The Weld County Department of Public Works Site Specific Development Plan and Special Review Permit for a gravel pit has been reviewed. An Application for State Highway Access Permit has also been received and is currently being processed. We offer the following comments: RIGHT-OF-WAY A site visit to this development was made on June 22, 1995. It appears that the right-of-way either side of the highway centerline is more than adequate. ACCESS The property is served by a single access located on the north end of the property. The application for permit states that the existing access is to be relocated approximately 1,150 feet south to allow for better sight distance. Having been to the site we would agree that this is a good decision. Specifics of access design were not addressed in the Development Review, but have been included in the application package. They appear to be appropriate. DRAINAGE The application package states that the County is willing to place a culvert should one be required. After discussing drainage issues with Mr. Allan Pierce of our Sterling Maintenance, the Department has determined that an 18" culvert will be required under the new access. The applicant is reminded that any construction at the site shall provide that no increase of surface runoff to the state highway ROW shall occur. UTILITIES If new utility lines or connections are necessary within the state highway ROW, a utility permit will be required. Simpson State Engineer We have reviewed the above referenced proposal to mine a maximum of about 10,000 tons of sand and gravel annually over a 10 year period from a 5 acre mined area, on a 20.15 acre parcel. The application states that all of the mining will be "in the dry", and ground water will not be exposed. Water will be hauled in from city sources for employee use, dust control and if needed for reclamation of the mined area to rangeland status. We have no objection to the proposal. All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. An Emissions Permit application must be submitted to the Air Pollution Control Division of the Colorado Department of Health. 3. The existing Emission Permit must be modified for the increased operation if the Colorado Department of Health determines that such a modification represents a significant change in emissions or production. 4. No permanent disposal of wastes shall be permitted at this site. 5. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 6. Fugitive dust shall be controlled on this site. 7. The maximum permissible noise level shall not exceed the industrial limit of 80 dB(A), as measured according to 25-12-102, Colorado Revised Statutes. 8. A NPDES Permit shall be obtained from the Water Quality Control Division of the Colorado Department of Health for any proposed discharge into State Waterways. 9. A dust abatement plan shall be submitted to the health department for approval prior to operation. The facility shall have sufficient equipment available to implement the dust control as required by the health department. 10. The applicant shall remove, handle, and stockpile overburden, soil, sand and gravel from the facility area in a manner that will prevent nuisance conditions. 11. Any permanent structure (office, etc.) -shall have a permanent septic system installed. Subject: Case USR-1085, Tappy Gravel Pit On June 9, 1995, Todd Hodges and I have visited the site and agreed to move the existing access point from the north end of the property to the south end due to the lack of site distance. The access is situated across from the ranch access.
