APPOINTING MARGARET MC GUINN WELFARE DIRECTOR IV
WELD COUNTY PUBLIC WELFARE DEPARTMENT
EFFECTIVE JULY 1, 1964
WHEREAS, the Colorado State Department of Public Welfare has submitted
a Certificate of Appointment Number I -0-4B recommending the appointment of
Margaret Mc Guinn to serve as Director of Public Welfare for Weld County, Colorado,
for a probationary period of six months on Step III at a monthly salary of $687.00
per month upon attaining permanent status a one step increase will be given.
NOW THEREFORE BE IT RESOLVED, by the Board of County Commissioners,
Weld County, Colorado, that Margaret Mc Guinn be and she is hereby appointed
Director IV of Public Welfare for Weld County, Colorado effective July 1, 1964,
to serve at the pleasure of the Board.
The above and foregoing resolution was, on motion duly made and

Weld County, Colorado, that it is hereby ordered that Charles 0. Bursiel, who is
the County Treasurer of the County of Weld, is hereby constituted and appointed as
Commissioner for Weld County, Colorado, to convey, without covenants of warranty,
said property as aforesaid to said Katharine S. McElroy which property is more
particularly described as follows, to -wit:

County and said conveyance, when executed according to this order, shall have the
effect to transfer to said Katharine S. McElroy of Greeley, Colorado, all right, title
and interest which Weld County has in and to the above described property, except only
and subject to the exceptions and reservations hereinabove mentioned or referred to.
Weld County does not warrant title.
The motion was seconded by Commissioner Ewing and the resolution was

DISTRICT ) DRAINAGE DISTRICT DULY ORGANIZED
AND SETTING FORTH DIRECTORS OF
SAID DISTRICT
THIS MATTER coming to be heard before the Weld County
Board of County Commissioners, this 6th day of July, 1964,
and it appearing that the order for election of Newell Lake
Drainage District and the notice of election for proposed
Newell Lake Drainage District have been duly published
according to law, as required by Section 47-1-15,"Colorado
Revised Statutes annotated x953), and the election on this
matter and for the election of directors was duly held on the
26th day of June, 1964, according to the order of this Board,
and it further appearing that the boundaries for the proposed
District have been set by our previous order;
WHEREAS, this Board of County Commissioners has met on
the second Monday following the election and proceeded to
canvass the votes cast thereat, as required by Section 47-1-17,
Colorado Revised Statutes annotated (1953);
WHEREAS, the majority of votes cast were "Drainage District -
Yes", that the canvass of votes shows that there were eighteen
(18) votes "Drainage District -Yes" and three (3) votes "Drainage
District -No";
WHEREAS, the canvass of votes cast at the election shows that
the persons who received the highest number of votes respectively
are as follows: Edmund F. Griep had seventeen (17) votes for
Director; Charles W. Lucas had seventeen (17) votes for Director;
Glen B. Brooking had eighteen (18) votes for Director;
The Board of County Commissioners, being fully advised in the
premises, HEREBY ORDERS:
That the Newell Lake Drainage District is duly organized
under the name therefore designated and

THAT the persons who received the highest number of votes
respectively, Edmund F. Griep, Charles W. Lucas and Glen B.
Brooking are duly elected the Directors of the Newell Lake
Drainage District, and
THAT a certified copy of this order, together with a
copy of the plat of the District shall be filed with the
County Clerk of Weld County, and,
THAT the officers of the Newell Lake Drainage District
shall forthwith enter upon the duties of their respective
offices, upon qualifying according to law, and shall hold their
respective offices until their successors are elected and
qualified, and
THAT no action shall be brought or maintained or defense
made, affecting the validity of the organization of said District,
unless the same shall have been commenced or made within one
year after the entry of this order, and
THAT each of said Directors shall take and subscribe the
official oath, and file the same with his official bond in the
office of the County Clerk of the County of Weld, and thereupon
assume the duties of his office.
Done this sixth (6th) day of July, 1964, by the Weld

Commission will expire on the 22nd day of July, 1964, and

Statutes, 1953, as amended by the 42nd General Assembly, there shall be four members,
excepting the Chairman of the Board of County Commissioners, of the Weld County
Planning Commission.

County, Colorado, that Price Hopkins be and he is hereby reappointed as a member of
the Weld County Planning Commission to serve for a term of four years ending on the

FINDINGS AND RESOLUTION
CONCERNING CLUB LICENSE OF GREELEY LODGE NO. 809
OF THE BENEVOLENT AND PROTECTIVE ELKS OF THE UNITED STATES OF AMERICA

The application of Elks Lodge No. 809 for a club license came
on for hearing July 8, 1964, and the Board of County Commissioners of
the County of Weld having heard the testimony and evidence adduced up-
on said hearing and having considered the testimony, evidence and pet-
ition in favor of granting said club license and there being no remon-
strances against the granting of said license, and having carefully
weighed the same now makes the following findings:
1. The evidence discloses that the application was duly made
and that notice thereof and of said hearing was duly given as required
by law.
2. That no question was raised nor objection offered as to
the applicant concerning the standing, character or motives or said
applicant.
3. That said Greeley Elks Lodge No. 809 is the owner and oc-
cupant of said premises sought to be licensed within the meaning of the
Statutes.

BOUNDARIES IN THE COUNTY OF WELD, STATE OF COLORADO:
WHEREAS, voter registration requirements for regular biennial school
elections or for special school elections shall be the same as those governing
general elections, (House Bill Number 1018 Section 6-2), and
WHEREAS, the County Clerk of each County, prior to the time of holding
any regular biennial school election or special school election in said school
district, shall make a full and complete copy of the list of the registered electors
of each school election precinct of each school district or districts located within
his county, and
WHEREAS, these lists can be made accurately and efficiently only by the
re -location of certain election precinct boundary lines, and it is desirable and
necessary that the Board of County Commissioners of Weld County, Colorado, now

WHEREAS, the Board of County Commissioners of Weld County, Colorado,
has been fully advised by the Weld County Planning Commission in relation to a
request for a variance for less than the minimum requirement of five acres for
the Stewart Mobile Home Park situate in Weld County, more particularly described
as follows:
Beginning at the southwest corner of the Northwest Quarter (NW*)
of the Northwest Quarter (NW) and oonsidering the West line of the
Northwest Quarter (NW+) of the Northwest Quarter (Wit) of said
Section 6 to bear N 00°00'00" East and with all bearings contained
herein relative thereto:

FINDINGS AND RESOLUTION GRANTING
ZONING OF THE SEELEY LAKE AREA:
WHEREAS, the Board of County Commissioners of Weld County, Colorado, did
on the 17th day of August, 1964, at 2:00 o'clock P. M., in their office at the Weld
County Court House conduct a public hearing in regard to the recommendation of the
Weld County Planning Commission to zone an unincorporated area Northwest of Greeley,
known as The Seeley Lake Area, pursuant to notice duly published as required by law,
more particularly described as follows, to -wit:
Sections: 21, 22, 23, 24, 25, 26, 27, 28, 29, 34, 35 and 36
Township 6 North, Range 66 West of the 6th P. M.;
The unzoned portions of Sections 19, 30 and 32 in Township 6 North
Range 65 West of the 6th P. M.;
Section 31 in Township 6 North, Range 65 West of the 6th P. M.;
Section 6 in Township 5 North, Range 65 West of the 6th P. M.;
The unzoned portion of Section 5, Township 5 North, Range 65 West

WHEREAS, the Board of County Commissioners of Weld County, Colorado, is
of the opinion that zoning of the described area will promote the health, safety,

heard the testimony and evidence adduced upon said hearing and having considered and

weld County, Colorado, does and they do hereby confirm, ratify and adopt the recom-
mendation of the Weld County Planning Commission to zone the above described area
known as the Seeley Lake Area in accordance with the proposed zoning map, incorporated
herein and made a part hereof, and
BE IT FURTHER RESOLVED, that a certified copy of said resolution, including
map therein referred to, shall be filed as provided by law in the office of the County
Clerk and Recorder of Weld County.

application for a County Retail License for sale of 3.2% beer only, and

examined the said application and the other qualifications of the applicant, do hereby

said place, and do hereby authorize and direct the issuance of said license by the
Chairman of the Board, attested by the County Clerk and Recorder of Weld County, good
for one year from the date of issue unless revoked, according to law provided,
however, that said license shall be issued upon the express condition and agreement
that the place where licensee is authorized to sell beer under said license will be
conducted in strict conformity to all laws of the State of Colorado and rules and
regulations relating thereto heretofore passed by the Board of County Commissioners of
Weld County, Colorado, and any violations thereof shall be cause for revocation of the
license.

The following resolutions were presented:
FERMENTED MALT BEVERAGE LICENSE NO. 64-12
FLOYD VEIFHAUS dba CROW VALLEY CAFE:
WHEREAS, Floyd Viefhaus dba Crow Valley Cafe of Weld County, Colorado,
has presented to the Board of County Commissioners of Weld County an application
for a County Retail License for sale of 3.2% beer only, and
WHEREAS, the said applicant having paid to the County Treasurer of
Weld County the sum of fifty dollars ($50.00) therefore, and having produced a
state retail license No J-1239, for sale of 3.2% beer only, outside the corporate
limits of any town or city in the County of Weld at the location described as
follows:
SE4SEj: Section 20, Township 4, Range 64.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners
having examined the said application and the other qualifications of the applicant
do hereby grant license No. 64-12 to said applicant to sell 3.2% beer only at
retail at said place, and do hereby authorize and direct the issuance of said license
by the Chairman of the Board, attested by the County Clerk and Recorder of Weld
County, good for one year from the date of issue unless revoked, according to law,
provided however, that said license shall be issued upon the express condition and
agreement that the place where licensee is authorized to sell beer under said
license will be conducted in strict conformity to all laws of the State of Colorado
and rules and regulations relating thereto heretofore passed by the Board of
County Commissioners of Weld County, Colorado, and any violation thereof shall be
cause for revocation of the license.

Mental Health shall consist of nine members and a vacancy does now exist, and
WHEREAS, it has been recommended that Dr. Theodore N. Nelson be appointed
to fill said vacancy.

Weld County, Colorado, that Dr. Theodore N.Nelson be and he is hereby appointed

ACCEPTING RESIGNATION OF DR. JACK SHAW
WELD COUNTY BOARD OF MENTAL HEALTH:
WHEREAS, by resolution dated December 19, 1962, the Board of County
Commissioners did appoint Dr. Jack Shaw as a member of the Weld County Board
for Mental Health to serve a term of three years, being the calendar years 1963,
1964, 1965, and
WHEREAS, Dr. Shaw has submitted his resignation to be effective as of
September 1, 1964, and
WHEREAS, Dr. Shaw has served continuously on this Board with distinction
at a great sacrifice to himself in time and money, and by his wise counsel has
contributed greatly in public service to the County as a member of the Weld County
Board for Mental Health.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of
Weld County, Colorado, that the resignation of Dr. Jack Shaw be and it is hereby
accepted.

The BOARD convened at 2:00 pm., this 8th day of July, 1964.
Those attending were: Mr. Shultz, Chairman, )'. Bving, )b. Reed,

the Director discussed with the Board members the payment of the
ors Benisch Colorado General Hospital bill which had been gpmmimmmly. It was the unanimous decision of the Board that any bill
Vida 1sd been approved by the Director should be paid.
It vas further decided that the truck which previously had been taken
to the County Shops for inspection by the head mechanic was in good con-
dition, and would be a good investment. Mr. Shultz had been at the shop
at the time the truck vas brought in for inspection. It was moved and
seconded to purchase the truck at $950.00. This was to be paid from
General Assistance money allocated for Commodity Distribution.
Fist grant payments to Aid to Dependent Children vas again presented
to the Board. It was explained that Veld County lad been placed in Zone B
which gave less consideration to the item of rent. Morgan and I.arimer
County vas placed in Zone A which gave greater consideration to rent.
Because of the location of Weld County and the rents being charged, the
Board felt a request should be made for reconsideration far classification
to Zane A for Weld County. The Board Instructed the Director to make the
request to the State Department.
Since there vas no further business the meeting was adjourned at
3:45 pm.

A brief Mart was gives the Board by the Director regarding the Pilot
Program in *3d owety of the Midwest Dey Care Center. This Center was
financed through Federal !lads for children of migreeets between the ages
of three to five; however, younger children attemded and were accepted if
they presented no disciplinary problems. In the Center they learned various
aspects of health care, such as shovers, carne of their teeth, rest periods,
etc. Also, they learned to play together, to eat various types of food,
as veil as other aspects of being in a chomp. Become of the success of
the program, Massy Swank, State Auld Welfare O veep Consultant, asked the
Director to dismiss with the Melfise Bored the oemtinmation of the project
during the suer of 1965. The Board stated they had heard from other
sources that this project vas veil accepted, and reefer very favorable to
continuing with it the coming year since Federal Fads peered for all of
the expenses of the proven.
The Board asked the Director to write to the Stete Chid Welfare
Division requesting Weld County be considered for the project in 1965.
Miss Jewell Coffman had bees given permission by the Board in
joinery, 1964 to initial the Acting Director's signature stamp. Since
the situation has changed, the Director again asked permission of the
Board to allow Miss Coffman to initial the Director's signature stamp
ser the sake of expediency in handling correspondence and various forms.
ibe Board approved this request.
The Director pointed out that there Mere several vacancies in the
Department in the Child Welfare, !tinily Services Division, as well as
in the Old Age Pension Division, thus leaving several territories in
the various divisions vithouut a worker. Everything possible is being
dose to fill these vacancies and it is hoped to have them filled in the
near future.
The Director recoemseded the appointment of an Acting Director to
serve in the absemos of the Director. Since the Director was going to
be away from the office the reek of August 17, 1964 attending an
orientation of Directors in the State Welfare Department in Denver, it
vas felt someone should be in charge at times when the Director vas sower
from the Department. Mfrs. Rachel Jones, Supervisor, P roily Services
Division, was approved by the Board.
The Director asked for consideration of some form of air isp6MIONII
another year. Also, that the east room in the basement be camnLited as
veil as redoing the basement floor and cleaning of the entire Department.
Mr. Shultz stated mat the building w in need of these things, and they
would consider tow at once.
Appointments for rspersestatives of the Weld Oersty Medical Society
as well as ophthalmologists and optometrists vas set for August 12, 1964
at 2:00 o'clock and 3:00 o'clock respectively.
As there was ne further business, the meeting adjourned at 4:00 p.m.

EXTENDING PUBLIC WORKS FUND - HOSPITAL ADDITION
LEVY .25 MILLS FOR THE YEAR 1967:
WHEREAS, by resolution dated October 30,
known as Hospital Addition, was created to provide
finishing and equipping the Fifth Floor of the new
tax levy of .25 mills for the years 1964, 1965 and
1963, a Public Works Fund,
and accumulate funds for
hospital wing by an annual

WHEREAS, the Weld County General Hospital Board of Trustees finds
that additional funds will be needed therefore they are requesting that said
levy of .25 mills be extended for the year 1967, and
WHEREAS, the Board believes it to be in the best interests of the
County to extend said levy.

GREELEY ELKS LODGE #809:
WHEREAS, The Greeley Lodge Number 809, B. P. 0. Elks of the United
States of America a non profit corporation existing under the laws of the
State of Colorado, has filed it's written application for a County License to
sell Malt, Vinous and Spirituous liquors at it's club house located in a portion
of the Northeast corner of Section 23, Township 5 North, Range 66 West of the
6th P. M. in Weld County, Colorado, under the provisions of the liquor code of
1935 75-2-23 of Colorado Revised Statutes 1953, and
WHEREAS, it has exhibited State Liquor License Number H 203 issued
by the Secretary of State, together with receipt, to wit for the payment of
Federal taxes thereon, and

Agriculture has submitted to Weld County District Number One a special
use application for the opening of a portion of County Road Number 833, and
WHEREAS, it appears that the necessities of the public require that
County Road Number 833 be extended approximately 2- miles more particularly
located as follows:
A strip of land 30' wide being the south 30' of the north 60'
of Sections 21, 22 and the south 30' of the north 60' of the
west half of Section 23, all in Township 11 North, Range 58
West of the 6th P. M., all in Weld County, Colorado

ACCEPT BID FROM SINCLAIR REFINING COMPANY
FOR GASOLINE FOR WELD COUNTY SHOP:
WHEREAS, the Sinclair Refining Company has submitted a low bid
of 18.38 cents per gallon including state tax to deliver Ethyl gasoline for
an approximate period beginning September 23, 1964 and ending January 1965, and
WHEREAS, the Board of County Commissioners believes it to be to the
best interests of the County to accept said bid.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners,
Weld County, Colorado does hereby accept the bid from Sinclair Refining Company
for gasoline to be delivered to the Weld County Shop in the amount of approximately
100,000 gallons as per bid attached hereto.

FEDERAL LEASING ACT:
WHEREAS, House Bill Number 442, 1953 Session Laws, Chapter 168, Section
62, Page 437, as amended First Extraordinary Session Law, 1953, Chapter 5, Section
2 (a), Page 23, 100-8-2 (a) Page 906 Colorado Revised Statutes 1953, the Board of
County Commissioners shall apportion such Oil Royalties received under the Federal
Leasing Act received by them between the school fund and the road fund, provided
that not more than seventy-five percent of said money shall be apportioned to
either of said funds, and
WHEREAS, the Board believes it to be to the best interests of said County
to apportion said money equally to both funds.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners,
Weld County, Colorado, that they do hereby apportion fifty percent of the oil
royalties received under the Federal Leasing Act by them to the school fund and
fifty percent of said royalties received by them to the road fund.

Amend Section IV, SIGNS, to read as follows:
4.1 AGRICULTURAL. ESTATE RESIDENTIAL AND MOBILE HOME DISTRICTS
The following signs shall be permitted in the A, A-1, E, R, H, and MH Districts:
(1) One identification sign per residential use provided such sign does not ex-
ceed one square foot in area and is unlighted;
(2) One sign for the prospective rental or sale of a property provided such sign
does not exceed ten square feet in area and is unlighted;
(3) One identification sign per public or semi-public use provided such sign does
not exceed twenty square feet in area;
(4) One identification sign per mobile hcme park provided such sign does not ex-
ceed twenty square feet in area.
4.2 TRANSITIONAL AND SCIENTIFIC DISTRICTS
All signs in the T and S Districts -
(1) Shall be for identification of a business or products sold on the premises;
(2) Shall not be limited in surface area when located below the roof line and
within fifteen inches of the exterior walls of the building;
(3) Ulhen projecting or free standing, shall be limited to a total surface area of
one square foot of sign (or total signs) for each lineal foot of building
width, provided no one sign shall exceed 50 square feet in area.
4.3 GENERAL SIGN REQUIREMENTS

No "revolving beacon" or "fountain" signs shall be permitted in any district.
No sign in any district shall conflict in any manner with the clear and ob-
vious appearance of public devices controlling public traffic.
No sign in any district shall be over 40' in height.
All signs shall be subject to a minimum setback of 1/2 the required minimum
setback for the district in which the sign is located.
Amend Section VI, SUPPLEMENTARY REGULATIONS, paragraph 6.1, "Used Permitted" by Addi-
tion of the following sub -paragraph (2):
(2) Mobile Homes . Mobile homes for permanent use shall be permitted only in the
"I.iH", Mobile Home District. Mobile homes for temporary use may
be permitted in the A, A-1, R and H Districts on an individual
basis, provided each use is first approved for aspecified per-
iod of time by the Board of County Commissioners. Before ap-
proving any such request the Board of Ccunty Commissioners
shall have a letter of approval from the 1'icld Ccunty Health
Department, and the Board of County Commissioners shall holada
public hearing on the request, notification of which shall be
given to all owners of property located adjacent 'to the site
in question.
Amend Section VI, SUPPLEMENTARY REGULATIONS, paragraph 6.2, Minimum Lot Area and Mini-
mum Lot Width. subheading (1) "Established Lots", to read as follows:
Where an individual lot was held in separate ownership from adjoining properties cr;las
platted and recorded at the time of passage of this Resolution or at the time of pas-
sage of any amendment to this resolution, and has less area and/or less width than re-
quired in other sections of this Resolution or required by such amendment, such a lot
may be occupied according to the permitted uses provided for the district in which a
lot is located.
Amend Section VIII, AMENPMENTS, paragraph 8.2 Special Procedure, sub -paragraph (2) to
read as follows:
(2) For proposed amendments to the "Zoning Area Map", the applicant shall submit a
list of names and addresses of all owners within the area requesting rezoning and
all property owners having property within 500 feet of the area requesting re-
zoning. The County Planning Commission shall send a written notice of said hear-
ing at least seven (7) days prior to the hearing date to the property owners of
most recent record within the area requesting rezoning and within 500 feet of the
area proposed for rezoning. Failure to mail such notice to every property owner
due to clerical ommissions shall not affect the validity of any hearing or deter-
mination of the County Planning Commission.
Add a new Section VIII, AMENDMENTS, paragraph 8.3 to include the following:
8.3 Reasons for Rezoning
Requests for rezoning of tracts within Weld County should be supported by detail-
ed and substantial evidence that such rezoning is necessary. Recent findings and
oral statements by the petitioners should show very clearly that either the orig-
pal zoning was faulty or that chancing yonditions in the area novij.stifv a new
classification. Without the presentation of such supporting documentation, the
County Planning Commission whould not recommend a change in zoning.
The following arguments which are frequently presented are 021 sufficient grounds
for rezoning:
1. "The area has no other practical use;"
2. "The proposed rezoning would allow the 'highest and best use of the land';"
3. "A non -conforming use is located on the property;"
4. "The area adjoins land already zoned in this manner;"
5. "No one in the neighborhood objects;"
6. "If the zoning is granted, we will agree to use if only for certain purpos: ;"
and
7. "You haven't given us any reasons for not making the change."

Although each of the preceding arguments has some validity, no one argument alone is
sufficient grounds for rezoning. There must be definite proof that the area request-
ed for change has unique characteristics which distinguish it from surrounding lane
and thus make its rezoning essential. Whenever a change is recommended, the Plannine
Commission must assume that the most detrimental uses permitted in such zone might oc-
cur. Furthermore, once a change is made, the Planning Commission must recognize the
precent which is established, both in immediate area and in other parts of the County,
for like rezoning of other lands "similarly situated." Actions to rezone property
simply because "it doesn't seem to make any difference" or "we think it will help
the County tax base" may lead to serious problems. Zoning is a complicated legal
process which must be administered impartially, in the best interests of the entire
County, on the basis of facts, not wishful thinking.
Amend Section XII, DEFINITIONS, paragraph 12.2, Terms and Words, subheading (9), "Com-
mercial Feed Yards to read as follows:
An enclosure for the feeding and fattening of cattle, fowls, rabbits, hcgs and other
anirals, where each of the following conditions exist:
(a) the animals or fowls are confined to a restricted area;

Approval of the Preliminary Plat shall not constitute acceptance of the Final Plat.The
approval of the Preliminary Plat shall lapse unless a Final Plat based thereon is sub-
mitted within one year from the date of such approval.

and acceptance of the areas dedicated for public use. At the time of submitting the
final plat to the Board of County Commissioners duplicate forms shall be attached to
the plat for subsequent completion by the Recording Clerk.
If approved by the Board of County Commissioners, the final plat shall be recorded
by the subdivider or his authorized agent, within 90 days; otherwise the approving
action of the Board of County Commissioners shall be deemed to have been withdrawn.
After 90 days a check shall be made by the Secretary of the Planning Commission to
ascertain if the filing requirements have been met; and if so, the attached forms
received, one copy mailed to any municipality located within two miles of the plat,
and the other copy retained by the Planning Commission to be recorded in the
minutes of the next regular meeting.

BE IT RESOLVED, by the Board of County Commissioners of Weld County,
Colorado, that the recommendations of the Weld County Planning Commission to
amend the Weld County Mobile Home and Mobile Home Park regulation resolution
dated October 11, 1961, be and they are hereby approved to read as follows:
Amend Section II, DEFINITIONS, subheading "Mobile Home Park" to read as follows:
Mobile Home Park - shall mean any plot of ground held under single ownership and
having central sanitation facilities, upon which two or more
mobile homes, occupied for dwelling or sleeping purposes, are
located, regardless of whether or not a charge is made for
each accommodation.
Amend Section IV, LOCATION, LAND AREA, paragraph 4.1 "General" to r#Rad as follows:
Existing zoning and health regulations shall be considered prior to selection of the
site for a mobile home park. The site shall contain at least 5 acres, and shall
provide for mobile home spaces at a density of not more than 12 spaces per cross
acre. Sparsely wooded sites providing shade trees are advantageous. Rock forma-
tions close to the surface would be avoided. Where possible, the site should be
accessible to public utilities, including water, sewer, elestricity and natural
gas. The mobile park shall be buffered by a green -belt planting strip, or other
suitable means, for the benefit of occupants of mobile homes as well as other
permitted uses adjacent to the park.
Amend Section V, SITE LAYOUT AND IMPROVEMENTS, paragraph 5.1, "Mobile Home Spaces",
sub -paragraph (a) to read as follows:
(A) Each dependent mobile home space shall contain a minimum of 1250 square feet
and shall be at least 25 feet wide. Each independent mobile home space shall contain
a minimum of 2100 square feet and shall be at least 30 feet wide. Each mobile home
space shall abut on a driveway or other clear area with unobstructed access to a
public street. Such spaces shall be clearly defined. Mobile homes shall be parked
in such spaces so that there will be a minimum of 15 feet between mobile homes
and so that each mobile home will be at least 10 feet from any service road and at
least 50 feet from the exterior boundary of the mobile home park. Mobile homes
parked end -to -end may have an end -to -end clearance of less than 15 feet but it shall
not be less than 10 feet. Enclosed additions shall be considered a part of the
mobile home in measuring required yard distance. The required area for each mobile
home space shall not include additional area required for service roads, off-street
parking, service buildings, recreation areas, office and similar mobile home park
needs.
Amend Section V, SITE LAYOUT AND IMPROVEMENTS, paragraph 5.1, "Mobile Home Spaces",
sub -paragraph (b) to read as follows:
(B) It shall be unlawful to park a mobile home less than the minimum front yard
set -back as prescribed by the Weld County Zoning resolution, or so that any part
of such mobile home will obstruct any roadway or walkway in a mobile home park.
Amend Section V, SITE LAYOUT AND IMPROVEMENTS, paragraph 5.3, "Walks, Paving, Light-
ing" to read as follows:
Walkways not less than 4 feet wide shall be provided from dependent mobile home
spaces to the service buildings. All service roads and walkways within the park
shall be hard surfaced and lighted at night with a minimum illumination of at least
0.6 foot candles; 25 watt lamps spaced at intervals of not more than 100 feet shall
meet requirements.
Amend Section V, SITE LAYOUT AND IMPROVEMENTS, paragraph 5.5, "Recreation Area" to
read as folbws:
Each mobile home park shall provide one or more locations, protected from the
main highway and from parking areas, for recreational use. The area or areas set
aside for such purpose shall be restricted for recreation only and shall contain at
least 200 square feet per mobile home space in the mobile home park.
Amend Section V, SITE LAYOUT AND IMPROVEMENTS, paragraph 5.6 "Clothes Drying Area"
to read as follows:
Adequate outside drying space adjacent to the service building, and at least one
automatic dryer for each 25 mobile home spaces shall be provided in the service
building. Umbrella -type drying facilities may be installed on individual mobile
home spaces as a part of the basic facilities, provided such drying units are
standarized and properly located and installed.
Amend Section VI, SERVICE BUILDINGS, paragraph 6.1, subheading (A) to read as follows:
(A) Every mobile home park that accommodates only independent mobile homes shall
provide sanitary facilities for emergency use in a service building or office build-
ing. These facilities shall consist of at least one flush -type toilet and one lava-
tory for each sex.

BE IT RESOLVED, by the Board of County Commissioners of Weld County,
Colorado, that they hereby accept the dedication of perpetual right-of-way over
the public roads, streets, highways and easements in behalf of the public, in
the Second Addition to Rainbow Acres, being a part of Lot 6 according to the
subdivision of lands made by the Union Colony of Colorado of the Northwest Quarter
of the Southeast Quarter (NW -SE-) of Section 10, Township 5 North, Range 65 West
of the 6th P. M., more particularly described as follows:
Commencing at the SE corner of said Section 10 and considering the

IN THE MATTER OF EMERGENCY APPROPRIATION
FOR THE 1964 COUNTY GENERAL FUND:
WHEREAS, the Colorado Election Code, Section #103, requires one voting
machine for every two hundred fifty (250) voters in any given presinct, and
WHEREAS, due to increased voter registrations for the 1964 General
Election have far exceeded the proper allocation of machines presently on hand,
and
WHEREAS, the Board, after diligent inquiry into the matter, has de-
termined that a minimum of 16 voting machines are required to partially meet this
emergency and could not have reasonably foreseen such a contingency at the time
of the adoption of the 1964 budget.
NOW, THEREFORE, BE IT RESOLVED, by the. Board of County Commissioners
of Weld County, Colorado, that an emergency exists and hereby makes an emergency
appropriation in the sum of $28,144.00 for the purpose of purchasing sixteen (16)
additional voting machines, and
BE IT FURTHER RESOLVED, by the Board of County Commissioners that,
Charles O. Bursiel, County Treasurer, be and he is authorized and directed to
transfer said amount from the Contingency Fund to the County General Fund.

The State Board of Equalisation, having duly met in accordance with law, hal_. .
fixed the assessed valuation of the State for the year 1964 at $3,986,907,507, '„r-
and has fixed the mill levy for the year 1964 for State purposes at 1.30 mills to
be distributed to the various State funds as shown on Schedule A attached hereto
and made a part hereof.
The valuation of your County for the year 1964, as fixed by the State Board
of Equalisation, is as shown on the attached Schedule B and your County has been
charged with State taxes on that valuation.
Your attention is directed to the following special taxes to be levied:
Section 8-7-4, CRS, 1953, as amended, provides for a tax levy of twenty (20)
mills on each dollar of assessed valuation on all sheep and goats, except those in
feed lots, to be paid into the State Treasury and credited to the Predatory Animal
Fund.
Section 8-18-2, CRS, 1953, as amended, providing for a tax levy of three (3)
dll, on each dollar of assessed valuation on all sheep and goats in Colorado, was
repealed in 1963, by House Bill No. 465, effective April 29, 1963.
Section 92-34-1, CRS, 1953, as amended, provides that there shall be levied
and collected a tax equal to one -tenth of one percent upon assessed valuation of
all producing and non -producing metalliferous mining property, including lode
claims, placer and mill sites together with all improvements thereon, to be for-
warded to the State Treasurer and credited to the Mining Industrial Development
Fund.
