RECORD OF PROCEEDINGS MINUTES HOUSING AUTHORITY WELD COUNTY, COLORADO JULY 22, 1996 TAPE #96-18 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, July 22, 1996, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara J. Kirkmeyer, Chair Commissioner George E. Baxter, Pro-Tem Commissioner Dale K. Hall Commissioner Constance L. Harbert Commissioner W. H. Webster Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Shelly Miller Finance and Administration Director, Don Warden MINUTES: Commissioner Webster moved to approve the minutes of the Housing Authority Board meeting of June 24, 1996, as printed. Commissioner Hall seconded the motion, and it carried unanimously. NEW BUSINESS: CONSIDER FOUR COORDINATION AND PURCHASE OF SERVICES AGREEMENTS BETWEEN THE WELD COUNTY DEPARTMENT OF SOCIAL SERVICES AND VARIOUS ORGANIZATIONS AND AUTHORIZE CHAIR TO SIGN: Jim Sheehan, Housing Authority Director, explained these agreements are the sub-contracts for the ESG Program for 1996/97. He stated A Woman's Place will receive $6,670.00, Catholic Community Services will receive $7,765.00, Greeley Transitional House will receive $8,775.00, and Weld Informational and Referral Service (WIRS) will receive $9,287.00, for a total of $32,497.00. He noted WIRS also received funding for rental assistance for homeless families under the category of homeless prevention. Commissioner Harbert moved to approve said agreements and authorize the Chair to sign. The motion was seconded by Commissioner Baxter, and it carried unanimously. (Let the record reflect the Board was actually acting in the capacity of the Weld County Social Services Board for this item of business.) 961245 71/9 BC0016 CONSIDER 1996 APPLICATION FOR COLORADO DIVISION OF HOUSING REHAB PROGRAM ASSISTANCE AND AUTHORIZE CHAIR TO SIGN: Mr. Sheehan explained the Single Family Owner Occupied Program budget is for $225,000.00, with $190,000.00 being HOME Program funds and $35,000.00 being program revenue generated from past loans. He further explained Replacement Housing is budgeted at $100,000.00, with $80,000.00 being HOME Program funds and $20,000.00 being provided from program revenue. Mr. Sheehan stated the total administration funding from the HOME Program is $44,000.00; therefore, the total HOME Program funding is $314,000.00. He noted the Greeley Urban Renewal Authority (GURA) will contract the administrative functions. Commissioner Harbert moved to approve said application and authorize the Chair to sign. Commissioner Hall seconded the motion, which carried unanimously. CONSIDER HOUSING REHABILITATION INTERGOVERNMENTAL AGREEMENT WITH GREELEY URBAN RENEWAL AUTHORITY AND AUTHORIZE CHAIR TO SIGN: Mr. Sheehan stated the term of this agreement is from September 1, 1996, through August 31, 1997, and GURA will be reimbursed a total of $31,000.00. He further explained GURA will be responsible for the housing rehabilitation administrative functions. Commissioner Baxter moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Webster, and it carried unanimously. CONSIDER SECTION 8 CONSOLIDATED ANNUAL CONTRIBUTIONS CONTRACT FOR THE CERTIFICATE AND VOUCHER PROGRAMS AND AUTHORIZE CHAIR TO SIGN: Mr. Sheehan explained this contract replaces the budget authority for the Project CO06-EO90-001, which expires July 31, 1996, with Project CO006-EO90-007. He stated the funding is for two years for $268,488.00 each year, for a total of$536,976.00. Commissioner Hall moved to approve said contract and authorize the Chair to sign. Commissioner Harbert seconded the motion, which carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
