Home My WebLink About952176.tiffRECORD OF PROCEEDINGS MINUTES HOUSING AUTHORITY WELD COUNTY, COLORADO OCTOBER 23, 1995 TAPE #95-40 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, October 23, 1995, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chairman and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Dale K. Hall, Chairman Commissioner Barbara J. Kirkmeyer, Pro-Tem Commissioner George E. Baxter Commissioner Constance L. Harbert Commissioner W. H. Webster Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Carol A. Harding Comptroller, Claud Hanes MINUTES: Commissioner Baxter moved to approve the minutes of the Housing Authority Board meeting of September 25, 1995, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. NEW BUSINESS: CONSIDER SECTION 8 CONSOLIDATED ANNUAL CONTRIBUTIONS CONTRACT FOR CERTIFICATE AND VOUCHER PROGRAMS AND AUTHORIZE CHAIRMAN TO SIGN: Jim Sheehan, Housing Authority, stated the purpose of the revised Annual Contributions Contract is to extend the budget authority for two years. Present expiration date is November 30, 1995, and the contract authority for the expiring project is funded from the project account balance. He explained this is a change in HUD's funding process because of the Federal budget deficit and in the past, new dollars were used to fund expiring projects. Total contract authority for the Section 8 Vouchers program is $1,077,949 for a 12 -month period, while the contract authority for the Certificate program is $657,732. Commissioner Harbert moved to approve said contract and authorize the Chairman to sign. Seconded by Commissioner Baxter, the motion carried unanimously. CONSIDER AGREEMENT AND PROMISSORY NOTE WITH WELD COUNTY FARM LABOR SPONSORING ASSOCIATION AND AUTHORIZE CHAIRMAN TO SIGN: Mr. Sheehan explained said loan agreement and promissory note provide a deferred loan at zero percent interest to the Weld County Farm Labor Sponsoring Association to be used for the purchase of the Peckham Migrant Housing Project. He stated the loan will be deferred until August 1, 1998, after 952176 BC0016 c!c . 55, N/4 which time the loan will be due in ten equal payments; the project must continue to be used as a migrant labor housing project; the Weld County Farm Labor Sponsoring Association agrees to comply with all applicable Federal, State and local laws and regulations; and the association also agrees to insure the project against fire or other damage. Commissioner Harbert moved to approve said agreement and promissory note and authorize the Chairman to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. CONSIDER HOME PROJECTS QUARTERLY NARRATIVE PERFORMANCE REPORT TO COLORADO DIVISION OF HOUSING AND AUTHORIZE CHAIRMAN TO SIGN: Mr. Sheehan reported three projects were completed during the quarter ended September 30, 1995, and the goal for the total project is ten units. He said the project completion date is May 15, 1996. Commissioner Harbert moved to approve said report and authorize the Chairman to sign. The motion, which was seconded by Commissioner Webster, carried unanimously. CONSIDER FMHA HOUSING PRESERVATION PROJECT QUARTERLY REPORT AND AUTHORIZE THE CHAIRMAN TO SIGN: Mr. Sheehan said total expenditures through September 30, 1995, were $30,966.31, and four units have been completed under the Housing Preservation Grant Program. The goal for next quarter is three units. Commissioner Baxter moved to approve said report and authorize the Chairman to sign. Seconded by Commissioner Harbert, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
