 2000. Councilman Jim Gardner said that the Council historically has not set the Commissioners' salaries until the County Commissioners have indicated what percent pay raise may be given to County employees during the next calendar year. Councilwoman Judy Curtis made a motion that setting the Commissioners' salaries be tabled. Vice President Pam Malcom seconded the motion. Councilman Ralph Campbell said that he felt it was important to set the salaries before the November election as a curtsey to people desiring to run for County Commissioner. Mr. Campbell called for a roll call vote, and the Council voted unanimously not to table the motion. Councilman Ralph Campbell called for the question. President Stephanie Hayward then asked for a roll call vote on the motion that the Commissioners' salaries be $48,000 for the years 1999 and 2000. The motion carried with Vice President Pam Malcom, Councilman Ralph Campbell, Councilwoman Judy Curtis, and Councilman Jim Gardner voting in the affirmative and President Stephanie Hayward voting no. A resolution setting the salaries will be signed at the August 1996 Council meeting. Ms. Hayward currently holds an At Large County Council seat. Councilman James Gardner, who currently represents District 2, will also not be seeking reelection. Councilman Gardner, Council President in 1995, has served on the County Council since January 1992. Current President Stephanie Hayward was elected in November 1994 to complete the balance of a two year term which was previously held by Barbara Janda who resigned in early 1994. Weld County residents who would like to serve on the Weld County Council may pick up petitions at the Weld County Election Department, 1402 N. 17th Ave., Greeley, CO. Residents may also telephone Kathy Seiler at the Election Department, 353-3840 x 3070 to have a petition mailed. Weld County Council Requests Change of Venue for PreParole Hearing In response to a request from citizens present at August 7 meeting of the Weld County Council in Keenesburg, the Weld County Council is sending a letter to the Ballot Title Setting Board. The letter requests a change in the venue for the August 19, 1996 Preparole Ballot Title Hearing from Greeley to the Budget Host Motel at 3814 W. Highway 119 and 125. This request is being made to the Ballot Title Setting Board made up of the Weld County Board of Commissioners and the Weld County Clerk and Recorder, Suki Tsukamoto. The Council felt that this change in the venue would enable and encourage more citizen participation in the hearing process. County Council Hears From Kelly Hoime RE: Community Assessment Projects Weld County Health Education Specialist, Kelly Hoime, was the guest speaker at the August 7, 1996 meeting of the Weld County Council in Keenesburg. Ms. Hoime spoke about the area's Community Task Force for Health Education. The Task Force has been focusing on drug and alcohol education, and activities for youth that deter them from drug and alcohol use. Ms. Hoime also explained other Health Department Community Assessment Projects that have occurred in Weld County. She explained Al County Council Press Release Page 2 of 2 August 8, 1996 how community assessments are conducted, and the resulting grass roots teams that have successfully made a difference in health issues in communities including Johnstown, Milliken, and Windsor. Ms. Hoime expressed concern regarding the cutbacks in federal funding for health purposes. The funding for the Weld County Immunization Program, rated number one in the state, has been cut. President Stephanie Hayward initiated discussion regarding the accessibility of Weld County legal notices to residents of Weld County. The Council's participation in Windsor's Harvest Day Parade September 2 was confirmed. Virginia Scheel presented her concerns about the 0 Street prison facility under construction in Greeley. County Council Minutes July 3, 1996-Page 3 Airport Authority President Stephanie Hayward spoke regarding the County Council's mandated responsibility to review all aspects of County government. She said that at the request of Weld citizens, the Council had conducted a review of the Weld County Airport Authority's payment to the former airport manager. It was learned that the airport receives grant money to be used only for the purpose for which it was granted. The other source of revenue to the Airport Authority was the airport users' fees. Apparently the payment to the airport manager would have been made from the airport users' fees. Therefore, President Hayward suggested that the airport users' take their concerns directly to the Airport Authority. President Stephanie Hayward thanked County Attorney Bruce Barker for the information he provided the Council in the review process. She noted that if the Council desired to continue in this review Weld County's Comptroller Claud Hanes could walk the Council through the accounting procedure of the Airport Authority. 1997 Weld Council Proposed Budget Councilman Ralph Campbell made a motion to adopt the Council's proposed 1997 budget as printed: personnel services = $11,500. office supplies =$ 300. publications and subs =$ 350. ads & legal notices =$ 50. postage &freight =$ 600. printing and duplicating =$ 125. phones =$ 400. professional services =$13,000. repairs & main. =$ 50. out of town expense=$ 950. local travel =$ 750. meeting expenses =$ 300. NEW BUSINESS: Report to the People Councilman Jim Gardner made a motion that the Council adopt the Report to the People dated July 3, 1996. Councilwoman Judy Curtis seconded the motion, and it carried unanimously. The newspaper to publish the Report to the People was discussed. Councilman Jim Gardner made a motion that the July 3, 1996 Report to the People be published in the Greeley Tribune as a paid legal notice. The report would be printed as a paid legal notice if the cost did not exceed $25. Councilwoman Judy Curtis seconded the motion. The motion carried. The secretary was instructed to publish the Report to the People in the North Weld Herald if the cost of publishing it in the Tribune was over $25. Should County Council Minutes July 3, 1996-Page 4 the cost of printing the Report to the People in the Tribune be more than $25., the Council will discuss the price at the August meeting. Councilwoman Judy Curtis made a motion to table discussion of the Restaurant Invitations and the Windsor Harvest Day Parade until the August meeting. Councilman Ralph Campbell seconded the motion and it carried unanimously. Secretarial Research Requests The Council asked the secretary to find out the parade application due date for Windsor's Harvest Days.
