BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
NOVEMBER 3, 1999

The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, November 3, 1999, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Dale K. Mall, Chair
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter
Commissioner M. J. Geile
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Vaad moved to approve the minutes of the Board of County Commissioners
meeting of November 1, 1999, as printed. Commissioner Kirkmeyer seconded the motion, and it carried
unanimously.
ADDITIONS TO AGENDA: The following was added under New Business: 4) Consider appointment to
Building Trades Advisory Committee.
CONSENT AGENDA: Commissioner Vaad moved to approve the consent agenda as printed.
Commissioner Baxter seconded the motion, and it carried unanimously.
COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports.
PUBLIC INPUT: There was no public input.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants
for approval by the Board:
All Funds $322,623.40
Commissioner Kirkmeyer moved to approve the warrants as presented by Mr. Warden. Commissioner
Geile seconded the motion, which carried unanimously.

BIDS:
PRESENT BIDS: Mr. Warden stated there are no bids to present.
APPROVE COUNTY NEWSPAPER - NOVEMBER 1, 1999, THROUGH OCTOBER 31, 2000 BID -
VARIOUS DEPARTMENTS: Mr. Warden recommended approval of the low bid from Pelton Publishing,
LLC, dba South Weld Sun. He stated tests have been conducted to ensure the publisher has adequate
equipment to meet Weld County's publication specifications. Commissioner Baxter moved to approve said
bid. Seconded by Commissioner Vaad, the motion carried unanimously.
NEW BUSINESS:
CONSIDER CHANGE ORDER #1 FOR IMMUNIZATION PROGRAM CONTRACT AND AUTHORIZE
CHAIR TO SIGN: Judy Nero, Weld County Department of Public Health and Environment, stated Weld
County will receive$2,234.00 from the Colorado Department of Public Health and Environment to be used
for activities and supplies which will enhance the County's immunization efforts for children. Ms. Nero
stated this change order will bring the total reimbursement amount to $29,234.00 for the term beginning
January 1, 1999, and ending December 31, 1999. Commissioner Kirkmeyer moved to approve said
change order and authorize the Chair to sign. Seconded by Commissioner Vaaci, the motion carried
unanimously.
CONSIDER TASK ORDER FOR MATERNAL AND CHILD HEALTH SERVICES PROGRAM AND
AUTHORIZE CHAIR TO SIGN: Ms. Nero stated this year the funding for the Well Child Program Contract
and the Prenatal Program Contract have been combined into one task order. She stated under this task
order the Weld County Department of Public Health and Environment will continue providing prenatal and
postpartum care, education and counseling, and Prenatal Plus services to low income women, as well as
health and psychosocial history, age appropriate screenings, physical exams, immunizations, teaching of
risk-reducing behaviors to parents, and referrals for children exhibiting potential physical or emotional
problems. Ms. Nero stated for these services the Weld County Department of Public Health and
Environment will be reimbursed a total of $166,518 for the term beginning October 1, 1999, and ending
September 30, 2000, which is a decrease of$8,174 from last year's amount. Ms. Nero explained due to
State funding reductions, appropriate reductions in services have been made to accommodate the
decrease. Commissioner Vaad moved to approve said task order and authorize the Chair to sign.
Commissioner Baxter seconded the motion, which carried unanimously.
CONSIDER AGREEMENT FOR SUBSTANCE ABUSE ASSESSMENT, EDUCATION AND/OR THERAPY
SERVICES AND AUTHORIZE CHAIR TO SIGN -ARC COUNSELING CENTER: Nancy Haffner, District
Attorney's Office, stated under this agreement, the ARC Counseling Center will accept substance abusing
adolescents, which have been referred by the District Attorney's Office, and provide substance abuse
assessments,education and/or therapy services. Commissioner Baxter moved to approve said agreement
and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
CONSIDER APPOINTMENT TO BUILDING TRADES ADVISORY COMMITTEE: Commissioner Baxter
stated there are four vacancies on the Building Trades Advisory Committee,which makes it difficult to have
a meeting with a full quorum. He stated the new representative is his son-in-law who is a small contractor,
and he explained the committee meets twice a year to review any changes made to the building ordinances
and to give input to the Board of Commissioners. Commissioner Kirkmeyer moved to appoint James
Fassler to the Building Trades Advisory Board as a small, independent, general contractor representative,
with a term expiring April 10, 2002. Seconded by Commissioner Vaad, the motion carried unanimously.

FINAL READING OF ORDINANCE #210, IN THE MATTER OF WINDSOR SERVICE AREA ROAD
IMPACT FEES: Mr. Barker requested this and the following matter be continued to November 17, 1999,
at 9:00 a.m. He stated on November 16, 1999, the Planning Commission will review the proposed change
to the Zoning Ordinance regarding fees paid prior to issuance of building permits in accordance with
Ordinances#210 and#211 and make a recommendation to the Board to be considered on November 17,
1999. Commissioner Kirkmeyer moved to read Ordinance#210 by title only. Seconded by Commissioner
Vaad, the motion carried unanimously. Mr. Barker read said title into the record. There was no public
testimony concerning the continuance of this matter. Commissioner Kirkmeyer moved to continue the final
reading of Ordinance#210 to November 17, 1999, at 9:00 a.m. Seconded by Commissioner Vaad, the
motion carried unanimously.
FINAL READING OF ORDINANCE #211, IN THE MATTER OF SOUTHWEST WELD SERVICE AREA
ROAD IMPACT FEES: Commissioner Baxter moved to read Ordinance#211 by title only. Seconded by
Commissioner Vaad,the motion carried unanimously. Mr. Barker read said title into the record. There was
no public input concerning the continuance of this matter. Commissioner Kirkmeyer moved to continue
the final reading of Ordinance #211 to November 17, 1999, at 9:00 a.m. Seconded by Commissioner
Vaad, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent
agenda. Ordinances #210 and #211 were continued to November 17, 1999.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to The Board.
There being no further business, this meeting was adjourned at 9:30 a.m.
