WELD COUNTY COUNCIL February 16, 1999 CLERK Tapes 122AB99 & 123AB99 TO T The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday, February 16, 1999, 6:30 p.m. ROLL CALL: The meeting was called to order by President Dan Oster. Vice President Al Roberts, Councilman Dwaine Kurtz, Councilman Rob Masden and Councilwoman Joyce Smock were present, constituting a quorum of the members. Also present: Judy Curtis, Laura Levaas, and the Council secretary, Bev Thomas. RECOGNITION OF FORMER COUNCILWOMAN JUDY CURTIS: President Dan Oster read proposed Resolution 125 thanking Judy Curtis for her service to the Weld County Council. Councilman Dwaine Kurtz made a motion to adopt Resolution 125. Councilman Rob Masden seconded the motion and it carried unanimously. President Dan Oster presented a plaque to Ms. Curtis with a signed copy of Resolution 125 recognizing Ms. Curtis' service to the County. APPROVAL OF DOCUMENTATION:Approval of January 5, 1999 MeetingVice President Al Roberts made a motion that the January Minutes5, 1999 meeting minutes be approved as written. Councilwoman Joyce Smock seconded the motion and it carried. Approval of January 7, 1999 Meeting Minutes Vice President Al Roberts made a motion that the January 7, 1999 meeting minutes be approved as written. Councilman Rob Masden seconded the motion and it carried. Council Resolution 126 Council members and former Councilwoman Judy Curtis signed Weld County Council Resolution 126 setting the 1999 Council meeting day the third Tuesday of each month. ADDITIONS TO THE AGENDA: There were no additions to the agenda. APPOINTMENTS: President Dan Oster, Councilman Rob Masden, and Vice President Al Roberts will attend the March 8th Elected Officials meeting. President Oster and Vice President Al Roberts and possibly Rob Masden will attend Weld County's Strategic Planning Session at Aims College March 10th. a3/6g/q9 990627 Weld County Council Minutes February 16, 1999 Page 2 of 4 CORRESPONDENCE: The Council reviewed the correspondence. COORDINATOR REPORTS: President Dan Oster reported that he planned to make an appointment to go in and meet with Finance Department Director Don Warden. President Oster wants to understand as much as possible about Mr. Warden's job and the Finance Department. He suggested that Council members become familiar with the departments assigned to them for 1999. UNFINISHED BUSINESS. Council Meetings Locations or 1999 The location of 1999 Council meetings was discussed. f Councilman Dwaine Kurtz made a motion that the Council hold four of its 1999 Council meetings out of Greeley. The Council president would have the responsibility of designating the month and location of the out-of-Greeley meetings and assigning a meeting planner for each out- of-Greeley meeting. Councilman Rob Masden seconded the motion. The motion carried with Councilman Kurtz, Masden, and Oster voting yes. Councilwoman Joyce Smock and Councilman Roberts voted no. Vice President Al Roberts chose to not be a meeting planner for 1999. Councilman Dwaine Kurtz will plan the April 20, 1999 meeting. Councilwoman Joyce Smock will plan the August 17, 1999 meeting. Councilman Rob Masden will plan the June 15, 1999 meeting. President Dan Oster asked the meeting planners to finalize the meeting locations within two weeks. Frequency of Council Meetings The Council discussed setting two Council meetings a month. Councilwoman Joyce Smock made a motion that if a second Council meeting in a month is necessary the Council would hold that meeting the first Tuesday of the month. Vice President Al Roberts seconded the motion and the motion carried. Councilwoman Joyce Smock suggested that when possible Council work sessions should be held before regularly- scheduled Council meetings.Speakers or County Council Meetings Council President encouraged the f Council to schedule a speaker at Council meeting as often as possible. Council Council members will peruse the "Distribution ce Procedures on Flow for Documents" and discuss it at the March meeting. Councilman Roberts asked that the Council discuss the distribution of unapproved Council minutes at a future meeting. Weld County Council Minutes February 16, 1999 Page 3 of 4 Councilman Dwaine Kurtz moved that the Council review the County's procedure for supplying documents to the public and establish a Council policy consistent with Weld County policy. Councilwoman Joyce Smock seconded the motion and it carried. Council Newspaper The Council reviewed the newspaper subscriptions pb received by the Council. Councilman Dwaine Kurtz made a motion that the Council cancel its subscriptions to the Weld Voice, Platteville Herald, and the South Weld Weld Councilman Roberts seconded the motion carried and it carried. NEW BUSINESS: Potential Conflict of Interest RE: Commissioner Vaad Councilman Al Roberts made a motion that the Council pass a resolution stating that there is not a conflict of interest in Commissioner Vaad voting on planning issues as related in his letter to the Council dated January 22, 1999. Councilman Rob Masden seconded the motion and it carried unanimously. Councilman Roberts made a motion to amend his previous motion to state that the Council president and secretary will prepare a resolution to be adopted at the next Council meeting. The resolution should state that there is not a conflict of interest in Commissioner Vaad voting on planning issues as related in his letter to the Council dated January 22, 1999. Councilman Rob Masden seconded the motion and it carried. Council's Job Description "Review of All Aspects of County Government" Council members discussed the Council's responsibility to "review all aspects of County government" and the option of the Council to appoint a performance auditor. Councilman Kurtz asked that the Council's responsibility regarding reviewing aspects of County government be discussed at the March Council meeting. Mr. Kurtz also requested that the Council review its responsibility in matters of conflict of interest. Evaluation of District I Appointment Interview Process Council members discussed the interview process for appointing District I Councilwoman Smock. President Oster asked Council members to research setting specific guidelines for an appointment and interview process for potential future appointments of Council persons or Commissioners. Councilman Rob Masden will check with the Department of Local Affairs about providing a speaker for a Council meeting to discuss appointment procedures. Councilman Roberts seconded the motion and it carried. Business Cards for Council Members Vice President Al Roberts made a motion that the Council approve payment for business cards for Councilman Dwaine Kurtz, Councilman Rob Masden, President Dan Oster and Councilwoman Joyce Smock. Councilman Kurtz seconded the motion and it carried. PUBLIC COMMENT: There was no public comment. ADJOURNMENT: President Dan Oster adjourned the meeting at 9:25 p.m..
