Dear Ms. Martin:
I am responding to your letter dated October 24, 1999, in reference to the shoulder drop off on Weld
County Road (WCR) 49.
The Board of County Commissioners is concerned with safety on our roads and has been reviewing
areas throughout the County that need improvement. It is our goal to make road improvements as
quickly as possible.
The Weld County Public Works Department has budgeted a four-year plan to widen and pave the
shoulders on WCR 49. In 1999, the paved shoulders were completed from State Highway 34 south to
WCR 48. In the year 2000, the shoulders will be widen and paved.from WCR 48 south to WCR 40;
2001, WCR 40 south to WCR 28; and in 2002, WCR 28 south to 1-76.
In the mean time, our Maintenance Support crews have installed "shoulder drop off' warning signs on
WCR 49 at the following four locations:
West side, southbound, 50' from the approach to the intersection of WCR 42
East side, northbound, 100' from the approach to the intersection of WCR 40
West side, southbound, 1300' from the approach to the intersection of WCR 44
West side, southbound, 50' from the approach to the intersection of WCR 46

To Whom It May Concern:
My name is Shelley Martin. I am aware that some of you may know me because of
my father John Martin. I am enlisting your help on a matter concerning a County
Road in Weld County.
On October 11, 1999 I was traveling south on County Road 49 between County
Road 44 and 38. From Hudson (1-76 and Hwy 34) this road is commonly known as
the Hudson/Keenesburg cut off.
At the time I was working for Fed Ex. I was in what they call a 700, which is a big box
truck. I was traveling approximately 55-60 miles an hour when a semi-truck and
trailer heading north on the same road went off the edge of the pavement, which has
a 2 or more inch drop with no shoulder. The driver then corrected to get back onto
the pavement, in which he did, then over corrected and came into my lane of traffic.
He corrected again and got back into his lane of traffic. To this day I have no idea
how we did not have an accident. If we would have hit head on and going the speed
we both were going, the impact would have been 120 miles an hour and I fear there
would have been nothing left of our vehicles and both would have been killed. With it
happening so quick there was no time for me to react to avoid this accident from
happening. I suppose if I could have reacted I would have taken the bar pit and
headed into a field, for which I'm sure would have caused my truck to roll. In which
case I still would have been badly hurt or worse. Again, I did not have time to react,
thank God he did.
I have been in contact with the Colorado State Patrol and wrote out a formal
complaint. I have also called the Weld County Sheriffs Department and told them of
the incident. The State Patrol has since been out there patrolling the area and has
written several tickets for speeding. It is a very straight road and it is used a lot by
truckers to bypass the weight stations. I have worked for Fed Ex for the past 13
years, drive 200 miles a day, 5 days a week. I am on this road every day of the week

and I am not sure as to why I have not had any other real eye openers before this. I
thank God every day that he decided to watch over me and not let there be an
accident.
At that quick moment my whole life flashed before my eyes. I am asking for your
help in making this a safer road. I am aware that the county is widening it, but until
this is totally done something needs to be done to make it safe. Whether this means
temporally cutting down the sides of the road to make a temporary shoulder, or the
Sheriffs Dept. and the State Patrol taking turns in patrolling to slow traffic down, I
don't know. To do this though, it puts the officers in an unsafe condition because
there is no shoulder for the cars to pull off onto. The State Patrol has been in contact
with me since this happened reassuring me that they will help to slow down the traffic
on that County Road to make it safer.
