ANNEXATION IMPACT REPORT
Belmont Park Annexation
September 12, 1997
Please see the attached Belmont Park Annexation Concept Plan and supporting maps for the
following information:
• The present and proposed boundaries of the municipality in the vicinity of the proposed
annexation.
■ The present streets, major trunk water mains, sewer interceptors and outfalls, other utility
lines and ditches, and the proposed extension of such streets and utility lines in the vicinity
of the proposed annexation.
■ The existing and proposed land use patterns in the areas to be annexed.
B. No draft or final pre -annexation a agreement is available.
All utilities will be provided at the expense of the developer unless otherwise set forth in the
policies of the individual providers. Prior to annexation of the property, there are no utility
extensions necessary. Several utility providers will provide Belmont Park Annexation with utilities
as follows:
United Power, Inc. will provide electric service.
Little Thompson Water District will provide potable water.
U.S. West will provide telephone service.
Public Service Company of Colorado will provide natural gas.
Berthoud Fire Protection District will provide fire protection.
The Town of Mead will provide street maintenance.
The Weld County Sheriff under contract with the Town of Mead will provide police
protection.

Belmont Park Annexation is within the following district boundaries:
• Aims Junior College
• Berthoud Fire Protection District
• Little Thompson Water District
■ Northern Colorado Water Conservancy District
• St. Vrain Left Hand Water Conservancy District
• St. Vrain Valley School District RE 1.1
■ Weld County Library
F. The Belmont Park Annexation is located within the St. Vrain Valley School District. The housing
market will determine the rate of build -out of the property. Assuming a 15 year build -out of the 51
dwelling units in Belmont Park, there would gradually be generated approximately 34 school children.
The grade level distribution using standard pupil generation factors is as follows:

K through 5th (.350 pupils/household)
Middle School (.140 pupils/household)
High School (.170 pupils/household)
Total (.660 pupils/household)
