EMPLOYMENT AND TRAINING PROGRAM FOR OLDER INDIVIDUALS TO
GOVERNOR'S JOB TRAINING OFFICE AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Request for Proposal for Employment
and Training Program for Older Individuals from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Area Agency on
Aging, to the Governor's Job Training Office, with terms and conditions being as stated in said
proposal, and
WHEREAS, after review, the Board deems it advisable to approve said proposal, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Request for Proposal for Employment and Training Program for Older
Individuals from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Area Agency on Aging, to the Governor's Job
Training Office be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized
to sign said proposal.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 12th day of April, A.D., 1995.

C. PROGRAM ABSTRACT:
The Weld County Area Agency on Aging Older Worker Program was established in 1983 to meet
the needs of the 55+ population in Weld County. The Program has grown slowly but successfully
in the last twelve years. From 1990 through 1993 the program experienced some of its greatest
growth. The program experienced a decrease in activity in the program years between 1993
through 1995 due in part to changes made to the JTPA income eligibility requirements. We are
applying for $50,000 to support recruitment, training, and job development activities. The
program coordinates activities with the Title V Green Thumb Program, Rocky Mountain SER Jobs
for Progress and the local SDA. This last program year, the Weld County Job Service Learning
Center Lab was again used to train eligible older workers in the use of the computer. The
Learning Lab is a great resource center because it allows the eligible participant to start
training in a low-key environment. The Learning Lab also provides individualized GED
instruction. The target group for the program are those individuals who meet the age and
income requirements for the IIA JTPA Older Worker Program as well as the Title III EDWAA
Program. Goals for project year 1995-1996 are to enroll thirty JTPA eligible individuals
into the Title IIA Program and five JTPA eligible individuals into the Title III EDWAA
program. Of these thirty, twenty one will be placed in quality full-time or part-time
employment of not less than twenty hours per week, for a placement rate of seventy percent.
Of the five, four will be placed in quality full-time or part-time employment of not less
than twenty hours per week, for a placement rate of eighty percent. The placement wage will
not be lower than $4.50 per hour, with an anticipated average placement rate of $5.50 per
hour. We will enroll twenty-two Title IIA and two Title III JTPA eligible older worker
participants in hard skills training at Aims Community College, Front Range Community College
or the Weld County Job Service Learning Center Lab. We will enroll five Title IIA and two
Title III JTPA eligible older workers in on-the-job training activity. We will coordinate
with the Green Thumb Program to place three eligible Title IIA participants in short-term
subsidized training. We will provide work experience opportunities for three Title IIA JTPA
eligible older workers. The goals will be met with the following objectives. Aims Community
College, Front Range Community College, AARP Works Program, the Job Service Learning Lab, the
On -The -Job Training Program , and the Work Experience Program will be utilized for training.
Coordination will continue with Seniors are Special, Bonell Good Samaritan Center, RVNA, and
other local agencies in Weld County to train and place eligible JTPA participants. There
will be a continued effort to coordinate with the Title V Green Thumb Program for short term
subsidized training. We will use an employability development plan that will give us the
opportunity to develop the best possible plan for the client. We will continue recruiting
new clients through advertising in newspapers, weekly church newsletters, agency brochures,
posters, and word-of-mouth advertising by satisfied clients. We will continue the job
development effort to assure that employers are aware of the Older Worker Program in Weld
County. We will do desk -side counseling for those JTPA participants in need of counseling.
Counseling will be limited to job search and job placement problems only. The Weld County
Area Agency on Aging Seniors in Industry Program is requesting $50,000 ($40,000 for Title IIA
and $10,000 for Title III) to continue the work of training and placing the Older Worker into
quality employment in Weld County. The funds will allow the program to offer training options
for Title IIA and Title III participants and allow for a more aggressive job development
effort. We believe that the goals and objectives set for the coming year can
result in a positive outcome.

D. PROGRAM NARRATIVE:
1. Statement of Need:
The growth and overall well being of older adults fifty years of age and older,
particularly low income and minority seniors, will influence the specific initiatives of the
Area Agency on Aging Seniors In Industry Program in 1996 and beyond. The total population
of Weld County (1990 Census) is 131,821. Persons 55 years of age and older is 22,973. This
represents 17.4% of the total population of Weld County. According to analysis taken from
the Weld county Area Agency on Aging Four Year Plan; between 1980 and 1990 the 60 and 75 plus
cohorts increased by 66.2% . Of particular interest is a comparison of the change in the 60
plus population for Weld County as compared to 15 other Area Agency on Aging planning and
service areas throughout the state. According to an analysis prepared by the Aging and Adult
Services division, Weld county will experience a 28.6% increase in the 60 plus between 1980
and 2000. This places Weld 25th out of 63 Colorado counties in 60 plus growth rate for this
time period. An examination of selected subgroups as a percent of the State total shows Weld
county ranked 7th out of 63 counties in percent of low income 60 plus, 6th in percent of
minority 60 plus, and finally 1st in percent of rural population 60 plus. (Revised Population
Estimates, Division of Local Affairs) The 55 plus and 60 plus current and projected census
data indicate that specialized employment services for older adults continue to be a needed
service for Weld County older adults.
Another interesting factor which is impacting Weld County older adults is the
tremendous growth in the housing market in Weld County. This growth is pricing many seniors
out of the rental market and also increasing property taxes. We believe many seniors will
need part time work to keep up with the inflationary growth in the housing sector.
The scope of this proposal is to cover the employment and training needs of older
workers in Weld County, a county of 4,004 square miles and over 25 towns and cities. We
coordinate these services with Rocky Mountain SER and Green Thumb, Inc.
2. Goals and Objectives:
Older workers are no longer looked at as a liability. With new businesses moving into the
area the demand for workers is increasing. We believe that, with the right marketing
strategy and aggressive job development, quality employment can be obtained for the older
worker. Goals for the Seniors In Industry Program will be addressed through two major
performance areas. These performance areas are first, recruitment of eligible older workers

and second, measurable training and job development outcomes. The following are specific
goals in these two major performance areas that will be achieved under this proposal:

continuous coordination with EDWAA Program
* Presentations to Rural Senior Aide Coordinators - quarterly
* One on one notification to LIEAP recipients - January through April
* Formalized recruitment and placement with six key Weld agencies
(Bold represents new recruitment goals for this proposal)
Job Development Goals
* Enroll thirty Title IIA JTPA eligible older worker clients in a JTPA activity by June
30, 1996.
* Enroll five Title III EDWAA eligible older workers in a JTPA activity by June 30, 1996.
* Enroll twenty-two Title IIA and two Title III JTPA eligible clients in hard skills

3. Administrative Capability
The Seniors In Industry Program is part of the Weld County Area Agency on Aging which is
one of three major programs administered under the umbrella of Weld County Division of Human
Services (WCDHS). Besides aging programs, services for children and families and a full
range of employment services is offered through the WCDHS umbrella. Combined, this non
profit governmental agency has an average budget of 5 million in local, state, and federal

dollars per year. The Board of County Commissioners is the legal policy making board for
WCDHS. The Area Agency on Aging has had a central role in planning and resources development
for Weld County older adults for over 18 years. The office has grown to encompass a full
range of services for older adults. These services are offered directly or through contracts
with community agencies to address needs of seniors along the continuum of abilities
including long term care case management services. We believe this environment is an ideal
organizational placement for the older worker program. This environment provides the older
worker specialist with a broad range of services and contacts in the aging network and with
a wide variety of employment services (Job Service and JTPA) through WCDHS Service Delivery
Area - all under one roof.
The Older Worker Specialist has five years of experience working in the older worker
program. At age 48 this employee experienced personally the trauma of a lay off due to the
reorganization of a company he had worked for for 25 years. He retrained with assistance
from the EDWAA Program and graduated with honors from Aims Community College. His personal
experience has given him the skills and sensitivity required to work with both older adults
and employers. The Older Worker Specialist conducts the assessment and the Individual
Service Strategy for each of the individual older worker participants. He has access to the
VAX management information system network, and he uses a terminal on his desk for client
tracking. He makes all the necessary entries and updates for the older worker participants.
The Older Worker Specialist also does all the reporting of the activities associated with the
older worker program, including the quarterly report sent to the Governor's Job Training
Office, the report to the local Private Industry Council, and a monthly activity report to
the Director of the Area Agency on Aging. The Administrative Assistant for the Area Agency
on Aging, who is bilingual, assists with outreach in the Hispanic older worker community in
Weld County. Personnel within the Service Delivery Area assist with intake and registration
of the older worker when necessary. Several workers directly associated with the older
worker program are in their late forties and early fifties, none are 55 years of age or
older. The WCHS Fiscal Officer is responsible for all the fiscal accounting and reporting
for the Seniors In Industry Program. Copies of the bonding certificates for Weld County
employees are attached.

4. Current and Past Performance
The idea for an older worker program in Weld County was first discussed in 1980 as an
Area Agency on Aging initiative. This initiative came about because of the number of
requests coming to the Area Agency on Aging for employment assistance. The Area Agency
worked with the local Private Industry Council to develop the first program. In the
beginning, training funds were not available. In 1986, the Area Agency applied for its first
grant under the Job Training Partnership Act in order to provide training opportunities as
well as job matching. Some of the first trainees under this grant are still employed. The
original name of the program was changed from Seniors Serving Industry to Seniors In Industry
to avoid confusion with the Supplemental Security Income Program. In the twelve years of its
existence, the Seniors In Industry Program has served hundreds of clients. The typical
client has been the displaced homemaker with few marketable skills; men who, because of
health reasons, require less strenuous work; workers 55 years of age and older who have been
laid off due to economic conditions; workers with outdated skills; and workers who need
extensive counseling to build up their self-esteem and confidence. The average age of the
older worker client has been sixty and has had an average annual reportable income of $1,580.
The reportable average income for program years 1993 and 1994 has risen to approximately
$6,500 per year due in part to the change in the JTPA income eligibility requirement.
Demographically, 89% have been non minority, 11% percent minority, 59% female, and 41% male.
Of the one hundred and thirty nine JTPA eligible clients served in the last five years,
87 have been placed into employment, for a placement rate of sixty-five percent. The
placements have been for an average of 32 hours per week (an increase from a 30 hour average)
and at an average hourly wage of $5.87. The average length of enrollment for the JTPA
eligible client has been six months.
The Seniors In Industry Program provides initial desk -side counseling to the eligible
client. If needed, the client is enrolled in a job club activity that will teach job search
skills, resume writing, and interviewing skills. The HARP Works Program has been a very
valuable resource for this type of training. Job search assistance is provided to those
people who are in need of the service. Job development is also provided as part of the job
search effort. Being co -located with the Weld County Job Service offers the opportunity to
share job orders that are placed by phone. Since 1983 the older worker program has stressed
retraining as an important part of placing the older worker into employment. Aims Community

College has been available for classroom training since the program began. They have offered
classes that are formatted strictly for the older worker. Aims has been able to offer
vocational training, computer training, and technical skills training to those clients who
have chosen to use their services. Three years ago another training resource, the Weld
County Job Service Jostens Learning Center, was made available for use by the older worker
client. This has proven to be a very beneficial resource center, because it allows the older
worker to learn in a low-key environment. In the past three years twenty JTPA eligible
clients have taken advantage of computer classes offered through the learning center. The
learning center also offers clients the opportunity for individualized GED training. We
continue to offer on-the-job training and the work experience program. The Title V Green
Thumb Program is used for those clients who need training but, because of economic hardships,
also have to work to survive. In the past three years The Green Thumb Program accounted for
ten subsidized training slots with local host agencies. During the last five years, we have
placed in excess of eighty older worker clients into classroom or vocational training. There
were twelve clients placed in on-the-job training activities and two clients placed into a
work experience position.
For three of the last five years, Colorado Community College and Occupational Education
System (with money provided by the Governor's Job Training Office) was the funding source for
the Seniors in Industry Program. The last two years funding was received from the Governor's
Job Training Office. For the program year 1990-1991, the program was granted $19,475, for
the program year 1991-1992 we were granted $35,000, and for program year 1992-1993 we were
granted $31,500. Program year 1993-1994 saw our funding increase to $37,500 and for program
year 1994-1995 our funding was decreased to $28,500. Our coordination efforts with Rocky
Mountain SER, Larimer County Employment & Training, AARP, Aims Community College, and the
Green Thumb Program has worked well in strengthening the older worker programs in northern
Colorado. Our actual performance versus the planned performance this program year is within
the acceptable levels set by the funding source. In the program years 1990-1993, we were
able to meet or exceed the goals set forth for those years. Because of changes to the income
eligibility requirements of the JTPA regulations and funding for program year 1993-1994 being
delayed, the program years for 1993 and 1994 have been challenging. Taking into
consideration the depressed economic conditions in Weld County for so many years and the
difficulty in working with the older worker, we believe that we have done well in serving the

needs of the older worker population in Weld County.
5. Collaboration and Coordination Strategies
We are planning to utilize all the supportive services that are available to the older
worker program in Weld County. Aims Community College will continue to be our main source
for classroom and vocational training. Aims will tailor classes just for the older worker
participant. A new initiative will be the expansion of training to the Aims South Campus.
Located near Fort Lupton, this campus serves a growing sector of the county due to its closer
proximity to Denver and the new airport. The marketing coordinator for Aims South has agreed
to coordinate closely with the Area Agency on Aging to reach out to qualified older workers
in the area and to tailor classes to meet their needs. This will be accomplished through
collaboration with the registration process, Aims outreach flyers and radio announcements,
and public speaking engagements. Also Aims South will provide classroom space for the AARP
Works Program at no charge to the older worker program. The Aims Geriatric Aide Program is
a demonstration nursing home and home health aide training program in cooperation with local
nursing homes. Six (6) older worker trainees have been referred to this program to become
certified aides. With the growing demand for qualified aides, we expect referrals to this
program to increase.
The Weld County Job Service, a SDA program, provides the needed resources to
effectively operate a successful older worker program. The Service Delivery Area shares job
orders, the use of Employability Development Plans, the MIS Vax System, OJT contracts, and
a comprehensive computerized learning center with the Older Worker Program. The Learning
Center which provides fifteen computers for individualized training is excellent on site
training resource.
Another coordination strategy which will be greatly increased under this proposal is
outreach to the WELDCOS, Inc. which is a not for profit umbrella organization comprised of
25 rural senior aide coordinators. Due to the rural nature of Weld County and due to the
fact that the census data places Weld County as first in percentage of rural seniors 60 years
of age and older; the Seniors In Industry Program will place more effort on recruiting rural
seniors. The WELDCOS, Inc. organization meets monthly. The Area Agency on Aging staff and
the Older Worker Specialist, specifically will provide these coordinators with brochures,
flyers, and opportunities for speaking engagements to explain and promote the program.
We will continue to co -enroll participants with the Title V Green Thumb Program for

short-term subsidized training for the older worker participant unable to attend training
without a job. Rocky Mountain SER also is a cooperative partner. As a program of the Weld
County Area Agency on Aging, the Older Worker Program has the opportunity to keep current on
the aging issues that can affect the older worker. Area Agency staff also are another good
employment resource. Case managers with the Area Agency on Aging have been able to make job
referrals to the Older Worker Specialist for families in need of in -home health care or
general maintenance to their clients' homes. Other agencies which collaborate with the Area
Agency on Aging Older Worker Program is Meals on Wheels, Weld Mental Health Peer Counseling
Program, Seniors Are Special Respite Program, American Red Cross, and United Way. Letters
of support and commitment to the older worker program from many of the entities referred to
above are attached.
A new initiative is a recently formalized collaborative effort with six Weld County
Agencies directly involved in the employment of older adults. This agreement was reached in
a meeting among representatives from Bonell Good Samaritan Center, Western Temporary
Services, Inc., Absolute Temporary Services, Seniors Are Special Respite Care Program, RVNA
Home Health Care, Inc., and the Aims Community College CNA Program. These agencies have
offered to directly assist the Seniors In Industry Program recruit and place older workers.
This group will meet at least quarterly to review the needs of Older Workers and how
recruitment and placement can be advanced. Specific areas of assistance will be recruitment
of older workers for home health aide and respite aide openings and referral for subsidized
training opportunities from the temporary employment agencies. We believe this new
collaborative effort will improve and expand our ability to serve older workers in our
community.
6. Budget
The budget request is $50,000. Of that, $40,000 will be used for the Title IIA Program
and $10,000 will be used for the Title III EDWAA Program. In Title IIA, the cost category
breakdown is 10% Administration, 65% Direct Training, and 25% Training Related/Supportive
Services. In the EDWAA request, the cost category breakdown is 10% Administration, 57%
Retraining, and 33% Basic Readjustment Services.

category. All personnel percentages are estimates of time staff will spend on an activity
benefitting this grant.

7. Evaluation and Continuation
a. Evaluation: Monthly activity reports on the Seniors in Industry Program are
submitted to the Private Industry Council and the Supportive Services Committee of the Weld
County Area Agency on Aging Advisory Board. The Director of the Weld County Area Agency on
Aging is given a monthly summary report on the Seniors in Industry Program activities. The
Area Agency on Aging Director and the Older Worker Specialist meet on a regular basis to
discuss activities of the Seniors in Industry Program. These staffing meetings have helped
to provide timely information to the Area Agency on Aging Director and have allowed for
evaluation changes to be made to the program. The required state reporting is submitted on
a quarterly basis.
b. Continuation: In the event these funds are exhausted we will explore other
sources of funding for our older worker program. We would work with the Service Delivery
Area for possible funding through their IIA Adult Program. There are also private sources
available that will often fund older worker programs. The Colorado Senior Employment Network
has in the past offered to develop a list of possible funding sources that could be used at
a time of emergency or to supplement the funding that is obtained from JTPA. This could
still be looked at as a viable option. Though training opportunities would be weakened
without training funds; the Area Agency would seriously consider continuing some form of
specialized job matching for Weld County older adults.

representatives from twenty-two (22) rural communities throughout Weld County.
We are organized to provide information and referral, educational, and
recreational opportunities for older adults in our communities. Our monthly

technical assistance on an on going basis.
We are most happy to support the Area Agency's proposal for funding to help

The Area Agency on Aging worked in collaboration with the Private Industry

COST ALLOCATION PLAN
PURPOSE
The purpose of this cost allocation plan is to outline, in writing, the
methods and procedures that Weld County Division of Human Resources will use to
allocate costs to its various programs, contracts and grants.
BACKGROUND
Weld County Division of Human Resources (HRD) operates as an umbrella
agency of Weld County Government. HRD is the administrative entity for various
federal and state programs, grants and contracts. These programs are grouped
into four areas; Employment Services, Family Educational Network, Area Agency on
Aging and Other Human Service. Employment Services includes the following grants
and contracts; Job Training Partnership Act Grant programs (Service Delivery
Area), Job Service, Employment First Food Stamp/Job Search Program, and New
Directions Program. Family Educational Network consists of the following revenue
sources and programs; Head Start, Migrant Head Start, Child Care Food Program,
and State Preschool. Area Agency on Aging incorporates Older American Act funds
into several Senior programs. It also relies on USDA funds for Senior nutrition
programs, Community Service Block Grant Funds for coordinating the Senior
volunteer program, Urban Mass Transit Funds for Senior Minibus transportation,
and Home and Community Based Services for Senior Casemanagement. Other Human
Service programs and funding include; Community Service Block grant, Commodity
Supplemental Food Program, and the Weatherization grant program.
These grants require that HRD complies with OMB Circular A-102, Uniform
Administrative Requirements for State and Local Governments and OMB Circular A-
87, Cost Principles for State and Local Governments. This Cost Allocation Plan
is based on the definitions and requirements spelled out in OMB Circular A-87.
GENERAL APPROACH
The general approach of HRD in allocating costs to particular programs,
grants and contracts is as follows;
A) All costs identifiable with a specific program, grant or contract
are charged directly to the benefiting program.
B) Unassigned direct costs and indirect costs are assigned to cost
pools and are allocated quarterly based on weekly time sheet
distribution percentages of personnel attached to each particular
cost pool.

ALLOCATION METHODOLOGY
HRD uses five cost pools;
1) Transportation Cost Pool ---This pool is used to accumulate all the
joint costs associated with running HRD's Transportation Department
which provides minibus transportation for several of our programs.
This includes salaries, fringe benefits, and all operational costs.
2) Employment Services Cost Pool ---This pool is used to accumulate all
the joint costs associated with the operations of Employment
Services including; salaries, fringe benefits, and other costs which
cannot be directly identified to program.
3) Non -Employment Services Cost Pool ---This pool is used to accumulate
all salary and fringe costs and joint costs associated with Area
Agency on Aging employees and programs.
4) Administrative Cost Pool ---This pool includes all administrative
salaries, fringe, overhead and other joint costs associated with
administering all HRD programs that cannot be directly identified to
program.
5) FENWC Cost Pool ---This pool is used to accumulate all the joint
costs associated with the operations of Family Educational Network
of Weld County including; salaries and fringe, as well as other
costs which cannot be directly identified to specific program.
TRANSPORTATION COST POOL
The Transportation Department keeps daily driver logs noting hours, miles,
and passengers associated with each program served. These figures are
accumulated into a monthly report. Quarterly, percentages of miles and
hours per program are calculated for the three month period. The hours
percentages are taken against the total transportation department salaries
and fringe for the quarter. The amounts are allocated from the pool to
the program receiving benefit. The miles percentages are used against all
other transportation department operational expenditures and are again
allocated accordingly.

their time per month per program served. Quarterly, the time worked per
program is entered into a spreadsheet which calculates total time
(weighted by rates of pay) percentages per program. The time/rate

noting their time per month per program served. Quarterly, the time
worked per program is entered into a spreadsheet which calculates total

percentages are taken against the pooled costs and are allocated to grants
served accordingly.

GENERAL LEDGER ACCOUNTING
Weld County uses a uniform classification of accounts for all general
ledger departments. Each grant or program is its own general ledger
department. All direct costs are charged directly to the particular
department it served. All allocated costs are entered into the ledger by
journal entry. Each line item is coded so it can be identified as to cost
pool source.
REPORTING
Most grant programs are on quarterly reporting. Each general ledger
department is downloaded to a lotus spreadsheet. These spreadsheets are
set up to calculate the quarterly expenditure for each line item and
identify each line item to cost category per requirements of each
particular grant. These spreadsheets are the backup documentation used
for the reports sent to the granting agency.

Partnership Office. The grant application is for $50,000 to provide
employment counseling, training, job development, and job placement for
35 low income older adults 55 years of age and older.
This program is administered by the Weld County Area Agency on Aging with
support from Weld County Employment Services. Job Training Partnership
Act funds have been available to Weld County for this program since 1986;
however, each application is competitive and there is no guarantee of
funding.
