Dear Chairman Baxter:
In our continuing effort to keep you informed, TCI Cablevision of Colorado, Inc. will be
implementing certain adjustments to the Basic and Expanded Basic Service along with the
varies equipment types effective March monthly billing. We have attached a courtesy copy
of the new rates for your reference.
The rate adjustment for Basic and Expanded Basic service is largely due to an increase in
our program license fees. These are fees that we must pay to cable networks for the right
to carry these popular services on our cable system. The service rate adjustment also
reflects an adjustment for inflation.
This year we will again be providing two forms of notice. First, we will place our required
30 day legal notice, complete with all of the FCC required language, in the newspaper's
legal section on or about the week of February 2nd, 1998. Second, we will provide our
customers with a direct mail piece shortly before they receive their bill with the revised rates
-- this way they should still have the customer communication explaining the increase to
refer back to when they receive their new bill.

Non-standard (aerial beyond 125' of existing cable plant or underground) installations not listed above will be charged at the Hourly
Service Charge. Commercial and premium installations are priced separately. Rates are exclusive of applicable franchise fees,FCC User fees
and taxes. All prices and services, including programming, channel locations and packaging are subject to change. Depending on levels of
service or programming taken, additional equipment and installation charges may apply. Customers must subscribe to basic service to receive
expanded basic service or other optional services. Customers have the right to file a complaint with the local franchise authority concerning
the expanded basic tier rates within 90 days of the effective date of the rate change. The local franchise authority address and phone number
can be located on your monthly bill.
