BOARD OF COUNTY
OMMISSIONERS'
WELD COUNTY, COLORADO
2
33
V
1. On JUNE 6, 1962, at a regular meeting of the Board of County
Commissioners of the County of Weld, State of Colorado, at which all members of the Board were
present, a petition to vacate a 40 foot county road located along the south side of the NW-SE;4
of Sec. 32, T. 6 N., R. 65 W. of the 6th P.M., Weld County, Colorado, was presented to the
Board by National By -Products, Inc. and The Great Western Sugar Company, Petitioners;
2. The Board finds that the county road described in said peti-
tion lies wholly within the County of Weld; that it does not lie within the limits of any city
or town, and that it does not constitute a boundary between the County of Weld and any other
county, city or town;
3. The Board further finds that Petitioners' lands which ad-
join said county road described in the petition will have access to an existing county road
running north and south along the west side of the S*SE* of said Sec. 32, T. 6 N., R. 65 W. of
the 6th P.M., and generally north and west in the NISI of said Sec. 32, Township and Range
aforesaid;
4. The Board further finds that said county road described in
said petition has no right of access to the new U.S. Highway 85 By -Pass and that it would be
in the best interests of the county to vacate said county road;
5. Wherefore it is ordered by the Board of County Commissioners
of Weld County, Colorado, that the 40 foot county road now located along the south side of the
NWeSEE and the W2NE--SE4 of Sec. 32, T. 6 N., R. 65 W. of the 6th P.M., Weld County, Colorado,
be and it is hereby vacated. Said county road is more particularly described as follows:
Beginning at a point which is S.84°50'E. 40 feet from
the southeast corner of Lot 4 of the NE --SW; of said

JUNE 20, 1962
A regular meeting of the Board of Commissioners of Weld County,
Colorado, was held in their office in the Court House in Greeley, Colorado, on June
20, 1962, with the following present:
MINUTES OF A MEETING OF THE
BOARD OF PUBLIC WELFARE IN
WELD COUNTY: JUNE 20, 1962:
TOM V. REED,
MILLARD H. EWING
ELMER L. SHULTZ
CHAIRMAN
The Minutes of June 13, 1962 were read and approved.
The following resolutions were passed by the Commissioners:
The BOARD convened at 1:30 pm., this 20th day of June, 1962.
Those attending were: Mr. Reed, Chairman, Mr. Ewing, Mr. Marostica,
Mr. Doman and Mr. Clifford.
I. Mr. Howard Clifford and Mr. John Doman, students from the Denver
University School of Social Work, were introduced. They have completed the first year
of graduate work at the School and are employed for the summer with the Department.
They are to conduct the following research projects:
A. Study of divorces and their effect on public welfare expenditures.
B. Study of reasons for increase in Aid to Dependent Children
cases in past twelve months and study of denials and discon-
tinuations.
C. Study of closed Aid to Dependent Children cases.
D. Study of closed General Assistance cases.
These studies are desired to secure information regarding the rapidly
increasing Aid to Dependent Children case load.
II. The Director requested that the Board of County Commissioners approve
a resolution to appoint Mrs. Margaret McGuin, Old Age Pension Super-
visor in the Department, to serve as permanent acting director. The v
Director is to be absent on vacation in July. This and other absences
necessitate the appointment of an acting director. This recommendation
was approved by the Board.
III. The Director reported that he had been contacted by the Administrator
of the County Hospital regarding the establishment of the Mental
Health Clinic at the Hospital. Also, the Director had been informed
of the scheduling of a joint meeting between the Hospital Board and
the Board of County Commissioners. Mr. Reed suggested that both
matters be handled by scheduling a meeting with the Hospital Board
this week.
IV. The Director reported the establishment of the first special case
load involving Aid to Dependent Children cases. This is in line with
plans presented in the budget message for the 1962 year. A report will
be made to the Board at a later date.
V. The Director requested of the Board some direction on the distribu-
tion of the 1963 budget message. The Board suggested that the Farm
Bureau, Newspaper, and Public Expenditure Council be provided copies.
VI. Some interest has been indicated in the establishment of a demon-
stration project on services to the agency within the Department. The
American Public Welfare Association project on aging has received
$800,000.00 from the Ford Foundation for projects to be established
through state and local departments of public welfare. Further dis-
cussion is to be had between the Director of the Department and the
project at Omaha during the week of June 24. The Commissioners in-
dicated that they would be interested in the possibility.
VII. The Chairman of the Board and the Director were designated to attend
the Regional Meeting of the American Public Welfare Association in
Omaha the week of June 24.
VIII. The Director indicated that he wished to schedule a meeting in July
to report on the first six months' expenditures of the Department.
As there was no further business, the meeting adjourned at 3:30 p.m.
In Witness Whereof, the members of said Board have hereunto subscribed
their names in confirmation of said action and of the minutes thereof.
