Gentlemen: Please be advised that the Erie Planning &Zoning Commission and the Board of Trustees have set public hearings to consider the petitions for the above referenced annexations. The properties are generally located as depicted on the attached map. Enclosed are the "Resolutions of Intent" adopted by the Erie Board of Trustees at their June 11, 1998 meeting,the published notices for the public hearings and the Annexation Impact Report. We are sending you this notice as a referral agency of the Town. Copies of the application and petition for this annexation are on file and available for public inspection in the Community Development Office, at the temporary Erie Town Hall, 1149 Telleen Avenue, Erie, Colorado 80516. Exhibits 2 Hepp Mexation Impact RepM.wpd Forward: This "annexation impact report" has been prepared pursuant to Section 31-12-108.5 Colorado Revised Statutes, 1986 Repl. Vol. Contained in Appendix "A" is a map depicting the proposed annexation, the existing and proposed public services to the property and the existing and proposed land use for the property. I. Project Description: The property proposed for annexation consists of approximately 80 acres and is located north of Weld County Road 4 and east of Weld County Road 7. The annexation is contiguous to the Town along its frontage on Weld County Road 7 and Weld County Road 4. Through the series of four annexations, it satisfies the 1/6 contiguity with the Town boundaries required by statute. The full width of all roads adjacent to the property are included in the annexation. The land proposed to be annexed is owned by the Emma G. Hepp Trust, Jim Hepp Executor, and Charles and Cheryl Hepp. The property contains the homestead of Charles and Cheryl Hepp and approximately 72 acres of farm ground. A county large-lot subdivision, Ranch Eggs Estates border the property on the south along Weld County Road 4. No platting of the property is proposed at this time. However, it is located in the Town's proposed 1-25 Corridor Sub-Regional Development Plan which will promote a mixed use development for the property.The marketability of the site is further enhanced by the easy access to 1-25 and the North Denver area, including the Denver International airport. The land is currently zoned A (Agricultural) by Weld County. In conjunction with the proposed annexation, the zoning will change to an Estate Residential use (one dwelling unit per acre) in conformance with the Town's Land Use Code. Adjacent land uses include agricultural and large lot residential. II. Municipal Services: Municipal services for the Hepp Annexation No. 1, 2, 3 and 4 will be provided in the following manner: Electricity Electric services are to be provided by the present supplier, United Power, Inc., the electric franchisee for the Town of Erie. Telephone U.S. West Communications Water The Town of Erie. Sanitary Sewer The Town of Erie through a contract with the St. Vrain Water& Sanitation District. Fire The site is currently served by the Mountain View Fire Protection District. Police The Town of Erie. Street Maint. Maintenance of roadways within the annexation will be provided by the Town after construction to Town specifications and acceptance by the Board of Trustees. Financing the municipal services within the area to be annexed is to be addressed in an annexation agreement between the applicant and the Town of Erie. The full width of all roads adjacent to the property are included in the annexation, with the exception of Weld County Road 4 which has been recently annexed by the City of Broomfield. The land proposed to be annexed is owned by Lee Carlson, Ruth Spano and Elizabeth Baker. The property contains approximately 240 acres of farm ground and 30 acres in the right-of-way for 1-25. No platting of the property is proposed at this time. However, it is located in the Town's proposed I-25 Corridor Sub-Regional Development Plan which will promote a mixed use development for the property.The marketability of the site is further enhanced by the easy access to I-25 and the North Denver area, including the Denver International airport. The land is currently zoned A (Agricultural) by Weld County. In conjunction with the proposed annexation, the zoning will change to a Planned Development use in conformance with the Town's Land Use Code. Adjacent land uses include agricultural and large lot residential. II.
