BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Board of Social Services in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, January 27, 1997, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner George E. Baxter, Chair
Commissioner Constance L. Harbert, Pro-Tem
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer - EXCUSED
Commissioner W. H. Webster
Also present:

WARRANTS:
NEW BUSINESS:
Commissioner Harbert moved to approve the minutes of the Board of Social
Services meeting of January 22, 1997, as printed. Commissioner Harbert
seconded the motion, and it carried unanimously.
Claud Hanes, Comptroller, presented the warrants for approval by the Board in
the amount of $257,152.73. Commissioner Webster moved to approve the
warrants as presented by Mr. Hanes. Commissioner Hall seconded the motion,
which carried unanimously.
CONSIDER COORDINATION AND PURCHASE OF SERVICES AGREEMENT
WITH WELD FOOD BANK AND AUTHORIZE CHAIR TO SIGN: Jim Sheehan,
Department of Social Services, explained this is a subcontract for the
Community Food and Nutrition Contract, which will allow the Weld Food Bank
to administer the supplemental mini -food box program. Commissioner Harbert
moved to approve said agreement and authorize the Chair to sign. Seconded
by Commissioner Hall, the motion carried unanimously.
CONSIDER AMENDMENT TO CHILD PROTECTION AGREEMENT FOR
SERVICES WITH WELD MENTAL HEALTH CENTER, INC., AND
AUTHORIZE CHAIR TO SIGN: Mr. Sheehan stated said agreement is effective
January 1, 1997, and extends to May 31, 1997. He explained the scope of

services will be expanded to include individual group, family and couples mental
health therapy, in -home coordination and intervention services; and medication
evaluations. Commissioner Harbert moved to approve said agreement
authorize the Chair to sign. Seconded by Commissioner Webster, the motion
carried unanimously.
CONSIDER MEMORANDUM OF UNDERSTANDING REGARDING
DISTRIBUTION OF COURT APPOINTED COUNSEL INFORMATION IN
DEPENDENCY AND NEGLECT CASES AND AUTHORIZE CHAIR TO SIGN:
Bruce Barker, County Attorney, explained that the Court has requested
procedures be revised to provide for families in Dependency and Neglect cases
to have applications and instructions for applying for Court -appointed counsel
prior to the first hearing. Mr. Barker, with the assistance and concurrence of
Judy Griego, Social Services Director, has prepared said Memorandum of
Understanding, under which caseworkers will supply the application and
information upon their first contact with such families; however, the caseworker
will not assist in filling out the forms, but will explain the Court will provide
whatever assistance is necessary. Commissioner Harbert moved to approve
said memorandum and authorize the Chair to sign. The motion, which was
seconded by Commissioner Hall, carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:25 a.m.
