Thank you very much for your recent letter regarding funding for additional transportation
vehicles.
As you know, Colorado is experiencing rapid and continuing population growth. The heavy
concentration of a mobile population leads to an increased number of traffic-related problems,
including traffic and parking congestion and accidents.
For this reason, I have requested the Subcommittee on Transportation Appropriations to include
$33.81 million for FY 2000 to improve Colorado's transportation system. The allocation I
requested is supported by the Colorado Department of Transportation, the Colorado
Transportation Commission, and by numerous state and local officials. Enclosed you will find
the letter addressed to Rep. Frank Wolf, Chairman of the Transportation Appropriations
Subcommittee.

Dear Mr. Chairman:
We respectfully request that the Subcommittee on Transportation Appropriations include
in its FY 2000 transportation appropriations bill a Section 5309 allocation of$33.81 million for a
statewide Colorado bus, bus-related equipment, and bus-related facility request.
This request is for twenty Colorado transit agencies that are in serious need of new and
refurbished vehicles, equipment, improved storage and maintenance facilities, and intermodel
centers. These twenty properties have come together as the Colorado Transit Coalition and have
worked together to develop a total funding package that will serve to meet their individual needs
in FY 2000.
Attached to this letter is a detailed description of each individual request, the way in which
each property intends to apply its portion of the funds, the source and extent of the non-federal
match, and the timetable for obligating the funds during FY 2000. The individual properties have
united in this coalition in order to avoid overlapping individual efforts. They have agreed
collectively to pursue funding as a joint effort to ensure that broad Colorado needs are met and to
avoid intrastate rivalries that might lead to reduced funding overall for the State of Colorado.
As you will note in the attached materials, the allocation request is backed by the
Colorado Department of Transportation, the Colorado Transportation Commission, and by
numerous state and local officials throughout the State. The Colorado Department of
Transportation has identified this request as one of the top priorities for federal funding this year
and has ensured that each request is included not only in the State Transportation Improvement
Plan, but also in the appropriate local Transportation Development Plans.
The funding request is carefully documented and we have been assured that all funds
allocated will be fully obligated for the purposes described within the forthcoming fiscal year. The
funding requested will enable these properties -- many of which are rural -- to meet growing
service demands -- often from the elderly and those with medical needs, improve the quality and
frequency of service, relieve traffic congestion, and contribute to improved air quality.
Numerous other states have initiated similar requests for many of the same reasons. Bus
passengers throughout the State of Colorado will benefit from the coalition's request. We believe
that an allocation for the State of Colorado and the Colorado Transit Coalition will prove a sound
investment in improving transit services in Colorado for many years into the future.
